The Planning and Community Services Department could find no basis upon which to file a valid objection to the annexation. As shown below, the proposed channel change from Channel 10 to Channel 16 would result in a substantial increase in signal receivability for KTVL’s core viewers, and enable viewers to receive the Station’s signal with a significantly smaller antenna. The proposed channel substitution would serve the public interest because KTVL has had a long history of dealing with severe reception problems.
