This email is to formally register my objection to the Premises Licence Application as currently presented. I note that the previous application was not considered by the council and that a new process of consultation must be undertaken. Therefore I am writing again as I did on 31 July 2014.

I live close to the Exeter Arms in Helpston. I have seen the application for licence from Mr George S akkalli, including the supporting OProposed Timings & ConditionsP paper.

I am alarmed at the opening hours requested for the various events and consider this inappropriate for a village location. The sound travels in this set up of country lanes (Church Lane and Maxey Road) and the previous landlord regularly held events till 2am in the morning which keeps villagers awake.

I believe 11am till 11.30pm would be acceptable with later licences being applied for as and when required. The blanket application for the hours requested leaves it totally open for over-use and is a dangerous precedent set for future licencees.

Therefore I object on the basis of the application as it is presented.

I am copying Councillor David Over in to this email as he was kind enough to support my previous email objection to the licence.

We have had in the past inappropriate festivals and events at the Exeter Arms which caused problems to villagers, particularly in the summer months

The Exeter Arms has not operated as a pub for some time and to license an empty property which has been subjected to vandalism recently is inappropriate

Hello - I am writing to comment on and object to the extended licence application for the Exeter Arms in Helpston (no 70020).

I live near the pub at 24a Maxey Road, PE6 7DP, and although I am not a drinker myself, I can appreciate that without drinkers' trade the fabric of the building will continue to deteriorate. So any initiative that might bring investment to the pub and restore it to a fit and habitable state is to be (guardedly) welcomed.

However, I feel the licence applied for is excessively wide-ranging for a small village pub.

1) I can see no reason why anyone other than an alcoholic would need to purchase alcohol at 8am - 11am or 12pm would be a more reasonable time to commence sales.

2) Allowing the pub to stay open until 2am (at the landlord's discretion) is likewise excessive - an 11pm or 12am closing time is sufficient for a village pub, with an allowance to apply for extensions to 1:30am on special occasions, e.g. Christmas, New Year, etc.

3) There is no need for a licence to sell alcohol for consumption off the premises - the village shop already caters to that need and there are problems enough in the village caused by drunken youths.

4) The granting of the licence should be contingent on the owners/landlord undertaking essential repair and maintenance work - the pub as it stands now is not fit or safe for public use.

5) The landlord or owners should undertake to either remove the large fibreglass children's swing in the pub garden altogether, or replace it with a more natural structure - the current object is an eyesore that confronts me every day as I look out of my kitchen window.

I hope you will take these comments into consideration when deciding on this licence application.

Dear Sir/Madam,

My wife and I reside at 34 Maxey Road and strongly object to the opening hours and forms of entertainment in this application. The pub is set in a conservation village with many residential properties within 800 yards and also where loud rock band music would echo around the narrow lanes. We feel it is not any exaggertaion to say that villagers would have to shut all doors and windows (very uncomfortable in the summer) and retire to bed with ear plugs inserted.

We appreciate that these are difficult times for pubs to survive but in our opinion converting the village pub into a pub/nightclub is not the way forward.

One last point the late night revellers who are the target customers here in 30 years time may well be looking to move out of the towns and cities themselves and could well be looking for that nice little cottage in that picturesque village, lets hope both still exist. yours faithfully Clive and Rita Marsh

However, having constant traffic, people in and out of the pub and the obvious possibility of drunkenness and fighting, until the early hours could seriously affect the health and well-being of the many people living in its locality. No-one would be expected to tolerate any other neighbour having that latitude to their emotional and physical detriment.
