Welcome and Introductions: Rafael welcomed everyone. Everyone in attendance introduced themselves.

Meeting Facilitation for 2015: Rafael provided a brief explanation as to how the meetings will be facilitated for 2015.

He reviewed where the group is so far in the process: • Finalized recommendations for 2014 • Identified topics to be discussed, reviewed, and consider any implications where recommendations might need to be modified • Majority of the recommendations are multi-year and, although they might not change much from year to year, they should be reviewed annually to see whether there are developments that might cause them to be modified The group will discuss implications of material presented for TMA recommendations and actions. As the group goes through today’s presentations, they will be asked what could be the implications on the recommendations so they can review and revise the TMA priorities if needed at the next meeting. By June, they will finalize and adopt any revisions necessary to the recommendations. They will be ending the three meeting sequence that will lead to considering whether to revise their recommendations.

Today’s meeting objectives: • Review status of TMA priorities in the FDOT Work Plan • Review and discuss pending legislative issues • Review ongoing work of the update of the TBARTA Master Plan Update/Regional Long Range Plan • Review updates on other area initiatives, including S.R. 54/56, Greenlight Pinellas, and the Port of Tampa Bay • Discuss implications of presentation topics for TMA actions and recommendations

Summary of November 7, 2014 Tampa Bay TMA Leadership Group Workshop: The information is included in the agenda packet; let Rafael know whether any corrections are necessary.

Status of TMA Priorities in FDOT 2016 – 2020 Five year Tentative Work Plan: Lee Royal, FDOT, reviewed the FDOT Work Program for Hillsborough, Pinellas, and Pasco Counties. She highlighted the projects included for each area and identified those projects that are the top priorities for the TMA Group: downtown interchange at I-275/S.R. 60 in Tampa, express lanes on I-275, the TIA automated people mover as part of the Westshore Intermodal Center, replacement, and the Gateway Express.

Vice Mayor Hock-DiPolito requested a copy of the PowerPoint presentation. Lee responded she could leave the PowerPoint presentation for it to be emailed.

Commissioner Kathryn Starkey requested a map be included in the presentation to make it easier to identify projects. Rafael asked FDOT to provide that information at the next meeting.

Commissioner Seel questioned the cost of the Howard Frankland Bridge that was included in the Pinellas portion of the Work Program versus the Hillsborough portion of the Work Program. Lee explained the split is due to a cost accounting in the Work Program based on the county line. Sarah noted a lot of people ask that same question and asked FDOT to provide the information in a footnote. Lee agreed.

Ray asked whether the I-275 downtown interchange study was for right-of-way acquisition. Lee responded FDOT is doing a PD&E evaluation to look at how to include express toll lanes and how to make those connections to make it a better functioning facility. Ming noted there is right- of-way acquisition funding for those owners interested in selling. Ming indicated FDOT is looking at operational issues instead of just widening facilities in order to make improvements to help the corridor flow smoother.

Councilwoman Montelione noted she attended a safety summit and there is safety improvement funding available that could be used in conjunction with operational studies to avoid conflicts. Ming assured her that everything will be incorporated into the study. They are doing the study to be able to qualify for safety funds.

Commissioner Kathryn Starkey asked about the Transportation Alternatives (TA) Program. Brian Beaty, FDOT, provided a brief summary of the Pasco projects for TA funding, noting they provided a comparison list that shows the TMA TA priorities on the left and the local MPO priorities for the same projects, showing how FDOT responded to the priorities on the right side. Rafael summarized the process for the TMA TA priorities.

Commissioner Kathryn Starkey asked how FDOT determined the number 1 priority for TA funding. Richard Gehring responded he would get clarification.

