A significant portion of these efforts is the Submarine Development Program (PROSUB), which the ultimate purpose is to develop the first Brazilian nuclear-powered submarine. This paper aims to emphasize the importance of PROSUB (especially regarding the nuclear submarine) to the accomplishment of the Brazilian Navy constitutional mission and to the country’s development and security, notably stressing its positive externalities (in technological, human resources and social terms) and the importance of its continuity and enhancement. Discussion Paper 252 Brazilian Nuclear-Powered Submarine: national defense and technological externalities 1 INTRODUCTION In addition to the sovereignty over its land territory of more than 8.5 million square kilometers, Brazil also has an extensive maritime space, over 3.5 million square kilometers which extends along its more than 7,000 kilometers of ocean coast.1 It is a vital area for the country, which has a large population concentration along the coast and enormous natural resources. It is also noteworthy that almost all Brazilian foreign trade and communication lines cross these waters, thus increasing the region’s relevance for Brazil.2 Furthermore, a large portion of Brazilian foreign trade flows along the Atlantic Ocean so that specific regions abroad have strategic importance for the country – such as the Cape of Good Hope, at the southern tip of Africa, and the Drake Passage, between the Antarctic continent and South America. In order to fulfill its mission of preparing and employing naval power to contribute to national defense,3 the Brazilian Navy (MB, acronym in Portuguese) seeks, through its strategic programs, to develop the necessary means and assets for its operations at sea, suitable for carrying out its main tasks – sea denial, the control of maritime areas, and the projection of power in a limited way. In this way, the Brazilian Navy aims to ensure the surveillance and safety of the Brazilian jurisdictional waters (AJB, acronym in Portuguese), secure national sovereignty and support foreign policy, in addition to exercising deterrence and assisting in the welfare and progress of society. A significant component of these efforts is the Submarine Development Program (PROSUB), with great emphasis on the development of the first Brazilian nuclear-powered submarine, or abbreviated as SN-BR in Portuguese.4 The PROSUB aims to meet important goals of the Brazilian "National Defense Policy", such as having a "large submarine naval force, composed of both conventional and nuclear-powered submarines” (Brazil, 2012b, p. 21, translated by the authors). 1. The Brazilian maritime space, or formally the Brazilian Jurisdictional Waters (AJB, acronym in Portuguese), can be extended to approximately 5.7 million square kilometers if Brazil’s claim is fully accepted by the United Nations as presented later on in the text. 2. However, in the case of SN-BR, there is no connection with nuclear weapons, but only with the type of energy used in its propulsion system. 7 Brasilia, October 2020 This is a strategic program that, due to the focus on the nationalization of components developed in its different stages, has become the largest scientific-technological training program of the Brazilian defense industry (Drummond, 2017). Although its main objective is related to national defense, it should be noted that the investments made in this program produce benefits of various kinds for the Brazilian society, while also bringing substantive returns in terms of dual-use technologies (civil and military use). The objective of this paper is to demonstrate the importance of the PROSUB, highlighting the nuclear-powered submarine, emphasizing its positive externalities and the need for its continuity and reinforcement. For this purpose, the text is divided into five sections including this introduction. Section 2 presents the main areas of Brazilian Navy's surveillance, protection, and power projection in the so-called Blue Amazon and in the South Atlantic, demonstrating the

    NAVY NEWS WEEK 5-1 28 January 2018 Pirates release tanker and 22 crew held hostage off African coast Tue 16 Jan 2018 by Jamey Bergman A clean product tanker with 22 crew onboard that was overtaken by pirates in the Bight of Benin has been safely recovered. Shipowners Union Maritime confirmed the release in their third statement since losing track of the ship's location when its AIS data stopped updating. "Union Maritime can confirm that Barrett has been released after a Gulf of Guinea piracy incident lasting six days. All crew are safe. We are extremely grateful to the many parties that assisted in achieving the successful resolution of this incident," the statement said. According to the statement, authorities from Benin, Togo, Nigeria and India all participated in recovering the vessel and its crew. The company said the crew had returned to Lagos, Nigeria where Union Maritime staff were on hand to provide aid. Timeline of the attack Previous statements from the company gave more detail about the timeline of the ship attack. "The Union Maritime vessel, Barrett, a tanker which was at anchor off Benin, West Africa, has been the subject of a Gulf of Guinea piracy attack since 10 January," the company's second statement said. The group said the safety of the crew was its first priority throughout the search for the vessel and in attempting to bring the incident to a resolution. A company spokesperson told Tanker Shipping and Trade the company was actively working with all relevant parties to ensure the situation is resolved “successfully and as quickly as possible”.

