COVID-19 and Immigration Tracker Mobility: Immigration Tracker Impact of COVID-19 on global immigration 10 February 2021 Important notes • This document provides a snapshot of the policy changes that have been announced in jurisdictions around the world in response to the COVID-19 crisis. It is designed to support conversations about policies that have been proposed or implemented in key jurisdictions • Policy changes across the globe are being proposed and implemented on a daily basis. This document is updated on an ongoing basis but not all entries will be up-to-date as the process moves forward. Page 2 Impact of COVID-19 on Global Immigration Overview/key issues • With the crisis evolving at different stages globally, government authorities continue to implement immigration-related measures to limit the spread of the COVID-19 pandemic and protect the health and safety of individuals in and outside of their jurisdictions. • Measures to stem the spread of COVID-19 include the following: • Entry restrictions and heightened admission criteria for certain populations (including prohibitions on entry from high-risk locations) • Mandatory “stay-home notices” and quarantine orders for newly admitted citizens, residents and visitors (whether in state facilities, hotels or private residences) • Temporary suspension (and in some cases, permanent cancelation) of existing (valid) visas issued prior to COVID-19 and suspension of issuance of new visas • Introduction of heightened eligibility criteria and application requirements where visas are being issued (including suspension of visa waiver agreements and enhanced document requirements for new applications) • Some governments are announcing flexible policies to prevent temporary residents who are unable to travel from becoming overstayers under immigration laws, and enabling virtual right to work. To be clear, the AMA is supportive of the pause on flights so that our hotel quarantine system can be readied for the increased risk that we are clearly seeing now of Australians returning with the virus, making absolutely sure that Australia is safe in the event that we have increased numbers coming through from India. But the announcement from the Government has caused a lot of distress in our community. There's been outrage from a very wide range of groups, including many doctors, AMA members, and in particular members of our Indian medical community who have been distressed beyond words with this announcement, on top of the distress that they're already experiencing with friends and family being exposed to the terrible risks that are occurring in India. We believe that there is a clear way forward here.

This order is in supersession of MHA order, dated 05.05.2020, on the same subject. These SOPs would also apply to passengers arriving through the land borders. In order to contain the spread of COVID-19 pandemic, international travel of passengers has been prohibited under lockdown measures. As per information available, many Indian Nationals who had travelled to different countries before the lockdown, on various purposes such as employment, studies/ internships, tourism, business, etc., are stranded abroad. Due to their prolonged stay abroad, they are facing distress and are desirous of returning to India urgently. Apart from the above cases, there are other Indian Nationals who need to visit India in medical emergencies or death of a family member. There are also many persons stranded in India, who desirous to travel abroad urgently for various purposes. For travel of Indian Nationals stranded abroad, priority will be given to compelling cases in distress, including migrant workers/ labourers who have been laid off, short term visa holders faced with expiry of visas, persons with medical emergency/ pregnant women/ elderly, those required to return to India due to death of family member, and students.

    Government of Odisha Office of Special Relief Commissioner No.38E£/ R&DM(DM), Dt.30-06-2020 RDM-RLF-MISC-0034-2020 ORDER Whereas, in pursuance of the directions issued by the National Executive Committee, Government of India under the Disaster Management Act, 2005, the Government Odisha, vide Revenue & Disaster Management (Disaster Management) Department Notification No.3057/R&DM(DM) dated 01.06.2020, had extended the lock down in the entire State of Odisha with stipulations mentioned therein, with a view to contain the spread of COVID-19 pandemic, till midnight of 30.06.2020; And Whereas, in pursuance of the directions of the National Disaster Management Authority (NDMA), the National Executive Committee, in exercise of the powers conferred under Section 10(2)(1) of the Disaster Management Act, 2005, has issued revised guidelines vide Ministry of Home Affairs, Government of India order No.40-3/2020-DM-I(A) dated 29.06.2020 to extend the lockdown in Containment Zones up to 31.07.2020, and to re-open more activities in a calibrated manner in areas outside Containment Zones; Now, therefore, in pursuance of the said order, the State Government do hereby promulgate the following guidelines in the State of Odisha until midnight of 31.07.2020: 1.
