Through an analysis of the historical origins and changing meanings of “ilustrado” in Philippine literary and nationalist discourse, this article looks at the politics of reading and writing that have shaped international and domestic reception of the novel. While the novel seeks to resignify the hitherto class- bound concept of “ilustrado” to include Overseas Filipino Workers (OFWs), historical and contemporary usages of the term present conceptual and practical difficulties and challenges that require a new intellectual paradigm for understanding Philippine society. Location and general description oF community • Tangos is an urban coastal community located in the northern portion of Navotas City • On 25 July 2018, Tangos is divided into two barangays: Tangos North and Tangos South (See Figure 1). • It is bordered by San Roque to the South, Tangos River and Barangay Tanza to the East, and Manila Bay to the West and North (See Figure 2) • About 80% of the residents live at the riverside and seaside, on land that they do not own. The remaining 20 % are tenants or have their own houses. • As an urban coastal community, the primary livelihoods are related to the fishing industry. FIGURE 2. Economic activities • Livelihood: o Fishing, driving public utility vehicles, and laborers (80%) o Small-scale business owners or those described as belonging to higher income brackets (20%) o Local fishing activities are further subdivided depending on ownership of livelihood assets (boat owners, fish laborers, shellfish gatherers, shrimp paste makers).     Latin American Literary Review Goldwin Smith Hall, Cornell University • Ithaca, NY 14853 • 607-255-4155 Volume 45 / Number 90 2018 E-mail: [email protected] • Website: www.lalrp.net Imperial Endnotes: The First Filipino and Boricua Historians Ernest Rafael Hartwell, PhD College of the Holy Cross ABSTRACT: The Philippines and Puerto Rico are part of a transoceanic archipelago of colonies that continued under Spanish rule throughout the 19th century, long after the Latin American wars of independence. This article examines parallel projects in anticolonial historiography from these two regions through the prism of converging and diverging articulations of authority. Specifically, two late 19th-century intellectuals, José Julián Acosta of Puerto Rico and José Rizal of the Philippines, dust off 17th- and 18th-century tomes of official Spanish colonial history, publishing critical editions of these histories. Acosta and Rizal insert their own voices into discussions over the past, present, and future of their colonies through the annotations that they append to the original texts. While scholars often affirm that the work of Latin American 19th-century writing is to facilitate the forgetting of differences in the service of community consolidation, I argue that these experiments in marginal historiography constitute a contentious and continual revisiting of difference at the root of the authors’ assertion of their own authority: difference from Spain, from the popular classes, and from other colonies. These projects of annotation expose the racialized nature of the colonial intellectuals’ constructions of authority, pointing to diverging understandings of the work of doubt in anticolonial historiography. The Philippines and Puerto Rico, often overlooked in studies of Latin American literature and history, are endnotes to Spain’s imperial saga.

Cimatu (RTVM / MANILA BULLETIN) This was part of the DENR’s response to a letter sent by the office of Manila Mayor Isko Moreno last Sept. 7, seeking the agency’s clarification on the safety of dolomite to public health. In his response dated Sept. 8, Cimatu pointed out that beach nourishment is the practice of adding sand or sediment to beaches to combat erosion and increase beach width. Beach nourishment, he explained, should be applied in Manila Bay because “Manila Bay is not considered prone to coastal erosion as it is mostly protected by seawalls, but the beaches are very narrow.” He cited that under the writ of continuing Mandamus issued by the Supreme Court on Dec. 18, 2016, a marching order was given to 13 government agencies, including the DENR to spearhead the clean up, rehabilitation, and preservation of Manila Bay “to make it more suitable for swimming, skin diving, and other forms of contact recreation and for protection of coastal communities.” “After dredging and clean up of the Bay, it was agreed upon by members of the different agencies involved in the rehabilitation of Manila Bay that the initial beach nourishment in Manila Bay will be applied in segment between the area fronting the US Embassy and the Manila Yacht Club to mimic a sort of a ‘pocket beach,’ the northern portion protected by the compound of the US Embassy and the south side sheltered by the Mall of Asia compound,” the letter read.