At this time, Rafael asked the group whether there was anything in the FDOT Work Program that would require any revisions to their priorities. • Ray asked for clarification whether the sidewalk projects were actually the TMA number 1 priorities for TA funding – it was indicated the other attachment included the main TMA priorities. • Ray indicated the importance of beginning discussions with CSX on the possibility of using their rail lines. Commissioner Murman responded that Hillsborough has begun those discussions, noting it is a drawn out process that included a study and feasibility analysis. Ray indicated these should be regional discussions. Commissioner Kathryn Starkey indicated there should be a placeholder for a regional dialogue. Commissioner Murman responded there should be more information first and that it could be included in the next update. Rafael suggested this be placed on the group’s work plan for the next couple of meetings. Ming added that FDOT is having ongoing discussions as to the proper protocol to work with CSX in the Tampa region. • Commissioner Murman indicated the S.R. 54/56 corridor should be added to the list. Rafael noted Pasco County is still discussing how to approach the corridor and that an update is scheduled later on the agenda. Lee added there is a PD&E for a possible interchange to look at traffic movement. Richard Gehring added that a very involved

citizen process is being included that is ongoing. Ming noted this needs to go through the process with a Pasco MPO recommendation before it’s brought back to the TMA group. • Commissioner Jeff Starkey asked that the U.S. 19 corridor in Pasco County be on the radar for a long-term, viable solution. • Ray asked whether Greenlight Pinellas should be kept as a priority (noting the failed referendum) or whether it should be renamed. Commissioner Seel responded PSTA is holding a collaborative lab on February 18 and, after the collaborative lab, there would be a joint MPO/PSTA meeting (including all County Commissioners) on how to proceed next. Commissioner Seel would like it kept on the list for now so those discussions can occur.

Legislative Issues: • TBARTA Legislation. Don Skelton, TBARTA, noted a draft was included in the agenda packet. The changes include adding Polk County (TBARTA is continuing discussions with Polk Count since this needs to be a County led initiative), adding FDOT District 1 to be a participant with a designation change to advisor status, change the make-up of their Citizens Advisory Committee to fold in the Joint Citizens Advisory Committee as voting members, and change the requirement for updating their Master Plan from every two years to every five years to be consistent with the updates for the Long Range Transportation Plans. • MPOAC Priorities. Sarah Ward, Pinellas MPO, highlighted the MPOAC priorities that were approved at the October MPOAC meeting: • Declining revenue – implement some of the recommendations from the transportation revenue study report • (redirect $100 million annually to the State Transportation Trust Fund from the General Revenue) • Direct FDOT to look at pilot program for a mileage-based user fee in lieu of gas tax • Expand county transit surtax to allow municipalities over 150,000 in population and all counties in MPO areas to implement a transit surtax • Index local option fuel taxes • Restore funding to the Transportation Regional Incentive Program (TRIP) • Concern with potential impacts of passage of Amendment 1, need to protect existing transportation programs • Distracted Driver legislation to make distracted driving a primary offense • Other policy provisions • Legislation to allow State Intermodal System (SIS) funds on non-SIS facilities if they can show a benefit to an SIS facility • Legislation to promote interoperability of technology • Allow two or more contiguous counties to form regional transportation finance districts • County Priorities Affecting Transportation: Commissioner Seel summarized Pinellas County’s initiatives: • Indexing of gas tax • Penny for Pinellas sales tax – authorization to use it for operations and maintenance beginning with the renewal of the “penny” in 2017. She noted an interest by the Legislative Delegation to authorize the use sooner but it can only be used for operation and maintenance of structures built with “penny” money.

Commissioner Murman commented on the importance of addressing as a region the preservation of the current transportation system. Hillsborough County has $300 million backlog of resurfacing projects. Commissioner Kathryn Starkey indicated she now serves on the federal committee of the Florida Association of Counties and they are looking at the reauthorization of MAP-21 where each county has been asked for their infrastructure needs. She suggested that each county provide a list of their infrastructure needs that could be presented together to make a bigger impact on the needs.

Richard noted that Pasco County approved an additional gas tax to pay for maintenance since they were using their capital funding for maintenance before that, and suggested Hillsborough County consider the additional gas tax to help with their infrastructure needs.

Councilwoman Montelione noted most of Hillsborough County’s maintenance issues are on the local roads. The State roads are in good shape but, locally, they need more money.

Commissioner Seel indicated Pinellas County’s issues are the County roads located in unincorporated areas where there are several that aren’t paved. The County is using the unincorporated millage to begin paving these roads to get rid of the backlog. The County’s arterial roads are in good shape; however, they need more overpasses and interchange improvements for capacity reasons.

