One of the first prerequisites of the restoration of peace in that region is the withdrawal of Greek Cypriot forces to the position they held prior to 5 Augustla. Unless this is obtainable rapidly, the Greek Cypriots might at any moment annihilate the Turks by a surprise attack who are trappaa in a very narrow stretch of land on the coast of Kokkina. It should also be recognized that to permit the Greek Cypriots to remain in the territory they have captured after 5 August, would be tantamount to granting a premium to aggression and would entail a grave moral responsibility for all those who have assumed the task of preserving peace, law and order on the island. On the other hand, it is inadmissible from the humanitarian point of view, that the Turks at Kokkina as well as the Turks of other villages now occupied by Greek Cypriots be abandoned to their destiny and conclemnea to continue to live in fear, misery and desolation. Therefore, to remedy this deplorable situation it is essential that the United Nations Forces secure without delay the evacuation by the Greek Cypriots of Territory in question, interpose themselves between the Turks and the Greeks and supervise the cease-fire effectively by increasing their units in that region. It is Only in this way that compliance with the United Nations resolutions can be ensured, since it is inconceivable that the intent of these resolutions was to tolerate aggression and "fait accompli". In this respect I ntion here with great concern that we have received information that the Gree riots have opened fire and besieged the Turkish village "Kambilli" situated in the cosia on 11 August 1964, at 22.00 hours. !l!he fire was first sporadic, but gradually its intensity increased and the fact was notified to the United ions Oomuand. The fire continued until 23.25 hours. It is significant that despite a general cease-fire order, the Greek Cypriots have not refrained from conducting such a sustained armed offensive. If the Greek Cypriots break once more their promises and the United Nations forces are rendered again incapable of preventing aggression, the !Curkish Government would feel unable to bear new injustices and would be compelled to continue to protect the lives of innocent Turks.
