Understanding the Project We are excited to propose on the Clair Donnelly Amphitheater project. We welcome the opportunity to assist the community in creating the best amphitheater for the Maize community and memorializes the legacy of Mayor Donnelly. PEC has worked with many communities to help create destinations for the entire family and community that spark civic pride. This not only assures a successful long-term project, but creates a space that the public holds in high regard and encourages pride in ownership.

We understand that there are multiple types of uses being considered – from concerts and performances to farmers markets, gatherings, art fairs, and special events. There will be many elements to balance to create a beautiful and functional yet cost effective design. We understand the need for audience comfort, sound quality, flexible performance area(s), advertising spaces, flex spaces, conditioned structure, and memorializing Mayor Donnelly; all working to create a seamless City Park site. We will work with you to help you make informed decisions about the vision you and your community are looking for on this project and develop a plan based on that vision. Once completed, the Amphitheater and enhanced City Park will provide Maize with a regional destination for first class leisure and recreation opportunities, a generator of economic impact, and a catalyst for surrounding development. Park facilities not only enhance the visitor experience; they foster a healthy/active lifestyle among local residents and offer opportunities for needed social interactions.

This project hits close to home for many of us, and we are excited for this opportunity. Many of our employees live in the Maize community and are champions for leisure and recreation in the area and for this project. Project Approach We are eager to work with you to create a vision for your amphitheater and park complex that complements the Academy Arts District Vision. We know that this project has involved much discussion in your community. We welcome the opportunity to bring all parties together to create a truly exciting plan that the entire community will rally behind and support. To accomplish this, we plan on breaking this project down into three phases: planning and schematic design, design and development, and construction documents.

Planning and Schematic Design Together with your staff, we will develop a detailed schedule to identify all milestones, establish coordination meetings, and set deliverable dates. This will keep all team members on the same page as this project progresses.

We will start this project well-aware that all known issues are being accounted for so the project can be fully implemented. During the Planning & Schematic Design phase, we will research and gather available data and identify challenges and opportunities that may impact this project. This includes conducting field survey and performing geotechnical analysis, as needed. We will analyze the property and identify elements such as pedestrian and vehicle access, adjacent property impacts, vehicular and bicycle parking demand, drainage patterns, utility services, vegetative cover, viewsheds, and available maintenance personnel.

We will host a stakeholder workshop to cooperatively determine priorities for the project. We assume the stakeholder group will include staff from the City of Maize, USD 266, Recreation Commission, and Park & Tree Board. We will work with the City to finalize the stakeholder group that will be involved throughout the project. It will be integral to involve those who will be programming the space. We will utilize our team’s expertise to inform and discuss realistic expectations for the project. There will undoubtable be some give and take during design due to financial and/or space limitations; giving up certain things (or maybe delaying them to another phase) to make sure another element is provided. The initial group workshop will be integral for our designers to more intimately understand your unique ideas, priorities, and expectations for the project.

PEC planners and designers created a concept rendering to show how schematic design can help the discussion about priorities. It also shows how spaces can be flexible for a variety of uses, from performances to outdoor markets.

Our team will utilize the data and input provided by the stakeholders to brainstorm ideas and develop some initial site layout and amphitheater concept sketches. These sketches will be rough in nature; intended to provide a guide for future concept development. Our team is youthful, creative, and artistic, which will be integral in creating options that promote and integrate with the Academy Arts District.

The concept options will be presented to the stakeholder group for discussion. This discussion will provide vital input to be used to create a preferred concept. To add to the discussion, our team has intimate knowledge of the costs associated with our designs, so we can ensure our design is not only beautiful and functional, but that it is feasible as well.

At the completion of the Planning & Schematic Design phase, our team will provide you with a narrative describing the desired future of the park and amphitheater, rough concept plan(s), a high-level phasing plan (if desired), as well as a high-level cost estimates. We will break this project down into a budget that maximizes your available funding, and suggesting a phased-approach for potential excess budget items which may be above the available funding.