Richard noted that the Cost Affordable Plans need to stay on the needs side to encompass the larger projects to make it a priority and keep it on the front burner so it gets the emphasis it needs. There aren’t a lot of east-west roads to alleviate congestion.

Beth Alden summarized Hillsborough County’s initiatives: • Support adequate funding for transportation focusing on key economic spaces • Monitor legislation affecting their public transportation commission regarding rideshare companies such as Uber and Lyft • Support FDOT funding request and potentially look at funding for high speed water ferry in Tampa Bay • Economic development – support reauthorization of the enterprise zone program with adequate funding • Page 7 about transportation to support their ability to continue to use red light camera enforcement, monitoring legislation affecting the local governments and the state regarding maintenance and funding for road signal synchronization

Commissioner Murman asked that the ridesharing programs such as Uber and Lyft be kept on the radar for further discussions.

Commissioner Kathryn Starkey indicated Pasco County’s focus is on S.R. 52 and the new overpass interchange on I-75 at S.R. 52, S.R. 54, and S.R. 56.

Ray asked whether there were any east-west arterials between S.R. 52 and S.R. 54. Commissioner Kathryn Starkey responded they are continuing Ridge Road from U.S. 19 to U.S. 41 and they are in the process of finalizing new information required by the Army Corp and are ready to submit it.

Commissioner Murman stated the need for more funding.

Commissioner Kathryn Starkey suggested a one page summary noting Hillsborough, Pasco, and Pinellas are united and these are their regional priorities that each member could take with them when they meet with the legislators. Staff agreed to develop a one page summary.

TBARTA Master Plan/Regional LRTP Update – Mid-Term Networks: Don Skelton, TBARTA, provided introductory remarks, noting there are two objectives for today’s meeting: 1) review organization of Master Plan and networks; and 2) get input on priorities and long term items that should be considered as part of the Master Plan. The mid- term networks are a reflection of the Cost Feasible Plans as adopted by the MPOs. As a result of a discussion with the Staff Directors, changes were made. Updated maps were distributed.

Scott Pringle, TBARTA, reviewed the Master Plan but indicated the focus is on the approach of the Master Plan. The Chairs Coordinating Committee (CCC) Regional Long Range Transportation Plan (RLRTP) is incorporated into TBARTA’s Master Plan so there is only one plan. The updated Master Plan ensures consistency with the MPOs’ LRTPs, coordination with the CCC, and collaboaration with the TMA; satisfies the requirements of the CCC RLRTP; adds multi-use trails; and adds a Transportation Demand Management Plan. He clarified the FDOT Work Program is included in the Master Plan so there are no conflicts. Don added the regional component is included in the TBARTA Master Plan in addition to the local MPOs’ plans so the TBARTA Master Plan serves as the regional plan.

Commissioner Murman felt there should be a regional MPO. Don noted there is one plan for the region and TBARTA is a regional organization that encompasses six MPOs.

Rafael stated that the group has stated that its objective is to speak with one voice and being clear that it is one voice. He noted that the group could look at ways to make it clearer that it is doing that..

Sarah clarified that everyone is at the table, including FDOT, providing input and the TBARTA Master Plan includes the MPOs’ plans as well as the regional plan. Sarah asked Scott for the definition of premium transit. Scott responded that they made the distinction between local service versus more premium service but did not specifically identify whether it was express bus or rail service. Premium transit doesn’t make frequent stops and makes longer trips over longer distances. Sarah noted that the Master Plan doesn’t show much express service in Pinellas County. Scott indicated this is a work in progress and that the maps show the organization of the Master Plan as a whole and how the local plans fit in but they will work with the Pinellas MPO.

Ray clarified that the intent is to change the legislation to fold the CCC into TBARTA so there is only one regional entity representing the MPOs in order to present the regional coordination to the state and federal governments.

Don restated the second objective of his presentation: thinking about the long-term vision, what elements would the TMA group like to see as part of that long-term vision?

Ray noted the CCC is not scheduled to meet until July and suggested that the CCC meet sooner to review the TBARTA Master Plan. Scott responded there have been discussions regarding the need to have the CCC meet sooner than July.

