ISCUSSIONS about revolutions, from the Dsocial scientifi c to the journalistic, almost invariably occur in the realist mode. Whether nominalist or collectivist, materialist, political or institutional, it seems a point of honor to maintain that it is real issues, real groups, and real interests, and how these have aff ected relative power vis-à-vis the state, that determine who makes revolutions, who opposes them, and who wins at the end of the day. At the very beginning of the “25 January Revolution” in Egypt, a reporter for the New York Times traced its temporal and spatial origins to the naturalistic causal power of a single event: “The beating of a young businessman named Khaled Said last year [in Alexandria] led to weeks of demonstrations against police brutality.”2 Said, a twenty- eight-year-old businessman, allegedly had fi lmed proof of police corruption; he was dragged from an internet café on 6 June 2010, tortured, and beaten to death. (“PM USA”), John Middleton Company (“JMC”), and Sherman Group Holdings LLC and its subsidiaries (“Nat Sherman”),1 submits these comments to the Food and Drug Administration’s (“FDA’s” or the “Agency’s”) Advance Notice of Proposed Rulemaking (“ANPRM”) on a Tobacco Product Standard for Nicotine Level of Certain Tobacco Products. The ANPRM comes within the context of an industry in the midst of transformative change. Cigarette smoking is at historically low levels and continues to decline. At the same time, a new market is emerging in innovative noncombustible tobacco products that are potentially less harmful than cigarettes. There is now a scientific consensus that noncombustible products, like e-vapor, are substantially less risky than conventional cigarettes. It is smoke, and not nicotine, that causes most tobacco- related harm. And adult smokers are increasingly expressing interest in switching from cigarettes to less risky alternatives. We agree that a nicotine product standard of some sort may make sense in a future regulatory system, but this requires the pre-existence of a marketplace with alternative, FDA-authorized, reduced risk products; more information about the relative risks of those products; and a regulatory system that respects the rights of adults to make decisions based on accurate information. -

Abstract Background: Three global reports published by the World Health Organization (WHO) report trends in the prevalence of tobacco smoking from 2000 to 2025 based on data from national surveys. Aims: The is study aimed to: (i) compare current and projected prevalence rates of tobacco smoking presented in these reports for males ≥ 15 years in countries of the Eastern Mediterranean Region; and (ii) assess changes in the prevalence rates in the context of changes in tobacco monitoring and control policies in these countries. Methods: Regional and country-level data on tobacco smoking were extracted from the trend reports. Percentage point differences between the estimated prevalence of tobacco smoking in 2010 and the projected prevalence in 2025 were cal- culated for countries with available data. Data on implementation of national surveys and policies on tobacco use were obtained from relevant WHO reports. Results: In the latest trend report (2019), the prevalence of male current tobacco smoking is projected to decrease by less than 2 percentage points in the Region (from 33.1% in 2010 to 31.2% in 2025). The projections for male tobacco smoking for 2025 in the 2019 report are more encouraging than in the 2015 report in seven of the eight countries of the Region. -
