Areas Having Public Storm Warning Signal PSWS # Luzon Visayas Mindanao Signal No. 2 Ilocos Norte,Ilocos (61-100 kph None None Sur and La union winds) Signal No. 1 Cagayan incl. None None (45-60 kph Calayan and winds) Babuyan grp. of Is., Batanes grp. of Is., Abra, Apayao, Kalinga , Mt. Province, Benguet, and Pangasinan • Public Storm Warning Signal elsewhere is now lowered. • Estimated rainfall amount is from 15 to 25 mm per hour ( heavy -intense) within the 300 km diameter of the Tropical Storm • Residents living in low lying areas and mountainous areas under public storm warning signal #2 and #1 are alerted against possible flashflood and landslides. Likewise, those living in coastal areas under the public storm signal #2 are alerted against big waves or storm surges generated by this tropical cyclone • Fishing boats and other sea vessels are advised not to venture out into the seaboards of Northern Luzon and the western seaboards of Central and Southern Luzon. II. EFFECTS: A. INCIDENTS MONITORED (TAB A) • As of 09 December 2012, 5:00 AM, thirty-six (36) incidents were monitored: twenty (20) of which were maritime incidents, seven (7) were flooding incidents, one (1) drowning incident, one (1) trash slide, one (1) whirlwind incident, one (1) stranded ship, one (1) tornado incident, two (2) falling debris incidents and two (2) collapse house incidents. B. AFFECTED POPULATION (TAB B) • As of 09 December 2012, 5:00 AM , the total number of population affected in 2,317 Barangays / 248 municipalities / 35 cities in 30 provinces of Regions IV-B, VI, VII, VIII, IX, X, XI, XII and CARAGA increased to 1,096,633 families / 5,408,229 persons. • The total number of population currently served inside and outside the evacuation centers decreased to 77,192 families / 368,672 persons. CASUALTIES (TAB C) • As of 09 December 2012, 5:00 AM, 540 were reported dead and 1,088 were injured while 827 are still missing most of which were from Region XII. D. STATUS OF STRANDEES (See previous report) • As of 08 December 2012, a total of 40 passengers , most of which were reported from CGS Aparri and 5 motor bancas were stranded all in Region II. E. STATUS OF LIFELINES (TAB D) • Eleven (11) bridges and eight (8) roads are not passable. • Twenty-one (21) municipalities and cities experiencing power interruption. • Six (6) areas are experiencing interruption in water supply. F. DAMAGED HOUSES (TAB E) • A total of 46,428 damaged houses were reported in Regions IV-B, VI, VII, X, XI and CARAGA. Of which 21,227 were partially damaged while 25,201 were totally damaged . G. COST OF ASSISTANCE (TAB F) • A total of PHP50,121,323.09 cost of assistance : PHP22,168,916.75 from DSWD, PHP17,121,122.18 from LGUs, PHP7,206,431.23 from DOH and PHP119,146.00 from NGOs/other GOs while PHP3,505,706.93 from NDRRMC H. COST OF DAMAGES (TAB G) • A total of PHP6,084,480,540.07 cost of damages : PHP2,510,263,310.00 damages in infrastructure, PHP3,605,778,737.07 in agriculture, and a total of PHP18,388,493.00 worth of damaged private properties. • DA Some 26,160 hectares of crops in 18 provinces from 6 regions in Mindanao (Regions IX, X, XI, XII, XIII and ARMM) were affected. The report does not cover the damages to banana and coconut, which are being assessed yet. Deemed lost were 3,149 MT of palay, 1,523 MT of corn and 250 MT of HVC (rubber, palm oil, fruit trees and vegetables). I. DECLARATION OF STATE OF CALAMITY (TAB H) • On the 7th of December 2012, His Excellency Benigno S. Aquino III declared a State of National Calamity thru Proclamation No. 522 • As of 08 December 2012, a total of fifty (50) provinces, municipalities and cities in Regions IV-B, VII, X, XI, and CARAGA declared under the state of calamity III.