Councilwoman Montelione stated that it was important to have coordination at all levels.

Commissioner Jeff Starkey noted there is a better chance of obtaining funding as a region and raised the question of whether a regional MPO would provide a better chance for funding. Sarah responded that previous regional MPO discussions led to the creation of the Tampa Bay TMA Leadership Group. The MPOs wanted to remain individual MPOs. Commissioner Jeff Starkey asked if all three MPOs agreed to remain independent MPOs. Commissioner Seel responded that, although there was some interest in forming a regional MPO, there wasn’t consensus by all three MPOs. Ray added that TBARTA fills in a regional aspect but local MPOs are needed to deal with the local issues that would get lost with a regional perspective/context.

Rafael brought the group back to the question posed by Don of regional priorities and vision. He asked the whether the Group felt they had an adequate sense of TBARTA's priority projects and broader vision and were comfortable with them. He asked whether they had the information they needed to offer additional suggestions.

Ray wanted to continue to receive updates so the TMA group is aware of TBARTA activities.

Richard asked why they wouldn’t want to become a regional MPO. The role of the Master Plan is regional. The needs assessment in the LRTP environment doesn’t pick up the momentum to solve the regional managed lane structure. The toll facilities will be a major policy/political issue, he doesn’t feel there is a strategy in place; the issues are macro. Orange County has a structure in place. He is in a quandary as to how to develop consensus at a regional level. Rafael questioned whether there needs to be a development of strategies to get to the envisioned future. Richard noted the transit surtax referendum for Pinellas and Hillsborough Counties didn’t pass and he can’t develop a focused transit strategy because there isn’t a regional framework.

Ray responded that there is a strategy in place for the managed lanes in that FDOT is doing a study and they are starting discussions at a regional level. They are clarifying, the relationship between the CCC and TBARTA, the creation of the Tampa Bay TMA Leadership Group, and development and adoption of regional priorities.

Councilmember Montelione felt there is too much discussion on process so they don’t get anything done. They are supposed to be advocating individually for cities, counties, and the region and they have different roles; i.e., City Council member, MPO member, TBARTA member. They have different roles but they are not mutually exclusive. Need to move beyond doing what for whom and move forward – it’s not about us versus them – stop comparing our region with other regions and quit apologizing – what works in one area won’t necessarily work for us – we need to move forward and make good decisions and have pride in our region.

Commissioner Seel stated she is proud of their accomplishments and TBARTA and there is good synergy. She would like an update on the Hillsborough Transit Plan to have a better understanding and indicated she would like to be engaged in attending meetings and supporting each other. She felt it is important for the three county area for someone to have the transit referendum approved. She noted that Harry Barlow with MetroPlan Orlando was supportive of the Greenlight Pinellas referendum and would email for updates. There is power as a group and they could go to Washington DC or Tallahassee together with the priorities to keep moving forward to the next level.

Councilmember Montelione noted that they already each have individual opportunities with various organizations and associations to visit legislators at both the state and federal level and speak to the regional priorities. She felt that, in addition, it is important to go together as a group

with a representative from each county to go to Tallahassee and indicate to the legislators why they are there and to talk to them about the regional priorities and ask the legislators what they are going to do for them. She suggested going during the National Association of Cities or National Association of Counties.

Commissioner Seel suggested choosing their own date since the legislators get overwhelmed when there are large groups.

Don stated the TBARTA Master Plan document is the regional framework and they have been working with FDOT. The past and future plans include maps of express lanes with the idea of getting the express lanes implemented. The focus shouldn’t be on what has not yet passed but the future. The message from the referendums is that a transportation system isn’t needed but the residents didn’t want to pay for it using that funding method. They need to figure out how to fund the transportation system.

Ray suggested inviting Mike Merrill, Hillsborough County Administrator, to speak to this group about Hillsborough’s failed referendum since they have learned from their experience.

Vice Mayor Hock-DiPolito agreed that, although the Pinellas referendum didn’t pass, they still need to figure out the funding and continue to carry that voice forward because the need is great. They need to determine how to get people off the beach to go to the airport, how to get people back and forth, determine alternative transportation, look at an elevated rail because there is minimal right-of-way, they need public/private partnerships to move forward.