    The Brazilian geopolitical strategy for the South Atlantic BRUNO GOMES GUIMARÃES 1 INTRODUCTION1 The South Atlantic Ocean is currently undergoing a moment of rising international importance. There have been many discove- ries of mineral and oil resources on its basin that brought mariti- me territorial disputes back to the international agenda. Moreover, with the increasingly limited capacity of the Panama and Suez Canals (which do not support super-tankers), the relevance of the South Atlantic trade routes as a whole has augmented. Brazil is a crucial actor in this scenario for it has the longest coastline in the South Atlantic. Brazil has almost 7500 km of Atlantic coastline and 80% of the Brazilian population lives near the coast, and 95% of the country’s international trade is carried out through South Atlantic oceanic routes (WIESEBRON, 2013). Several natural resources were discovered in the Brazilian Exclusive Economic Zone (ZEE), but most importantly oil and gas were discovered in deep waters of the South Atlantic in 2006 (the “Pré-Sal”). In full operation, the oil reserves would make Brazil one of the world’s top ten oil producers (WIESEBRON, 2013). Furthermore, Brazil gradually enhances its role in the international system, and as an emerging power, it is important to analyze its rise to watch if it is going to be peaceful or not. That is why observing the Brazilian geopolitical strategy is vital to understanding the evolution of the international system as a whole. Versão 09/06/2019 RESUMO: Investigamos as origens sociais e políticas de um conjunto de protagonistas na política brasileira em 2018. As biografias, genealogias e a prosopografia familiar dos candidatos revelam os capitais sociais e políticos, as trajetórias e atuações dentro do Estado. De que maneira a hereditariedade, a posição da família, a reprodução educacional e profissional desempenham papéis sociais e políticos, na reprodução da estrutura de classe e formas de poder no Brasil. Esta pesquisa atualiza o marco teórico e empírico do presente grupo de trabalho, GT31 - Família, Instituições e Poder, ao investigar os candidatos presidenciais nas eleições de 2018 e os componentes do ministério e governo Bolsonaro, no início de 2019. Consideramos a nossa hipótese de trabalho em que a família, em boa parte, ainda é a unidade fundamental da política e do exercício do poder dentro das principais instituições políticas brasileiras. Política é negócio de família. Investigamos dados biográficos e trajetórias, com informações sobre profissão, formação, gênero, etnia, religião, classe social e cargos ocupados pelos atores, suas famílias, parentes e genealogias. APRESENTAÇÃO: A variável família é uma das mais importantes no campo político. As conexões familiares também contribuem positivamente na definição do perfil dos cargos políticos. Não se trata apenas de indivíduos: trata-se também de famílias. Em termos sociais não há somente posições “individuais ou meritocráticas”, nem apenas um “perfil de carreira técnica”, mas na maioria dos casos também existe uma “seleção social e familiar”, presente na obtenção e recrutamento aos principais cargos políticos, o que pode ser empiricamente investigado e medido.

    FES-Study 2003 THE SECURITY SECTOR AND THE STATE IN NAMIBIA – AN EXPLORATION Andre du Pisani* 1. Introduction It is now widely acknowledged in the literature that an understanding of the security sector provides important insights into the nature of the state. As social and political constructs, the state and the security sector are intimately connected, both at the operational and at the level of ideas and images. Also, significant dimensions of security, development and governance can be rendered more meaningful if the security sector itself is properly understood. Firmly embedded within the imagery and operations of the state, the security sector and its transformation, has recently emerged as an important area of research. The growing scholarly interest in security sector transformation in different regions of the world has been preceded by a widening of the concept of security. Security is now understood as multidimensional and interdependent, with environmental, social, economic and human security dimensions, among others. While the broadening of the concept of security has validity - if only to emphasise that ultimately the referent for security should be people and not states, and to remind policy-makers of resource allocation priorities – there is also a danger that the vital issues associated with the more traditional security sector will escape scholarly attention. In this context, the security sector is defined as the defence, policing and intelligence functions of the state, and the management of ‘threats to and breaches of the peace’ through multilateral and bilateral processes. 1.2 The Security Sector defined Traditionally, as mentioned above, the security sector has been defined to include the armed forces, police and intelligence services, together with their policy and administrative structures 1].
