Annual Administrative Report 2016-17 Review of the Annual Administrative Report of Department of Technical Education Haryana for the year 2016-17. …………………………. 1. Objective:- Adequately trained technical and professional manpower constitutes the most important component of the human resource that spearheads the socio economic development of a nation. The Department of Technical Education promotes planned and sustainable development of technical education in the state consistent with the National and State policies. The Department designs need based programmes for Diploma Institutions (Polytechnics) and ensures adequate human resource and infrastructural facilities for delivery of the curriculum. It also ensures objective evaluation and certification system for students, courses and institutions.It collaborates with the All India Council of Technical Education, Ministry of Human Resource Development, Govt. of India, All India Management Association, Council of Architecture, Universities, Industries and other employees to provide quality education toTechnical Managers/Scientists/Engineers/Supervisors and other Professionals through Post-graduate, Under- graduate and Diploma level institutions in the field of Engineering and Technology, Computers, Information Technology, Management, Pharmacy, Architecture, Hotel Management and Applied Arts & Crafts.The Department of Technical Education assigns high priority to serve the educational needs of Scheduled Castes, Women, Physically Challenged Persons, rural population and socially and educationally backward persons. The Department of Technical Education also assists the students in proper placement for gainful employment besides providing them career guidance services. 2. Present Status At the time of inception of Haryana as a separate State in 1966, there were only 6 Polytechnics (Government-4 and Government Aided-2) and only one Engineering College at Kurukshetra (joint venture of State Government and Government of India) with annual intake of 1341 students.In Academic Session 2016-17, the number of institutions had grown to 504 with intake of 1,22,649 students as per details given below:- The detail of Technical Institutions/ Engineering Colleges in Haryana State during the year 2016-17 is 2016-17 Type of No. of Institutions Sanctioned Intake Course Govt. The Department also administers four Technical Universities, viz., Guru Jambheshwar University of Science and Technology, Hisar (1995), Deen Bandhu Chhotu Ram University of Science and Technology, Murthal (2006), Young Men’s Christian Association (YMCA) University of Science and Technology, Faridabad (2009) and the State University of Performing and Visual Arts, Rohtak (2014). 3. Establishment of New Technical Institutions: The regulatory body for Technical Courses is All India Council for Technical Education (AICTE). It grants approval for starting New Technical Institutions and for introduction of new courses or programmes in consultation with the agencies concerened. 4. Constitution of Haryana State Technical Education Society: Haryana StateTechnical Education Society (HSTES) also formerly known as Haryana State Counseling Society (HSCS) was constituted in the year 2007 for implementation of transparent and uniform procedure for admission to various post graduate, undergraduate and diploma courses in different disciplines of Engineering, Technology, Architecture & Planning, Pharmacy, Management etc. The society implements rules and regulations for the admission of students to various AICTE-approved Technical courses in conformity with the policy approved in this behalf by the State Government, All India Council of Technical Education, Pharmacy Council of India, Council of Architecture, Universities of the State and other relevant bodies. The HSTES is a self-sustaining body and meets its expenditure mainly through charging of fees for various services it renders. Every year, the society conducts following State Level Entrance Examinations: On Line Entrance Test (OLET) for Lateral Entry in Diploma (Engg.) On Line Entrance Test (OLET) for MCA and Lateral Entry in B.E. / B. Tech. 5. Constitution of Haryana State Board of Technical Education: The Haryana State Board of Technical Education (HSBTE) was constituted through an Act which came into force on 6th May, 2008. Before this, the HSBTE was functioning under executive orders as a part of the Directorate of Technical Education without having any legal backing. The PSTE is the Chairman of the Board. The Board has a governing council as well as a BOG both headed by the PSTE. Secretary is appointed by the Government as the Chief Executive of the Board. He is assisted by the Additional Secretary, Contoller of Exam, Controller of Academics and Finance, Joint Secretary, 7 Deputy Secretaries, 15 Assistant Secretaries, Law Officer, Sr. Accounts Officer, Accounts Officer, Research & Statistical Officer, Hardware Engineer and Programmer etc. The HSBTE is a self Financing autonomuous Board constituted for coordinating development of Technical Education in polytechnic institutes of the State of Haryana by performing the following functions:- Well defined Academic Calendar notified for each Academic Year/Semester. Conductance of end Semester Examination for Polytechnics (Diploma Level) twice in a year in the month of Dec/Jan & May/ June. In the Academic Session 2016-17, (72649+49888=1,22,537) regular and Reappear students appeared in December 2016 exam in 236 Polytechnics. A separate training and placement cell established for industrial training and placement of the students in each Polytechnic. 