Rafael asked what else can be done today to help speak with one voice on a regional level. This discussion will be scheduled for the March meeting but the group needs to discuss what can be done now to move forward in a timely manner.

Councilmember Montelione responded that if they can determine a schedule, it would be beneficial to show up together to discuss the priorities with the legislators. She indicated that she would be willing to be one of the ones to go on such a joint visit. Commissioner Seel added that someone from the Pinellas MPO would also be willing to go. Richard Gehring indicated that Pasco would also be willing to send someone. Rafael asked who among staff would be willing to should take the lead in coordinating the joint visit. Sarah responded that she would take the lead, noting the MPOAC meeting is scheduled in Tallahassee on April 2 and time is allowed for meetings with the legislators.

Vice Mayor Hock-DiPolito noted that FDOT would encourage the group to also meet in Washington DC as soon as possible.

Ming stated that FDOT has submitted their budget for the next five years at the state level; however, there are federal appropriations to the state where there are separate allocations, and it would make sense to talk to the Congressional delegation about those.

Vice Mayor Hock-DiPolito asked when was a good time to go to Washington DC to speak with one voice for the region. Ming responded that they could go anytime since there are ongoing discussions on the transportation funding bill. Vice Mayor Hock-DiPolito noted that Pinellas is waiting on news for another TIGER grant so they can prepare another application. Ming stated that the TIGER grant is announced annually and they can always talk to the federal government about their application and review; however, regarding the larger regional picture, they can talk about more funding anytime.

Commissioner Seel noted that Secretary Fox has visited Hillsborough County several times to meet with Mayor Buckhorn and Pinellas would like to know when he’s here so she could meet him. Ray responded that they can carry that message to Mayor Buckhorn.

Commissioner Seel indicated that Pinellas County will apply again for the TIGER grant to complete the Duke Energy Trail. Councilmember Montelione noted that Hillsborough County has received funding from the TIGER grant for two years.

Rafael summarized the discussions noting the plan to move forward before the next meeting to go to Tallahassee, with a report back to the group at the next meeting.

Updates: • S.R. 54/56 Update • Greenlight Pinellas • Hillsborough County Policy Leadership Group • Coast-to-Coast Trail and other trails

Rafael asked for any updates that are urgent, noting the other updates can be brought to the next meeting.

Commissioner Seel asked about the Coast-to-Coast Trail. Lee responded there was a summit yesterday between the FDOT districts and the various stakeholders. There have been discussions regarding the maintenance agreements and the counties have been included as the project moves forward. They are scheduled to do a design/build for the Pinellas section, with the contract to be let at the end of June and activity during the later part of this year. They will be doing a design contract for the portion in Pasco County since Duke Energy is requiring a certain amount of design completed before they will grant easements. The portion in Hernando County is under design to see what trail width can be implemented. The City of Brooksville was concerned that it wasn’t going through their city and, instead, on a bypass. FDOT is looking to fit the trail within existing right-of-way on the bypass but do a study through Brooksville to look at accommodating a 12-foot path.

Beth noted there will be a round of public meetings for the Policy Leadership Group that will occur over the next couple of months and announcements will be made in February. There will be several rounds of meetings and then the consulting team will make a recommendation within the April timeframe.

The tenth workshop of the Tampa Bay TMA Leadership Group was held on Friday, January 16, 2015 in Tampa. The principal objectives of the workshop were to:

• Review planning for meetings with legislative and Congressional delegations • Review status of TMA priorities in the FDOT workplan • Review and discuss pending legislative issues • Review on-going work of the up-date of the TBARTA Master Plan Update/Regional long range plan • Review updates on other area initiatives, including SR 54/56, Greenlight Pinellas, and the Port of Tampa Bay • Discuss implications of presentation topics for TMA actions and recommendations

Board members and staff from each member Metropolitan Planning Organization (Hillsborough County, Pasco County and Pinellas County MPOs) as well as Florida Department of Transportation District 7 staff and Tampa Bay Regional Transportation Authority staff participated.

Lee Royal, District 7 FDOT reported on the status of the TMA Leadership Group priority projects in the FDOT 2016-2020 Tentative Five Year Workplan.

