Dr. Baldev Singh Dhillon, Padma Shri, is an internationally acclaimed scien- tist in the field of Plant Breeding and Genetic Resources. Earlier, he has served PAU and Guru Nanak Dev University (GNDU), Amritsar as Direc- tor of Research, PAU as Maize Breeder and Director (Seeds), and the Indian Council of Agricultural Research (ICAR) as Assistant Director General, and Director, ICAR-National Bureau of Plant Genetic Resources, New . Prior to taking over as VC of PAU, he was working as a scientist in Univer- sity of Hohenheim Stuttgart, Germany. Earlier, he has served International Wheat and Maize Improvement Centre (CIMMYT), Mexico.

Academic and Research Achievements  Born on June 27, 1947 at Village Doburji, Am- ritsar  Dr Dhillon has outstanding academic credentials. He has bagged many prestigious scholarships/ fellowships which include post-doctoral fellowships namely German Academic Exchange Ser- vice (DAAD) Fellowship (1976-78), Alexander von Humboldt Fellowship (1988-89); University of Hohen- heim Fellowship in (1990) Germany, and Alexander von Humboldt Europe Fellowship (1989) to work at University of Birmingham, UK.

 Developed 16 varieties/ hybrids that have been used commercially at national and state levels and 59 inbreds and 6 heterotic pools that have been used commercially and served as genetic resource in India and abroad. The hybrids developed included ‘Paras’, the first single cross hybrid in India (1995), and thereby, gave a new direction to maize breeding in the country.

 His pioneering work on the cultivation during non-traditional winter/spring season has led to the emer- gence of spring maize as an important crop in NW India. He developed new plant-breeding methods having higher genetic gain, mating designs to estimate degree of dominance and genotype-environment interac- tions, techniques and analyses to evaluate germplasm for multiple tolerance and environments for conduct- ing selection.

 Developed germplasm evaluation network, started comprehensive evaluation in rice, wheat, chickpea and pigeon pea and created database on introduced and indigenous collections. He prepared and implemented strategies for targeted collection/ introduction of indigenous/exotic germplasm.

 He has a strong flair for scientific writings and has published ~ 400 research and policy papers besides authoring 13 scientific books. The Publications of Dr Dhillon on new methods of plant breeding and new techniques of quantitative genetic analysis have been included in the text books.

Dr Dhillon led the campaign (Punjab, Haryana and Rajasthan) that successfully managed the whitefly in cotton through IPM approach during 2016 and 2017 resulting in bumper crop with record productivity and saving of pesticides since then. PAU established an IPR and Technology Commercialization Cell with significant effect on commercialization of technologies. During this period, 65 technologies have been commercialized, 45 patents have been filed and 13 patents have been granted. Further, the University has developed/strengthened linkages with industry particularly that of seed, food processing and farm machinery.
