1.1 Introduction FIGURE 2: VIEWS OF CANTERBURY STATION PRECINCT This chapter builds on the themes and visions developed in the revised Sydenham to Bankstown Urban Renewal Corridor Strategy and looks specifically at the Canterbury Station Precinct. The introduction of the new Sydney Metro station will provide the opportunity for additional homes near the station but this will be balanced with retaining existing areas of community value and diverse housing mix. This chapter will provide a summary of the issues raised during community and stakeholder consultation along with some of the findings of the independent review carried out by CM+ and an architectural review by Tribe Studio. A revised vision statement and land use plan are presented along with updated housing and employment forecast data showing how the proposed changes will deliver new homes and jobs. Finally the chapter will conclude with a schedule of the infrastructure required in Canterbury to support this growth and the key actions for the Strategy to be implemented. Social infrastructure in the precinct includes Canterbury Olympic ice rink and aquatic centre, Canterbury Public School, Canterbury Boys’ High School and Canterbury Girls’ High School. The precinct contains a number of parks, including 2 Tasker Park, Canterbury Park and Saint Mary Mackillop Reserve.

1 There is some localised flooding around the Cooks River and Canterbury Racecourse which is in the north of the precinct. 6 Council’s planning controls include additional requirements for the design of new developments in these areas to minimise flooding risks. 7 HURLSTONE PARK Amplification of the local trunk wastewater network and CAMPSIE 8 wastewater pumping station is planned for 2018 to meet the strong 4 CANTERBURY development demand that exists in the Canterbury precinct. 3

To inform the draft Strategy, an opportunities and constraints FIGURE 5: POTENTIAL RENEWAL AREAS analysis was undertaken by JBA and identified areas (labelled A to D in Figure 5) as having the most renewal potential and for further investigation within the Canterbury Station Precinct. This work informed the draft Strategy which was exhibited in 2015. FIGURE 7: CANTERBURY RAILWAY STATION 3.1 Community feedback The draft Strategy was publicly exhibited from 14 October 2015 to 7 February 2016. Over 1,800 submissions were received of which 176 related to the Canterbury Station Precinct. The key issues raised included: ●● Areas with heritage character should not be redeveloped including: ❍❍ Blocks bounded by Church Street, Canterbury Road, Floss Street, Melford Street and Canberra Street; and ❍❍ Redman Street, Waratah Street and Emu Street. ●● Preference for density to be focused along Canterbury Road and on industrial and underutilised land; ●● Canterbury Racecourse should be considered for residential development and/or public open space; ●● Concerns over negative impacts of high density development such as overshadowing and privacy issues; ●● Poor design quality of recent developments along Canterbury Road; ●● Priority bus corridors and other measures to improve public transports should be planned for along Canterbury Road; ●● Traffic impacts and existing congestion should be addressed in a traffic management plan, particularly on Canterbury Road; ●● Canterbury town centre should be revitalized with a new civic hub, and improvements to the streetscape and existing public open space; ●● Additional community amenities, such as child care, schools and community facilities should be provided to accommodate increased population; ●● New development should incorporate sustainability measures Source: © SaltyDingo 2016 to manage potential environmental impacts on the Cooks River;