2 6. Technical Education Quality Improvement Programme Phase-II of GoI (World Bank roject). The Technical Education Quality Improvement Programmed of Govt. of India was conceived and designed as a long term project to be implemented in 10-12 years in three phases to support excellence and transformation in Technical Education in the country with the Assistance of World Bank. The Phase-1 of the TEQIP project started in March, 2003 and finally closed on 31.7.2009. In the 1st Phase of the project, 5 institutions namely (i) Kurukshetra University, Kurukshetra (ii) Chhotu Ram State College of Engineering, Murthal (iii) YMCA Institute of Engineering, Faridabad (iv) Guru Jambheshwar University, Hisar and (v) Govt. Polytechnic, Nilokheri of the State participated. In order to sustain the reform process and continue the development activities initiated through the TEQIP‐ I, a sequel Project was planned by the MHRD, Govt. of India as TEQIP‐ II. It has a focus on the objectives to improve the overall quality of existing engineering educational programmes. The TEQIP-II was made effective from 06.08.2010 and is being implemented as per instructions of Project Implementation Plan (PIP) of Ministry of Human Resources Development, (Govt. of India). The TEQIP-II Project is a Centrally Sponsored Scheme. As per provision of Project Implementation Plan (PIP) of TEQIP-II project, at the State level, the department responsible for Technical Education is required to ensure budget provision on entire 100% expenditure for their Institutions. Accordingly, budget provision has been made for central and state share (C&S) in the State plan. After scrutiny and approval of National Steering Committee (NSC) of Ministry of Human Resources Development, (Govt. of India) the following 6 Institutions from the State of Haryana were competitively selected under Sub- Component 1.1 and 1.2 as under :- Sub Component 1.1: (Strengthening Institutions to improve learning outcomes and employability of under graduates)University Institute of Engineering & Technology, Kurukshetra University, Kurukshetra (Govt. Institution).University Institute of Engineering & Technology, Maharishi Dayanand University, Rohtak(Govt.Institution).NC College of Engineering, Israna (Panipat) (Private Institution). Sub Component 1.2: (Scaling-up Post Graduate Education and Demand- Driven Research & Development and innovation) Faculty of Science, Kurukshetra, University, Kurukshetra.Faculty of Engg. & Technology, Deenbandhu Chhotu Ram, University of Science & Technology, Murthal (Sonipat). Faculty of Engineering & Technology, Guru Jambheshwar University of Science and Technology, Hisar. Funding Pattern: For Govt. funded and Govt. aided Institutions selected under Sub-Component 1.1 and 1.2 about Rs. 10.00 crore and Rs.12.50 crore respectively with a fund sharing pattern of 75: 25 between the center and the state. From the financial year 2016-17 this funding pattern has been changed in the ratio of 50:50 between the central and the state. For private unaided Institution about Rs.4.00 crore on cost sharing basis

Continued healthy admissions in the large-ticket, long-duration medical courses and consistently expanding student base in the schools have more than offset the declining enrolments in the engineering courses, amidst an unfavourable demand-supply scenario. As a result, the consolidated student strength under the trust remained healthy and improved to ~13,700 students in Academic Year (AY) 2019 from 13,044 in AY2018 and a decade-low level of 11,250 in AY2016. A higher student strength, together with periodic tuition fee revisions and healthy growth in income from allied activities (hospitals, hostels and others), has supported growth in the trust's revenue-receipts as well as improvement in its surplus margins. The improvement in the trust's operating surplus was also driven by the continued improvement in operations of the Solan (Himachal Pradesh) campus, after it achieved an operating surplus break-even in FY2016. The resultant robust cash accruals continue to aid strong liquidity, facilitating build-up of sizeable cash and liquid balances, despite regular capital expenditure undertaken by the trust towards infrastructure development.

    CHAPTER XV EDUCATION AND CULTURE Historical Background Kurukshetra remained a great seat of learning during ancient period. A major part of Vedic literature, including the Brahmanas, the Aranvakas, the Upinshadas and the Canoncial Sutras , was composed on the banks of the sacred river Saraswati where Rishis lived with large number of their disciples. A detailed scrutiny of the Mahabharata leaves us in no doubt that a major portion of the great epic was also composed here. Lord Krishna recited Gita in the battlefield of Kurukshetra and Manu wrote his great smriti (Manusmriti) sitting on the banks of the Saraswati at Prithudaka (modern Pehowa). The Ashramas of ancient Rishis were the most important centres for study of subjects which formed bed rock of ancient Indian culture, namely, religion, philosophy and ethics. According to Vaman Purana , the hermitages of Vishvamitra and Vasistha, the vedic sages, were located in Kurukshetra region. These hermitages used to be the seat of learning where pupils from different parts of the country gathered together for instructions in divine knowledge.1 Mahabharta also tells about numerous hermitages where pupils from distant and different parts of the country gathered for instructions around far- famed teachers. 2 The object of ancient Gurukul system of education was three- fold; the acquisition of knowledge, the inculcation of social duties and religious rites and above all, the formation of character. National Capital Region Planning Board (NCRPB) has prepared Regional Plan-2021 for NCR (RP-2021) under Section 10 of the NCRPB Act, 1985 which was notified on 17th September, 2005. 2. Subsequent to the notification of RP-2021 on 17.09.2005, additional districts namely Bhiwani (including Charkhi Dadri) and Mahendragarh districts of the State of Haryana and Bharatpur district of the State of Rajasthan, were included to NCR vide Government of India, Gazette Notification dated 01.10.2013. Further, the districts of Jind & Karnal of the State of Haryana and Muzzaffarnagar district of the State of Uttar Pradesh were included in NCR vide GoI Gazette Notification dated 24.11.2015. The district of Shamli, of the State of Uttar Pradesh was included in NCR vide GoI Notification dated 16.04.2018. The total additional area of NCR is now 20939 sqkm. Further, in addition to the existing five Counter Magnet Areas (CMAs) to NCR, four new CMAs, namely, Ambala in Haryana, Dehradun in Uttarakhand, Kanpur in Uttar Pradesh and Jaipur in Rajasthan were also identified and approved by the Board. 3. Subsequent to addition of seven new districts in NCR, the work of preparation of Regional Plan-2021 has been initiated. As part of this, the task of creation of Regional Landuse for the additional areas of NCR was entrusted to National Remote Sensing Centre (NRSC), Govt.