Design Development The Design Development phase will initiate by with our team creating a few detailed concepts. Each concept will include the amenities identified as priorities during the previous phase as well as some options that our planners and designers think your community may benefit from based upon our data research and vast experience. Each of the concepts will include multiple views including plan view (overhead), renderings, and 3D models.

The multiple concepts will be presented to the stakeholder group for input. We will lead a discussion about the concepts, how each achieves the desired future of the amphitheater and park, as well as the differences, benefits, impacts, and costs of each concept. The detailed discussion will provide our team with a clear picture to create the preferred concept.

At the completion of the Design Development phase, our team will provide you with detailed drawings, illustrations, and rendering of the preferred concepts, a phasing plan (if desired), as well as cost estimates. Construction Documents The Construction Documents phase will focus on creating the detailed plans to be used for construction. During this phase, we anticipate little if any involvement by the stakeholder group. City staff will review our team’s work at 30%, 60%, and 90% design. With each submittal, our team will provide you with detailed cost estimates. We will also analyze and assess the acoustic quality based upon the preferred design. Once construction documents are completed, we will assist in the bidding process and provide construction administration and construction management services. SECTION 3 Meeting the Project Budget

CLAIR DONNELLY AMPHITHEATER PROFESSIONAL ENGINEERING CONSULTANTS Meeting the Project Budget We have a vast amount of experience designing to a specific budget. We understand that your budget for this project is $500,000 and will meet that budget. We anticipate our budget for planning, design, and construction documents to be between $35,000 to $50,000 with an additional $5,000 to $8,000 for survey and geotechnical analysis (as needed). In our experience, there are always desired elements of a project that do not fit into the budget. Our process will engage the stakeholder group in balancing the desired amenities and design with the available budget. We will guide the group in making the tough decisions and will provide the details, data, and analysis to justify the decision. If it is desired by Maize, there may be the option to phase the project to achieve more than the current budget allows. This reflects PEC’s focus on ensuring we do not lose out on opportunities to plan for the future. Just because a project is complete, does not mean that our vision has been achieved. Our engaging design process typically identifies community desires beyond those that can be completed with a single project. We pride ourselves on capturing these ideas for future enhancements to guide future plans.

CLAIR DONNELLY AMPHITHEATER PROFESSIONAL ENGINEERING CONSULTANTS PEC Similar Project Experience Madison Avenue Central Park DERBY, KS This new 10-acre park is located in a residential urban district. The park amenities include a 300-seat rentable space named The Venue, 150-seat rentable pavilion, splash pad, inclusive playground, amphitheater, two pedestrian bridges, waterwall, and walking trails.

Designed to be a centerpiece for the community, this park hosts events such as the lighting of the City’s Christmas tree, local farmers markets, craft shows, and many other events year-round. The site was the location for a former church and school. Two of the buildings were re-purposed as a multi-purpose building, classrooms, and offices for the local Derby Recreation Commission.

Central Park includes spray grounds, play equipment, park shelters, walking paths, and open fields. An existing drainage ditch, formerly an eye-sore, was modified to provide a more natural creek environment through the use of native plantings, footbridges, outdoor classroom areas, and green open space. The park was designed to remind adults of childhood play with summers spent searching for frogs and turtles and pursuing the adventures of imagination.

The parking lot holds 200 spaces and was strategically placed to separate vehicular traffic from pedestrians to keep the safety of the park users top priority. The runoff from the parking lot is directed towards a bioswale in the center of the parking area that filters and cleans the runoff before dumping into the intermittent stream in the park. Parking lot lighting includes shielding to prevent overspill to the adjacent houses.

While with his previous employer, Landscape Architect, Nick Staib (now at PEC) was lead designer and project manager. Throughout the construction process, change orders were held to less than one percent of the total project budget. PEC provided electrical, mechanical, and structural engineering services for the project.

