Lee, one of the world’s foremost forensic scientist. His presentation, “Former Cases Revisited and Lessons Learned,” will begin at 7:00 p.m. at The Club at the Strand, 5840 Strand Boulevard in Naples. Dr. Lee has been a prominent player in many of the most challenging cases of the last 50 years. Dr. Lee has worked with law enforcement agencies in helping to solve more than 8,000 cases. Dr. Lee’s testimony figured prominently in the O. J. Simpson, Jason Williams, Peterson, and Kennedy Smith Trials; and in convictions of the “Woodchipper” murderer. He has assisted local and state police in their investigations of other famous crimes, such as the murder of Jon Benet Ramsey, the 1993 suicide of White House Counsel Vincent Foster, the death of Chandra Levy, the kidnapping of Elizabeth Smart, and the reinvestigation of the Kennedy assassination. The Federalist Society Student Division Presenting Series of Speakers On September 3, The Federalist Society Student Division at Ave Maria School of Law hosted its first speaker of the year, Mr. Ryan T. Anderson. Mr. Anderson, the William E. Simon Fellow in Religion and a Free Society at The Heritage Foundation, presented “Marriage: What it is, Why it Matters, and the Consequences of Redefining it.” Mr. Anderson, who joined The Heritage Foundation’s DeVos Center for Religion and Civil Society in 2012, also is the editor of Public Discourse, the online journal of the Witherspoon Institute of Princeton, N.J. His recent work at Heritage focuses on the constitutional questions surrounding same-sex “marriage.” He is the co-author with Princeton’s Robert P. George and Sherif Girgis of the acclaimed book What is Marriage? Man and Woman: A Defense. I address a warm welcome to you all, in particular to the recruits and their families and friends who have wished to share these days of celebration. I respectfully greet the representatives of the Swiss authorities, who have come for this event. You, dear Guards, have the possibility of rendering service for a certain period in Rome, obtaining a unique experience of the universality of the Church. May this time strengthen your faith and increase your sense of belonging to the ecclesial community. The Swiss Guard performs daily a valuable service to the Sucessor of Peter, the Roman Curia, and Vatican City State. It is a job that is carried out in the tradition of steadfast fidelity to the Pope, which had a qualifying moment on 6 May 1527, when your predecessors sacrificed their lives during the “sack of Rome”. The memory of that heroic gesture is a constant invitation to keep present and realize the typical qualities of the Corps: to live consistently the Catholic faith; persevering in friendship with Jesus and in love for the Church; to be joyous and diligent in the great as in the small and humble daily tasks; to have courage and patience, generosity and 2 solidarity with everyone.     Separating State from Church: A Research Guide to the Law of the Vatican City State* Stephen E. Young** and Alison Shea*** Mr. Young and Ms. Shea discuss the unique situation of the Vatican City State in legal research. They provide an overview of the founding documents and the constitutional structure of the world's smallest sovereign nation, a discussion of the complex nature of the Vatican's internationalstatus, and a bibliographic essay covering the materials most likely to be available in law librariesin the United States. 1 The Vatican City State (VCS), an enclave of Rome and a sovereign monarchical- sacerdotal state comprising slightly less than nine hundred individuals, 1 presents a difficult challenge for the legal researcher wishing to separate the affairs of the city state from those of the Catholic Church. The VCS is a distinct legal jurisdiction, but the inexorable intertwining of the Church-in the form of the Holy See2-with the VCS only serves to obfuscate the jurisdictional boundaries that lie between church and city state. 2 This article will explore the resources used in researching the laws of the VCS. The article begins by describing the founding of the city state in 1929 and analyzing the documents that comprise its constitution. This is followed by a description of the sources of law, the branches of government, and the treatment of the VCS in international law. The article concludes with a short bibliographic essay. Although the structure and governance of the Catholic Church are inevitably linked to the VCS through the Holy See, the focus of this article will be on the temporal aspects of the jurisdiction.

