SITREP-2: Deep Depression in Bay of Bengal and Floods in Chennai, Pondicherry & Cuddalore As on 14Th November 2015 Sphere India Secretariat CHETANALAYA | ACECI National Office | Divya Deepti Sadan | 10, BhaiVir Singh Marg | New Delhi - 110001 (INDIA) SITREP-2: Deep Depression in Bay of Bengal and Floods in Chennai, Pondicherry & Cuddalore As on 14th November 2015 Situation Report The present situation in Cuddalore and Pondicherry is that these places are getting into square with rains since yesterday morning. Though the rain is not intensified, the possibility of the Cyclonic formation could increase the intensity of rains. In the last 24 hours 9mm of rain has been reported. If the trend continues the plight of the communities will be aggravated. It is expected that the rainfall would increase. As of today there was no rainfall in Chennai but tonight onwards, it is expected to have rainfall again. Around 250 slums have been inundated in Chennai. Many other pockets have also been inundated in Chennai. Strong wind speed reaching 40-50 kmph gusting to 60 kmph would prevail along & off Tamilnadu & Pondicherry. As per IMD weather warning, it is predicted to be heavy to very heavy rainfall from 15th to 18th November 2015 at isolated places in Chennai, Cuddalore and Pondicherry. Impact of Deep Depression & Heavy rainfall Cuddalore: Total Death in Cuddalore - 32 Cattle Loss – More than 300 Around 20 breaches in around 10 Lakes Breaches in many Water Channels, expected to be more than 100 20,000 Hectares of Agricultural Land affected In around 10 coastal villages - damages to boats reported and some boats also missing Huts damages expected to be more than 25,000 Shrimp farms have also been reported as damaged. Chennai: Death toll has been reported as 15 as per media reports. Govt. administration is still assessing the exact figures of casualty and other damages. Response by Government Around 30 Relief centers catering to more than 30,000 affected people in Cuddalore. Government has also started health camps and special veterinary camps for animals. In Chennai, Government Administration and Municipal Corporation is providing food packets to affected community and also taking precautionary measures to prevent outbreak of malaria and any other water-borne diseases. NDRF has been deployed at many areas for search & rescue operation. 90% of electricity has been restored in District Cuddalore. Government administration is also providing generators in affected areas. Response by Humanitarian Agencies Caritas India already in field for operation with food, water, candle and match boxes for 500 families in Kurinjipadi, Panruti, Annagram and Parangipettai block of District Cuddalore and Thirunavalur, Thiruvennailnallur and Marakkanam block of Villupuram District. CASA India is providing cooked food in Cuddalore District and will distribute 500 tarpaulin and other NFI material to affected community in Kurinjipadi and Parangipettai block of District Cuddalore. World Vision India has provided food in affected slum areas of Chennai. They also supported for medical facility in the affected areas.     CUDDALORE DISTRICT DISASTER MANAGEMENT PLAN 2017 1 INTRODUCTION The Cuddalore District Disaster Management Plan for year 2017 is a key for managing disaster related activities and a guidance for emergency management. The information available in DDMP is valuable in terms of its use during disaster. Based on the instructions pertaining to the Sendai Framework Project for Disaster Risk Reduction and on the guidelines of National Institute of Disaster Management (NIDM) formulated by the Central Government and on analysis of history of various disasters that had occurred in this district, this plan has been designed as an action plan rather than a resource book. Utmost attention has been paid to make this Plan Book handy, precise and accurate. During the time of disaster, there may be a delay before outside help arrives. Hence, self-help and assistance from local group is essential in carrying out immediate relief operations. Also, reach to the needy targeted people depends on a prepared community which is alert and informed. Efforts have been made to collect and develop this plan to make it more applicable and effective to handle any type of disaster. Details of inventory resources are given importance in the plan so that during disaster their optimum use can be derived. The important rescue shelters, most necessary equipments, skilled manpower and critical supplies are included in the inventory resources block-wise. Role and responsibility of all departments have been included and the details of control room of various departments, ambulances, blood banks, public health centers, government and private hospitals have been included in this plan.
