But in 1920, when Ludwig von Mises's jour­ nal article on "Economic Calculation in the Socialist Commonwealth" was published, he was a lone voice of truth. "Socialism," he wrote in the book that followed two years later, "is the watchword and the catchword of our day." It "dominates the modern spirit" and "has set its seal upon our time. When history comes to tell our story it will write above the chapter 'The Epoch ofSocialism.'" Until the glorious year of1989, almosteveryone seemed to agree that history was indeed on the side of socialism. The only question was the pace of the transition. The Marxists and Nazis wanted immediate revolution; the Fabians and New Dealers wanted gradualism. But for all of them, laissez-faire capitalism was the enemy. 13 14 THE ECONOMICS OF UBERTY Yet no socialist had ever written a scientific defense ofsocialism, nor a blueprint for exactly how the economy would function when the means of production were collectively owned. According to Karl Marx's doctrine, anyone question­ ing the socialist scheme lacked class consciousness. Bourgeois values prevented an understanding of the logic of history. Because "people were not allowed to talk or to think about the nature of the socialist community," Mises notes, socialism became "the dominant political move­ ment of the late nineteenth and early twentieth centu­ ries." But Mises refused to play by the socialist rules, and he challenged left-Wing intellectuals with questions they were unable to answer. If there is no private ownership of the factors of production, and thus no market prices for them, how can we calculate profit and loss? Without the ability to make profit and loss calculations, how can we judge the value ofresources. determine the correctness ofvarious meth­ ods ofproduction, or tell whether time and resources are being wasted or put to good use? In a market economy, prices tell us the needs of society and the best ways to meet those needs. Without prices, economic decision must be arbitrary. Mises criticized socialism on other grounds-that it politicizes society. fosters laziness, and relies on violence. for example-but his calculation argument is the most important. With it, he showed that socialism is inherently irrational and uneconomic, as the wreckage of the East Bloc and the Third World demonstrates today. INTRODUCTION 15 One socialist response to Mises was to invent pretend market prices, missing the point that private property is necessary for real prices. And that is why the Misesian calculation argument has relevance for the mixed econ­ omy. It shows what is wrong with all government inter­ ventions in the free market. In a government agency, there are no private owners. There are no market prices for its goods or services. There is no way to determine profits or losses. So its decisions must be arbitrary. Mises's case against socialism is also the case for laissez-faire capitalism, "the only conceivable form of social economy which is appropriate to the fulfillment of the demands which society makes of any economic organization." But despite their economic failure, socialist systems survived until men and women ofcourage brought about their political downfall.

Kevin Brady (R-Texas) and Sen. Mike Braun (R-Ind.). As we stare down a mounting national debt of over $28 trillion, the MAP Act presents a long-term solution to our ever-worsening spending patterns by implementing a Swiss-style debt brake that would prevent large budget deficits and increased national debt. Since the introduction of the MAP Act in the 116th Congress, our national debt has increased by more than 25 percent, totaling six trillion dollars higher than the $22 trillion we faced less than two years ago in July of 2019. Similarly, nearly 25 percent of all U.S. debt accumulated since the inception of our country has come since the outset of the COVID-19 pandemic. Now more than ever, it is critical that legislators take a serious look at the fiscal situation we find ourselves in, with a budget deficit for Fiscal Year 2020 of $3.132 trillion and a projected share of the national debt held by the public of 102.3 percent of GDP. While markets continue to finance our debt in the current moment, the simple and unavoidable fact remains that our country is not immune from the basic economics of massive debt, that history tells us leads to inevitable crisis. Increased levels of debt even before a resulting crisis slows economic activity -- a phenomenon referred to as “debt drag” -- which especially as we seek recovery from COVID-19 lockdowns, our nation cannot afford.

    CHAPTER 2 THE MEANING OF PROBABILITY INTRODUCTION by Glenn Shafer The meaning of probability has been debated since the mathematical theory of probability was formulated in the late 1600s. The five articles in this section have been selected to provide perspective on the history and present state of this debate. Mathematical statistics provided the main arena for debating the meaning of probability during the nineteenth and early twentieth centuries. The debate was conducted mainly between two camps, the subjectivists and the frequentists. The subjectivists contended that the probability of an event is the degree to which someone believes it, as indicated by their willingness to bet or take other actions. The frequentists contended that probability of an event is the frequency with which it occurs. Leonard J. Savage (1917-1971), the author of our first article, was an influential subjectivist. Bradley Efron, the author of our second article, is a leading contemporary frequentist. A newer debate, dating only from the 1950s and conducted more by psychologists and economists than by statisticians, has been concerned with whether the rules of probability are descriptive of human behavior or instead normative for human and machine reasoning. This debate has inspired empirical studies of the ways people violate the rules. In our third article, Amos Tversky and Daniel Kahneman report on some of the results of these studies. In our fourth article, Amos Tversky and I propose that we resolve both debates by formalizing a constructive interpretation of probability. According to this interpretation, probabilities are degrees of belief deliberately constructed and adopted on the basis of evidence, and frequencies are only one among many types of evidence.

