D(D&IT)/D-21SOP12019-20 dated 21 .04.2019 of the Director (Distribution and IT)(Agenda no 1415119) ORDER Based on the letter from the Secretary (Power), GoK to CMD KSEBL, to explore the possibility of providing temporary HT supply for conducting Iftiti International Book Fair 2019 at Marine Drive, Ernakulam, the following works were identified by the Deputy Chief Engineer, Electrical Circle, Ernakulam, for providing 1350 kvAfor the purpose at Marine Drive, Ernakulam. 1. Laying 40 Mtr. 3x30Osq.mm UG cable. 2. Providing AB Switch , LA & D.O fuse. 3. Installing HT metering equipments in an enclosure under Board's supervision. The estimated cost of the work was Rs.2,66,0001. Being an HT connection, normally the transformers for availing the supply has to be provided by the applicant. But, being temporary requirement, this was not feasible. Hence, after detailed study, one spare 990 kVACSS available at Kaloor and one lightly loaded 990 kVACSS available at Fort Kochi were identified which could be spared for giving SOP for the purpose on rental basis. A letter was given to the party expressing the willingness of KSEBL to provide transformers if they wish to avail with a prevailing market rental charge of Rs.7/KVA,/day. The Organizers of Kriti accepted the proposal for rental and remitted the required amount as follows :- Page l/3 Charges for providing power(AB Rs.30,1541- switch, UG cable, LA. D.O fuse etc) Charqes for transformer rental Rs.1.38.600/- Advance current charges(E,stimated Rs. 11 ,7 9 ,0001 - consumption for 10 days-87480 units) TOTAL Rs. 1 3 .47 .7 541- On remittance of the above amount, connection was effected temporarily by the Deputy Chief Engineer Electrical Circle, Ernakulam. As there was no approved tariff for temporary HT, the tariff proposed was HT-IV (Commercial), which is the highest rate in the HT category. As no format for agreement was available, the standard HT agreement was modified by adding Clause 24 from the format for agreement for temporary LT connection. The Chief Engineer Distribution Central has requested to ratiff the action of the Deputy Chief Engineer , Electrical Circle, Ernakulam for charging the rental rate of transformers for temporary connection issued to lWs. Kriti International book fair at the rate of Rs.7/kVA/day and for adopting HT-IV (Commercial) tariff for the above temporary HT supply & modification of agreement format. The matter was placed before the Full Time Directors vide note read 2 above. Having examined the matter in detail , the Full Time Directors in the meeting held on 09.05 .2019 resolved to ratifr the action of the Deputy Chief Engineer. E,lectrical Circle, Ernakulam for charging the rental rate of transformers for temporary connection issued to M/s. Kriti International Book fair at the rate of Rs.7/kVA/day and for adopting HT-IV (Commercial) tariff for the above temporary HT supply & modification of agreement format. Further resolved to authorize the Deputy Chief Engineer (Commercial and Planning) with full Powers of Chief Engineer to take up the matter of approving Temporary HT tarift' ancl including the provision for Temporary HT connection in the agreement, with the Kerala Statc E,lectricitv Resulatorv Commission. One of the major ports in the country Kochi is blessed with connection with other parts of the country through all modes of transport like road, rail, air and water. NH 17, NH 47, and NH 49 pass through Kochi. Kochi port is located on strategic International route. Broad gauge railway lines link up Kochi to all major cities of the country. Kochi has got one of the three international airports in the state. In addition to all these the regional road linkages are supplemented by an extensive network of navigation routes through the lagoon system, serving the movement of passenger and cargo. Insufficient carrying capacity of the intra-urban and sub urban routes, unhindered development of vast areas as urban extensions due to urbanization, unscientific planning in urban infrastructure development , absence of proper linkage of various forms of transportation etc. have resulted in an inadequate mobility system in the city and suburbs. As part of the comprehensive development of the city an efficient mobility plan has to be formulated. 1.2 STUDY AREA It was only in the beginning of the 19th century that Kochi , which was situated with in the narrow strip of land sandwiched between backwaters and sea outgrew to Ernakulam in the eastern side of the back waters.     GREATER COCHIN DEVELOPMENT AUTHORITY, KOCHI - 20 ADMINISTRATION REPORT - 2014-15 INTRODUCTION The Greater Cochin Development Authority has come into existence on 24.1.1976 under the Madras Town Planning Act of 1920 and Travancore Town Planning Act IV of 1108 read with G.O. (MS) No.19/76/LA & SWD dated 23.1.1976. This is a body coming under the Local self Government Department of the Kerala Government. As a first step towards the formalized development planning of the Cochin region, an advisory committee was set up in 1965. In the same year itself, a Joint Town Planning Committee was constituted for their planning & development and this committee has been elevated into a trust viz. Cochin Town Planning Trust under the Chairmanship of the District Collector. In the course of time, the authorities were convinced of the fact that a larger set up is required to control the growth of the Cochin City and its environs in a planned manner which resulted in the formation of GCDA in the year 1976. The jurisdiction of GCDA covers an area of 732 sq.kms consisting of Kochi Corporation 6 Municipalities and 33 Panchayaths. Subsequently, Goshree Island Development Authority (GIDA) was constituted vide G.O.(MS) No.114/94/LAD dated 18.5.1994 comprising 8 Island Panchayaths and two wards of Cochin Ccorporation viz; Thanthonnithuruthu and Fort Vyppin having an area of 100 sq.kms and thus delimiting the jurisdictional area of GCDA to 632 sq.kms.