Don Skelton provided an overview of the legislation reorganizing TBARTA and folding the CCC into it. Sarah Ward offered an overview of the MPOAC legislative priorities. Staff from each MPO then reviewed individual county legislative priorities involving or affecting transportation.

Don Skelton and Scott Pringle provided an update on the TBARTA Master Plan/Regional LRTP update. The focus of the update was on the organization of the plan and the networks it identified, and on the plans incorporation of and consistency with MPO LRTPs, the CCC RLRTP, TMA Leadership Group priorities, and the FDOT Work Program. Don Skelton then solicited additional Leadership Group input on the priorities and vision for the update.

Key points agreed upon by participants at the meeting included the following:

• Members reaffirmed the importance of ensuring that all regional transportation efforts are coordinated and that the region speak with "one voice" on regional transportation issues. • Staff will develop a "one-pager" of talking points reflecting regional transportation priorities to assist members in presenting a single regional voice on transportation. • A small group comprised of members of each participating MPO will seek to schedule meetings with the legislative and congressional delegations to further the regions transportation priorities.

A number of other issues surfaced in the discussion as subjects of potential future Leadership Group interest or action. These included:

• Potential regional discussions regarding use of CSX right-of-way. • An approach to future referenda on transportation funding. • The evolution of Greenlight Pinellas. • Coordination with transit providers. • Tracking of regulation affecting the operation of Uber and Lift.

Roadway Cost Affordable Plan

TBARTA, in coordination with the Florida Department of Transportation (FDOT) and local Metropolitan Planning Organizations (MPOs), identified top regional priority projects for the first time in 2013. Priority projects are regionally significant, offer immediate solutions, and can be implemented incrementally. These projects are stepping stones to implementing the TBARTA Master Plan Vision of a world-class transportation network. As the regional conversation continues, the priority projects are identified through regional coordination and collaboration. Several of the priority projects received full or significant funding after being identified as 2014 priority projects. Gateway Connector and 118th Ave. Express () The Connection: In Pinellas County, connecting the Bayside Bridge (CR611), St. Petersburg Clearwater International Airport, the Greater Gateway area, and Interstate 275 (I-275). Also connects US 19 to I-275. The Project: The Gateway Connector is a future Florida Strategic Intermodal System (SIS) toll highway facility, with premium transit capability. The project includes a single-lane flyover from the southbound Bayside Bridge to eastbound Roosevelt Boulevard (SR 686) and four express lanes from the front of the St. Petersburg-Clearwater International Airport (across from SR 688/Ulmerton Road), south to CR 296/118th Avenue. The existing Roosevelt Boulevard from CR 611 to SR 688 would serve as east-west frontage road. Next Steps: Six segments of the project are in various stages of design and right-of-way. Project is advancing as Design Build with funding from FHWA, Pinellas County and FDOT. Construction will begin in Fall 2016. Estimated Cost:  Funded—$454.3 million. Federal, State and Pinellas County funds—approximately $394 million provided by the state of Florida. Howard Frankland Bridge The Connection: Crossing the bay, connecting Hillsborough and Pinellas Counties. The two largest employment centers are located on either side of the bridge with approximately 92,000 jobs in the Gateway area and St. Petersburg in Pinellas County, and approximately 143,000 in Westshore area and downtown Tampa in Hillsborough County. The Project: The northbound span of the Howard Frankland Bridge is nearing the end of its life span. FDOT conducted a Project Development and Environment (PD&E) Study on the bridge replacement. The study examined express lanes and a transit connection, both of which are included in the Master Plan. Next Steps: FDOT conducted public hearings in Hillsborough and Pinellas Counties in Fall 2013. A recommended alternative was identified that has four 12’ lanes. Design Build funded in FY18/19. Estimated Cost:  Funded—$490 million to construct the northbound span with four lanes as well as strengthening the bridge substructure to support the potential for light rail technology. TIA People Mover Extension/Westshore Intermodal Center The Connection: The Tampa International Airport (TIA) main terminal to the future Consolidated Rental Car Facility (ConRAC) in the South Development Area of the airport property, to the future Westshore Intermodal Center.