    June 23, 2021 Dear Members of Congress, We, the undersigned organizations representing millions of Americans nationwide, write in blanket opposition to any increase in the federal minimum wage, especially in such a time when our job market needs maximum flexibility to recover from the havoc wreaked on it by the government's response to the COVID-19 pandemic. Workers must be compensated for their labor based on the value that said labor adds to their employer. Any deviation from this standard is harmful to workers and threatens jobs and employment opportunities for all workers. Whether it be to $11, $15, or any other dollar amount, increasing the federal minimum wage further takes away the freedom of two parties to agree on the value of one’s labor to the other’s product. As a result, employment options are restricted and jobs are lost. Instead, the free market should be left alone to work in the best interest of employers and employees alike. While proponents of raising the minimum wage often claim to be working in service of low-wage earners, studies have regularly shown that minimum wage increases harm low-skilled workers the most. Higher minimum wages inevitably lead to lay-offs and automation that drives low-skilled workers to unemployment. The Congressional Budget Office projected that raising the minimum wage to $15 would directly result in up to 2.7 million jobs lost by 2026. Raising it to $11 in the same time frame - as some Senators are discussing - could cost up to 490,000 jobs, if such a proposal is paired with eliminating the tip credit as well.

Radhakrishna Rao (Eberly Professor of Statistics, and Director of the Center for Multivariate Analysis, at the Pennsylvania State University, University Park, PA 16802) for outstanding distinction and eminence in research on the theory of statistics, in applications of statistical methods in diverse fields, in providing international leadership for 55 years in directing statistical research centers, in continuing impact through his vision and effectiveness as a scholar and teacher, and in extensive service to American and international society. The year 2000 motivates us to plan for the future of the discipline of statistics which emerged in the 20th century as a firmly grounded mathematical science due to the pioneering research of Pearson, Gossett, Fisher, Neyman, Hotelling, Wald, Cramer, and Rao. Numerous honors and awards to Rao demonstrate the esteem in which he is held throughout the world for his unusually distinguished and productive life. C. R. Rao was born September 10, 1920, received his Ph.D. from Cambridge University (England) in 1948, and has been awarded 22 honorary doctorates. He has worked at the Indian Statistical Institute (1944-1992), University of Pittsburgh (1979- 1988), and Pennsylvania State University (1988- ). Professor Rao is the author (or co-author) of 14 books and over 300 publications. His pioneering contributions (in linear models, multivariate analysis, design of experiments and combinatorics, probability distribution characterizations, generalized inverses, and robust inference) are taught in statistics textbooks.

    Johann Georg Faust Dr. Johann Georg Faust (approx. 1480 – 1540) was a German alchemist who was born in the village of Knittlingen, Württemberg (it is also claimed in Roda in the province of Weimar, and also in Helmstadt near Heidelberg in 1466). He has alternatively been known by the names “Johann Sabellicus” and “Georg Faust.” In 1507, Johannes Trithemius of Sponheim wrote that Faust was a con-man and a drifter who preyed on the gullible. He said he had fled a teaching position in Kreuznach after molesting several of the boys there. He may have then gone on to the University of Heidelberg to study, obtaining a degree in divinity from Heidelberg University in 1509, and then to Poland where a friend of Martin Luther, Philip Melanchthon, says Faust studied magic at the University of Kraków. Martin Luther and Philipp Melanchthon are said to have alleged Faust’s companionship with the devil. After that, he appears at the University of Ehrfut in central Germany. It is said that when he lectured on Homer he conjured up Homer’s heroes for his students. He was expelled from Ehrfut by the Franciscan monk Dr. Klinge (who was the cathedral preacher from 1520-1556). Dr. Klinge asked for Faust’s repentance. Faust refused the monk’s offer of intervention and admitted having signed a pact with the Devil, and said that he trusted the Devil more than God. In 1523 he is said to have visited Auerbach’s Tavern in Leipzig where he conjured wine out of a table, and rode a barrel of wine.