The Supreme Pontiff, Sovereign of Vatican City State, has the fullness of legislative, executive and judicial powers. 2.     Page 427 Emil Dreyer: Flags of the Pope’s Swiss Guard since 1798 Abstract: A chronological history of the flags of the Pope's Swiss Guard since the establishment of the Roman Republic in 1798 until today is presented and richly illustrated. Up to the first half of the 19th century only colour drawings can he used as a pictorial testimony of the guard’s flags, since no original flag from before that time is known to have survived. The flags used to he striped in the Medici livery colours blue, red and yellow and had the Pope's and the commander's arms painted on them. When a Pope or commander changed, the new arms were painted covering the old ones, so the flag fabric was rarely made new. A new flag design by Robert Diirrer with a white cross throughout was accepted in 1913 and blessed by Pope Pius X on 5 May 1914. Changes of a Pope and/or commander were now reflected on the flag by cutting out the old personal emblems and replacing them bv the new ones, the basic design remaining unchanged, hut in the course of the 20th century flags were made completely new more often. Original flag photographs document the history of the guard’s flags since the middle of the 19th century until present times with the flag under Pope Benedict XVI and commander Elmar Mdder. In a second part of this work the various flags of the veteran ’s association of the Pope’s Swiss Guard, founded in 1921, are presented.

    Vatican City is an enclave in Rome, and the world’s smallest country. Vatican City is a city-state and an enclave. An enclave is a territory that is completely surrounded by a separate country. Vatican City is located entirely within the city of Rome, Italy. within another famous city. Vatican City is one of only three enclaves that are also countries. The other two are San Marino, which is also in Italy, and Lesotho, in South Africa. Vatican City is the world’s smallest country: it is less than one-fifth of one square mile. It has only 825 people, making it the world’s smallest country by population, as well. Vatican City is the home to the seat of authority for the Catholic Church, called the Holy See. It is a monarchy, and the pope, who is the head of the Catholic Church, has complete authority. A new pope is elected by church leaders when the old pope dies or resigns. Vatican City has one of the only elected, non-hereditary monarchies in the world. The current pope is Pope Francis. He gained his position after Pope Benedict XVI resigned in 2013. As an important spiritual leader, Pope Francis is often in the news. Vatican City has its own passports, stamps, and post office, which is said to be more reliable than the Italian postal service right outside its borders. Vatican City gets about 5 million visitors each year. The economy depends on tourists, who spend money on souvenirs and museum tickets. The main plaza, St. Peter’s Square, is on the edge of Vatican City, separated from Rome by a white line marking the border.

    ONLY THE HOLY SEE The Swiss Guard BLUESHEET On January 22, 1506, a company of one hundred and fifty Swiss soldiers entered the Vatican, to be blessed by Pope Julius II. Only twenty-one years later, on May 6, 1527, most of the Guard was massacred by Spanish mercenaries in the Sack of Rome, though with their deaths they ensured the safety of Pope Clement VII as he escaped the carnage. No sacrifice as great has been asked of the Swiss Guard since then, but your committment is no less. Each of you has taken the oath of loyalty — on May 6, to honor that long-ago sacrifice: “I swear I will faithfully, loyally and honourably serve the Supreme Pontiff Adam Paul and his legitimate successors, and also dedicate myself to them with all my strength, sacrificing if necessary also my life to defend them. I assume this same commitment with regard to the Sacred College of Cardinals whenever the See is vacant. Furthermore I promise to the Commanding Captain and my other superiors, respect, fidelity and obedience. This I swear! May God and our Holy Patrons assist me!” Of course, you are called upon today to maintain the peace and order of the Holy See far more than you are called upon to hold off an armed invasion. As such, you are more of a police force than an army — but you are one of the most loyal and well-trained police forces in the world. As such, you have resisted all efforts so far to bring your organization under the sway of the International Criminal Police Organization, commonly known as Interpol.