●● Development should include housing diversity, FIGURE 8: CANTERBURY ROAD, CANTERBURY including provisions for affordable housing; and ●● Concern that development will result in the loss of cohesive communities and impact on community safety. A number of submissions proposed sites where redevelopment could be considered as part of the Strategy or where additional development potential could be investigated, such as: ●● Canterbury Racecourse should be considered to accommodate residential development or public open space; ●● Residential high rise should be considered along Canterbury Road and New Canterbury Road; ●● 242-258 Canterbury Road and 1-13 Canterbury Close (Metro Storage) strongly supported the draft Strategy; ●● 67-71 Jeffrey Street and 73-87 Jeffrey Street (ALDI) should be designated 16 to 22 storey heights; ●● 11, 11A, 13 and 15 Robert Street supported the high rise Source: © SaltyDingo 2016 mixed use designation for the area, and requested clarity on direction for a retail core in the area, implementation 3.3 Community workshops of the final Strategy and questioned the need for a new In May 2016 the Department undertook a series of six ●● Some suggested increasing the density south of pedestrian link between Robert Street and John Street; and community workshops to provide further opportunities Canterbury station (around Ivy Street and High Street) ●● A 30 storey height limit should be considered for for community and land owner feedback. where there are existing red brick apartments buildings; key intersections on Canterbury Road. 4.2 Architectural design review FIGURE 12: CONCEPT FOR ROBERT STREET, CANTERBURY Tribe Studio undertook a study to examine the precinct’s integration with Sydney Metro and to review the urban design principles in the draft Strategy. The Government Architect NSW oversaw this study and input was provided by the Department, Sydney Metro Delivery Team and Canterbury-Bankstown Council. The key recommendations were: ●● Create a new high street with retail uses and a new station entry along Robert Street; ●● Create a public square located on the northern side of the new station entry for weekend markets, landscaping and outdoor café seating; ●● Focus higher density around Canterbury Station and along Canterbury Road; ●● Establish new setbacks along Canterbury Road to introduce dedicated cycle lane, street planting and covered pedestrian pathways; ●● Provide a continuous colonnade along Canterbury Road to create an enclosed, protected pedestrian environment and boulevard character; ●● Consider a potential tower zone south of Canterbury Road (between the railway line and Cooks River); ●● Retain some single storey dwellings along the eastern edge of the precinct to preserve heritage character and to provide a better interface with single dwelling areas to the east; ●● Consider medium rise housing adjacent to open space areas to improve park edges and reorientate living toward the park; and ●● Consider river front parks and Cooks River crossings. This section addresses the issues raised in submissions and our FIGURE 15: CANTERBURY CLUB HOTEL further consultations and details how we have revised the Strategy. 5.1 Corridor-wide issues A number of issues were raised in relation to the draft Strategy that have implications for the corridor as a whole. These included concerns over the consultation process, appropriate areas for growth, schools and community facilities, design quality, affordable housing, social impacts and the provision of utilities infrastructure and services to meet the increase in density. Strategies for the implementation of the plan were also raised. Corridor wide issues have been addressed in the Corridor Report and are discussed in more detail as they relate to this precinct below. 5.2 Precinct-level issues 5.2.1 Growing the centre The draft South District Plan identifies Canterbury as a local centre. The Strategy aims to facilitate employment growth within the Canterbury Station Precinct, improving the commercial and retail offering in the commercial core by developing a new town centre with better amenity around Robert Street and Jeffrey Street. Source: © SaltyDingo 2016 The Strategy envisages Canterbury as a highly urbanised centre with high rise apartment buildings up to 25 storeys at the new Canterbury Station Priority Precinct town centre within easy walking distance of Sydney Metro. Further detailed work will be required to investigate appropriate design approaches to maximising the activation along this part of the Cooks River foreshore, which will be part of the Priority Precinct investigations and upgrades could be potentially funded through the Precinct Support Scheme. This has been identified as an action as part of this Strategy. Close Street Development on Close Street will benefit from, and contribute to, the amenity of the Cooks River foreshore and shared regional pathway. Development in this area will have strong design principles, and similar setbacks and floor space ratio on Charles Street. FIGURE 20: POTENTIAL IMPROVEMENTS ALONG NORTH SIDE OF COOKS RIVER (BEFORE AND AFTER) Similar to Tribe’s recommendations on improving the interface between the Cooks River foreshore and foreshore development, there is an opportunity to promote cafes and public art, along with increased passive surveillance through an increased residential interface with the public recreation area. Canterbury Racecourse A submission on behalf of the Australian Turf Club (ATC), who own Canterbury Racecourse, requested that the Strategy be amended to reflect development potential on sites which are surplus to the operations of the racecourse. A number of submissions from the community recommended considering Canterbury Racecourse for residential development or public open space, which was also raised during the Canterbury community workshop.
