TAMBUNTING EXPLANATORY NOTE The Philippines consistently earns respect and adulation from all over the world due to the championships won by our professional athletes with world-class talents. Among those are Gabriel Elorde, Luisito Espinosa, Gerry Penalosa, Nonito Donaire, and Senator Emmanuel Pacquiao in the boxing arena; Lydia de Vega and Elma Murosa-Posadas in Track and Field; Rafael Reyes, Francisco Bustamante and Rubilen Amit in Billiards; and Eugene Torre in Chess. Most sports are physical in nature and many of our Filipino athletes risk their lives to become champions. Unlike other career professionals, the career lifespan of a professional athlete is short. Many do not reach the age of 40 before retiring, giving way to the much younger and stronger athletes. Some are forced to retire because they have passed the height of their careers. Others are just given bad breaks in life after winning a tie. This bill seeks to provide health care and retirement privileges and death benefits to professional Filipino athletes who win world championship titles in international professional sports competitions or in other equally prestigious world championship games, who have given honor, glory and pride to the Philippines, in both individual and team events through the following: (a) extend medical insurance and medical assistance to hospitalized professional Filipino champions, (b) grant a monthly pension of P15,000.00 to individual world champions at the retirement age of 50 years, and (c) death benefits to help in funeral services/expenses.

    “Flash” Elorde

    World Boxing Association Official Site http://wbanews.com/new Remembering “Flash” Elorde Today marks the birth of the former Filipino champion Gabriel Elorde, who made 78 years, was born in Bogo, Cebu, Philippines. One of the leading boxing references of his country, he was the World Boxing Association, and the WBC champion. He maintained his champion status for seven years, and became one of the oldest boxing champions. Elorde was very fast left-handed boxer, who made everyone love all his boxing styles, but above all for his devotion. He turned pro at the age of 16, in 1951 and a year later he became national champion. In 1960 he gave his country the Super Featherweight championship. Elorde was 25 years old. Elorde made ten successful title defenses, until he lost on June 15, 1967 when with Yoshiaki Numata, in Japan. This was the end of his reign of seven years and three months. When he retired he had a record of 88-27, 33 KO’s. Elorde became the first Asian boxer to be inducted in the Boxing Hall of Fame. The award Gabriel “Flash” Elorde is given in Philippines since the year 2000. He died at the age of 49 as a result of pulmonary failure. In his memory, the WBA created the Super Championship Belt for those champions who make five successful title defenses. “He was a very popular figure his time, known for his humility and devotion to the Filipino people. Today we see many great Filipino boxers in the US, and I have no doubt that Elorde planted that seed.