City of Maize Master Pedestrian and Bike Plan MAIZE, KS This municipal Master Pedestrian and Bike Plan was funded in part by the Wichita Area Metropolitan Planning Organization. For the study, PEC staff are analyzed bike and pedestrian connections in and around the city of Maize to provide safe access around the community, encourage living healthy, and enhance the quality of life. During the process, we noticed a lack of park spaces in Maize. We created a solution by integrating a parklet into a recommended shared-use path. This not only creates a better user experience for walkers and bicyclists, it provides additional park space for the community.

PEC’s scope of services for this project included conditions assessment, recommendations, strategies, implementation, funding options, and performance measures.

Warren Riverview Park DERBY, KS Warren Riverview park is an approximately 5-acre site on the Arkansas River. It is a conceptually rustic park including an adventure playground, canoe/ kayak drop-in, a rentable venue (The Lodge), and various other amenities. The park serves as a gateway for visitors entering the city from the west.

The site, a previous dump site, was transformed to provide residents with direct access to the river. Through landform transformation, the existing 16-foot cliff was terraced to open views of the river and provides direct access for recreational opportunities.

The adventure playground includes a custom ropes course playground with boulder climbing walls, and a large pinnacle climbing structure that reaches close to 30 feet tall at the spire.

A complete circuit can be made without touching the ground. The Lodge features great views down the Arkansas River for wildlife watching, and holds seating for approximately 100 people at events. Design included an extensive audio visual system, as well as safety and aesthetic lighting.

PEC provided mechanical, electrical, structural, civil, and geotechnical engineering, as well as survey services for this project. While with his previous employer, Landscape Architect, Nick Staib (now at PEC) managed this project and provided park master planning, and full-site design services.

Challenger Sports Complex BROKEN ARROW, OK Located on 40 acres within the larger Events Park in Broken Arrow, Oklahoma, this world class facility is currently under construction. The sports complex will include six adult softball fields and one adaptive-use field, all with artificial turf infields. Because of this park’s unique design, and top of the line guest experience, it will encourage teams from all over the region to have tournaments at this facility, and return year after year. Designed with the visitors experience in mind, many features such as shade pavilions, interior conditioned concession space, food truck plazas, open lawns for movie nights, social areas, sun protection for fans, plus more, are included in the concept design. From the moment the visitor enters the parking lot, the experience will begin, creating memories that last a lifetime.

Decarsky Sports Park DERBY, KS The Decarsky Park Sports Park design includes eight ballfields with artificial turf infields and outfield wings, concessions, restrooms, dog park, and storm water management, which will be built on a 63-acre site west of Rock Road and about midway between Chet Smith Avenue and 95th Street South in Derby.

To start the planning process, PEC explained what was involved in the design process and conducted a group activity during the public meeting to work on field layouts and concessions. The city also launched its effort to gathering input via social media by hosting a Facebook page with running conversations on ideas for the park.

The park’s main mission is to provide numerous ballfields along with a dog park. Parking, concession, and restroom areas are planned along with shade trees and a walking path. The park will feature field orientations that maximize sun orientation, a central parking area, and central open space for setting up tents during tournaments.

Edwardsville Master Plan EDWARDSVILLE, KS PEC partnered with the WSU Division of Diversity and Community Engagement Public Policy and Management Center to develop park renderings and cost estimates for the City of Edwardsville, KS.

Renderings included incorporating City Steering Committee ideas and desires to build a concept that would fit how they want to grow. Cost estimating for all major components were provided to help guide the City in their decision making as they program the outcomes of the master plan.

Wellington Downtown Amphitheater WELLINGTON, KS City of Wellington along with a community group desired to create an outdoor amphitheater on an existing stage on the south side of their municipal auditorium. Due to the south facing exposure, the sun makes the space uncomfortable for guests and performers during the summer time. PEC was tasked with creating a master plan for this space to provide shelter for the stage, and to create a design of the space to provide a community hub downtown. The library is directly to the west, and a historic monument is located on the site to the east. Both of these features were incorporated into the design. Additional features of the new master plan included room for food truck parking, spaces for farmers markets to be set up, room for trucks delivering equipment for events at the stage, as well as a connection to the library.