Variable-priced managed lanes will provide options for cars and transit, and produce a sustainable funding source with toll revenue. Project supports the implementation of express bus service to operate between Pinellas and Hillsborough Counties with future extensions to Pasco County. Suncoast Parkway 2 The Connection: Connects Hernando and Citrus Counties from US 98 to SR 44, extending the existing Suncoast Parkway/Veterans Expressway to the south to link the northern counties to the urbanized core of Tampa Bay, the Tampa International Airport, and potential Westshore Intermodal Center. Also serves as a region-to-region connection between the Tampa Bay area and northern Florida. The Project: The Suncoast Parkway 2 is a future SIS toll facility. The extension travels north through Hernando and Citrus Counties. Design plans for the extension are 60% complete and the Project Development and Environment (PD&E) Study is complete and approved. The entire Suncoast Parkway/Veterans Corridor (SR 589) is included in the TBARTA Master Plan and is currently being considered as part of a transit corridor evaluation by TBARTA and FDOT from Westshore to Crystal River/ Inverness. The existing Suncoast Parkway is also a designated SIS facility. Next Steps: The Florida Turnpike Enterprise (FTE) funded $44 million for ROW acquisition in FY16 and FY17 for Suncoast Parkway 2/SR 589 from the US 98 to SR 44. Estimated Cost: $203 million. TBARTA Request: $156 million for construction. SR 54/56 Corridor Improvements The Connection: The northern loop of the Tampa Bay Beltway, connecting the Suncoast Parkway to I-75. The Project: SR 54/56 was studied for managed lanes. As a prioritized corridor study from the TBARTA Master Plan, a Multimodal Transit and Managed Lanes Feasibility Evaluation was conducted from US 19 to Bruce B. Downs. The study identified four grade- separated lanes located in the median of the existing six-lane divided facility. FDOT did not accept an unsolicited bid for the construction of managed lanes from the Suncoast Parkway to I-75. Next Steps: Additional coordination is required with Pasco County regarding land use and planned development throughout the corridor. Future corridor assessment is necessary to determine solutions including, but not limited to, premium transit improvements, overpasses, and/or elevated lanes. TBARTA Request: Construction to widen corridor and implementation of transit service in the corridor between New Port Richey and Wiregrass. University Parkway/I-75 Interchange Area The Connection: Manatee and Sarasota Counties at University Parkway and I-75. The Project: As growth and regional activity centers develop in Manatee and Sarasota Counties, intersection improvements will be needed to ensure seamless connectivity along I-75. FDOT and local officials have both identified the University Parkway corridor as an emerging mixed-use activity center. Transportation improvements are needed to accommodate the planned growth of developments including a world-class rowing center Park for national competitions, and enhance connectivity to the Sarasota- Bradenton International Airport. Next Steps: Construction on the interchange could begin as early as summer of 2015. Completion of the project is expected to precede the World Rowing Championships in 2017. Estimated Cost:  Funded—$83 million in advanced funding from the State of Florida for ROW and construction.

FTP SIS Florida Transportation Plan Strategic Intermodal System

This year, the Florida Department of Transportation celebrates its 100 year anniversary. In 1915, the Florida Legislature created the State Road Department (renamed in 1969), with six employees managing 4,721 miles of surfaced roads on a budget of $16,410. It is fitting that, with this 100-year anniversary, FDOT is revising two significant transportation plans that establish policy for the future of transportation in Florida: the Florida Transportation Plan (FTP) and the Strategic Intermodal System (SIS) Policy Plan. The FTP is Florida’s long-range transportation plan that provides 20+ year goals for transportation planning and implementation statewide. The FTP sets the stage for the future of all air, space, water, rail, road, bicycle, and pedestrian transportation, and is used by FDOT as well as Metropolitan Planning Organizations, local governments, Regional Planning Councils, and other partners. The SIS Policy Plan establishes policies to guide discussions about designations and funding for the state’s largest and most strategic transportation facilities. The SIS facilities are the primary means for moving people and freight between Florida’s diverse regions, as well as to other states and nations. The SIS is Florida’s highest statewide priority for transportation capacity improvements.
