Introduction 1.1 Concept of Redevelopment of Railway Stations The President of India acting through and represented by the Ministry of Railways (MOR) (“Authority”) is engaged in development and modernisation of Railway Stations across India through Public- Private Partnership (“PPP”). As a part of this endeavour, Authority has decided to undertake development/ redevelopment and operation/ maintenance of Nellore Railway Station (the “Project”) on Design, Build, Finance, Operate and Transfer (the “DBFOT”) basis, and has, therefore, decided to carry out the bidding process for selection of the bidder to whom the Project may be awarded. RLDA (Rail Land Development Authority), a Statutory Authority under Ministry of Railways, Government of India has the statutory mandate for development/ redevelopment of stations and commercial development of vacant land parcels near the Railway stations including airspace at stations. RLDA, as the project development agency, will be carrying out the bidding process for the Project, including provision of development plans – master plan, architectural drawings etc., consult with urban local bodies/other statutory authorities while approving the plans, so that the development is harmonious with surrounding development of city. Tentative Key facilities to be provided in Station Area (including but not limited to): 1. Re-development of station building to provide an iconic structure with modern state-of-the art-facilities. Integrating both sides of the Station i.e. entry / exit on both sides of the station- with a Development/Redevelopment of Station Building. 2. The Station shall have waiting spaces with full segregation of arrival / departure of passengers, between incoming and outgoing passengers. Also, ensuring seamless pedestrian movement through Foot over Bridges, Sub-ways, lifts and escalators to enter the Station through planned station user movement. 3. Congestion free non-conflicting entry / exit to the station premises. The station should be built as a multi model transit hub with International benchmarks and best practices. Envisaged as a world class transportation hub with other modes of public /private transport systems e.g. Bus, Auto etc. 5. Disabled Friendly Environment with Access Ramps, Lifts and Tactile Flooring. User friendly international signage understandable by all sections of passengers. 6. The Station will have dedicated approach roads for traffic to Railway station along-with city roads with its integration in circulating areas. This shall ensure easy ingress/egress along with convenient parking provisions without creating a traffic block and congestion on the city roads. 7. Ensuring seamless flow of passengers in all-weather conditions and better passenger movement. Station will have dedicated pick up and drop off spaces and parking facilities for the station users along with well illuminating circulating areas 8. Green Building features with sustainable and Energy Efficient Design, maximum use of natural light & ventilation, Rain Water Harvesting, Solar energy generation etc., with minimum GRIHA 3 Star rating. 9. Elegantly Landscaped & Horticulture areas with various Services / Utilities. 10. The amenities, infrastructure and overall planning accommodate present day and future passenger needs including increased volumes. Additional facilities like retails, shopping, hospitality, food court etc., 11. Development of various land parcels into commercial/ retail space with basements (to meet parking requirements) for revenue generation to meet project expenditure. PROJECT INFORMATION MEMORANDUM Page 6 DEVELOPMENT / REDEVELOPMENT OF NELLORE RAILWAY STATION 1.2 Facilitation for the Project 1. In order to facilitate and promote this very important program of Government of India, facilitation has been done by designating RLDA as the nodal agency for the development/redevelopment of railway stations across Indian Railway network and also the main Project Development Agency. 2. Union Cabinet has also given powers for approving its plans under Section 11 of the Railways Act 1989. RLDA shall consult urban local bodies/other statutory authorities while approving its plans so that the development is harmonious with surrounding development, generally following National Transit Oriented Development (TOD) Policy. 3. Change in Land Use is required pan India by Railways for developing railway land for commercial use. 4. Further, Ministry of Finance (Department of Economic Affairs) vide gazette notification dated 17-10-2017 no. 13/1/2017-INF has given infrastructure status to station development including commercial infrastructure (copy enclosed as Annexure I). 1.3 Purpose and Scope of this Document This Project Information document provides indicative details related to development / redevelopment of project requirement, information of project structure, mode and concession period. 1.4 Project Objectives RLDA with approval of MoR intends to redevelop Nellore railway station with all modern passenger amenities and facilities. The key objectives for taking up the Project are: (a) Integrating both sides of the station complex i.e. entry/ exit on both sides of the station wherever site conditions permits. (b) Segregation of arrival/departure passenger movements to the extent possible and circulation at the Project Railway Station including both sides. (c) Safe and comfortable world class passenger amenities/services with maximum possible modern amenities in a clean and pleasing ambience; PROJECT INFORMATION MEMORANDUM Page 7 DEVELOPMENT / REDEVELOPMENT OF NELLORE RAILWAY STATION (d) Superior road connectivity with the city for quick and easy access to the Project Railway Station and adequate parking within the station premises. (e) Special amenities and services for the old and physically challenged passengers. (f) Harmonious and complementary co-existence of the railway station and the real estate proposed to be developed. (g) The project is to be implemented such that least possible inconvenience to passengers and existing station services during construction, the design is based on Green building concepts implementation in design to create a Green Building Project and to follow life-cycle cost minimization approach. In order to meet the above objectives, MoR seeks the participation of experienced and capable private/public entities for the Redevelopment, Operation and Maintenance of Nellore Railway Station including inter-alia all works related to, or incidental

As a part of Swachhata Pakhwada, Swachh awareness program was conducted with great zeal all over Vijayawada division on 16th September, 2019. Shri P. Srinivas, Divisional Railway Manager administered Swachhata Pledge along with Officers & Staff, Scouts & Guides, RPF Battalion and School Children at Railway Stadium, Vijayawada. Officers and staff were dressed with T Shirts and caps on the theme of Swachhata on 16t September, 2019. Officers and Staff conduct cleanliness drive at Vijayawada Railway Station Nukkad Nattak @ Vijayawada Railway Station: SKCV School Children performed Nukkad Nattak on “Swachhata Hi Seva” in front of huge crowd on platform no.1 at Vijayawada Railway Station.
