• Public Storm Warning Signal elsewhere is now lowered. • Estimated rainfall amount is from 15 to 25 mm per hour ( heavy -intense) within the 300 km diameter of the Tropical Storm • Residents living in low lying areas and mountainous areas under public storm warning signal #2 and #1 are alerted against possible flashflood and landslides. Likewise, those living in coastal areas under the public storm signal #2 are alerted against big waves or storm surges generated by this tropical cyclone • Fishing boats and other sea vessels are advised not to venture out into the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon.

II. EFFECTS:

A. INCIDENTS MONITORED (TAB A)

• As of 09 December 2012, 5:00 AM, thirty-six (36) incidents were monitored: twenty (20) of which were maritime incidents, seven (7) were flooding incidents, one (1) drowning incident, one (1) trash slide, one (1) whirlwind incident, one (1) stranded ship, one (1) tornado incident, two (2) falling debris incidents and two (2) collapse house incidents.

B. AFFECTED POPULATION (TAB B)

• As of 09 December 2012, 5:00 AM , the total number of population affected in 2,317 Barangays / 248 municipalities / 35 cities in 30 provinces of Regions IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA increased to 1,096,633 families / 5,408,229 persons. • The total number of population currently served inside and outside the evacuation centers decreased to 77,192 families / 368,672 persons.

C. CASUALTIES (TAB C)

• As of 09 December 2012, 5:00 AM, 540 were reported dead and 1,088 were injured while 827 are still missing most of which were from Region XII.

D. STATUS OF STRANDEES (See previous report)

• As of 08 December 2012, a total of 40 passengers , most of which were reported from CGS and 5 motor bancas were stranded all in Region II.

E. STATUS OF LIFELINES (TAB D)

• Eleven (11) bridges and eight (8) roads are not passable. • Twenty-one (21) municipalities and cities experiencing power interruption. • Six (6) areas are experiencing interruption in water supply.

F. DAMAGED HOUSES (TAB E)

• A total of 46,428 damaged houses were reported in Regions IV-B, VI, VII, X, XI and CARAGA. Of which 21,227 were partially damaged while 25,201 were totally damaged .

G. COST OF ASSISTANCE (TAB F)

• A total of PHP50,121,323.09 cost of assistance : PHP22,168,916.75 from DSWD, PHP17,121,122.18 from LGUs, PHP7,206,431.23 from DOH and PHP119,146.00 from NGOs/other GOs while PHP3,505,706.93 from NDRRMC

H. COST OF DAMAGES (TAB G)

• A total of PHP6,084,480,540.07 cost of damages : PHP2,510,263,310.00 damages in infrastructure, PHP3,605,778,737.07 in agriculture, and a total of PHP18,388,493.00 worth of damaged private properties. • DA Some 26,160 hectares of crops in 18 provinces from 6 regions in Mindanao (Regions IX, X, XI, XII, XIII and ARMM) were affected. OCD X • CDRRMC Oroquita City convened prior to "TY PABLO" landfall. • City Mayor Jason Almote of Oroquita City ordered forced evacuation to all residents living along the river banks and landslide prone areas. • CDRRMC Ozamis conducted pre-emptive evacuation in areas most susceptible to floods and landslides before "TY PABLO" made landfall.

• Directed its District Engineers in areas likely to be hit by Typhoon "Bopha" to be on stand-by and preposition all heavy equipment in strategic areas

• DSWD VII activated Quick Response Teams (QRTs), pre-positioned food and non- food items for Bohol, Cebu, Negros Oriental and Siquijor, readied 2,000 family packs containing rice and canned goods • DSWD X pre-packed food items for 10,000 families, activated its Crisis Intervention Office and Quick Response Fund (QRF) are in placed

• NHQ issued 1.5 million cash advance to operating chapters • Provided hotmeals to eight hundred ninety four (894) individuals in Davao Oriental, Surigao del Norte and Bohol • Deployed two thousand (2000) relief items and one hundred (100) cadaver bags to ComVal and Davao Oriental, three (3) generator sets, radio technician and equipment, technician staff and five hundred (500) tents • PRC VII prepositioned relief goods in Mandaue City and held an emergency meeting for the tasking of volunteers

RDRRMCs

• PDRRMC CEBU prepositioned relief goods and convene today , 3 December 2012 • PDRRMC BUKIDNON with its MDRRMCs and its two CDRRMCs Malaybalay and Valencia prepositioned logistics, manpower and rescue equipment in the designated staging area • RDRRMC CARAGA prepositioned responders, water crafts and service vehicles for possible dispatch; disseminated weather bulletins; RDRRMC Chairperson called for an emergency meeting, RDRRMC OPCEN coordinated with other member agencies • Search and Emergency Response Team of Surigao Sur (SERTSS) is on standby at their designated posts; water crafts and service vehicles are also readied for dispatch for possible pre-emptied evacuation; warning updates were also given to the residents within AOR; contingency plans are also in place for worst case scenario; activated the Regional Disaster Operations Center manned by the Regional Police Community Relations Division (RPCRD) personnel in coordination with the Regional Tactical Operation Center manned by ROPD personnel.
