How do local politicians perceive party conflicts? Effects of power, trust and ideology Paper prepared for presentation at NORKOM XXVI, Reykjavík 1 – 2 Dec 2017 First draft – do not cite Louise Skoog and David Karlsson School of Public Administration University of Gothenburg Abstract This study reveals how politicians’ conflict perceptions could be affected by ideology, power, and trust: socialists tend to perceive political dissent as higher while politicians who have higher levels of generalized and specified political trust perceive the level of antagonistic behaviour as lower. Influential politicians tend to perceive levels of both forms of conflict as lower. More insights about how and why political actors perceive the same situation differently could potentially foster a greater understanding – a political empathy – among political combatants that may facilitate their interactions. And in turn, increased empathy may generate a mutual political trust, which could further reduce the perception of potentially damaging conflicts such as antagonistic behaviour. The study builds on data from a survey conducted among all councillors in the 290 municipalities in Sweden. 1. Introduction Political work consists of collective processes, where politicians handle political conflicts, interact with representatives from both their own political party and from others, respond to positions and views of other actors. And how political actors perceive actions and positions of others will in turn affect their ability to cooperate (Balliet & Van Lange, 2013; De Swaan & Rapoport, 1973), develop potential strategies, and make decisions regarding future policies. In order to facilitate a functioning democracy, more knowledge is needed on how elected officials perceive the situation they are in. -

� Monthly journal from the Luleå Biennial 0:- Nr.1 “We Were Traitors of the Nation, They Said” Aug 2018 attack can be seen as the culmination of the preceding years of nationalism, warmongering and hatred against the communists in the re- gion. Its features and planning are remarkable: one of the key agents in the act, Ebbe Hallberg, was state attorney and chief of police in Luleå. Together with a journalist at the conservative newspaper Norrbottens-Kuriren and some army officers, they organised and carried out the bru- tal deed with the aim of silencing dissidents. We will also direct our attention to the history of the Swedish government’s establishment of internment camps for anti-fascists and anti-na- zis during the 1930s and 40s. The largest of the camps was located in the Norrbotten town Stors- ien in the Kalix municipality. Interned here were, among others, members of Flamman’s editorial staff. The camp and the attack overlap in time, 1 sentiment and the destinies they affected. 1 By addressing this dark history, we reflect on Swe- den’s idea of itself and its neutrality. Answers to the comments by reviewer RC2: General comments: 1) My main issue with this manuscript has to do with its readability. There are numerous grammatical errors throughout, some of which are pointed out below. A native English speaker should edit the paper before resubmission. This is now done. The authors are grateful for the thorough review also concerning the language. 2) The authors tend to make some broad sweeping conclusions based on trends that are only significant across a small fraction of the total study region. I would like to see more discussion of the full picture (like Figure 9). Pg 10 L2 and Pg11 L5 are two instances where the discussion is too narrow in focus. The authors have now extended the mentioned discussions (sections 3.1.1, 3.1.3 and 3.3.) as requested. The systematic signal of change is not as dramatic in Finland as in some areas, because of the large variation of winter weather. Especially the sea ice extent of Baltic Sea affects largely the Finnish winter weather. If the Gulf of Finland and Gulf of Bothnia freeze completely the Finnish climate is almost continental in winter even on the coast. We added a comment about the hemispherical study published recently, where we studied the effect of weather parameters on the observed changes in larger areas. Section 3.1.1 main addition: Especially variable melt onset timing is in the coastal regions (Southwestern Finland and Southern Ostrobothnia) and in the Lake district. For those regions the standard deviation values of the melt onset day are 14.3, 14.7 and 14.6, respectively. -

Vitality for Koillismaa from food services and nature Wild food Summary The wild food project aimed to advance collaboration between businesses in the tour- ism, retail and food industries in the Kuusamo-Taivalkoski area. The idea was to col- lect businesses under a shared brand for wild foods. This was achieved through jointly organised events by businesses, workshops on the food and tourism industries, study trips, training events, attendance in expositions and benchmarking visits. Social me- dia was utilised efficiently during the project. Around 50 businesses participated in the project. Wild food promotes Finland’s arctic nature internationally Developing the local food and tourism industries by promoting the unique arctic nature of the Kuusamo-Taivalkoski area was the key task of the wild food project. The project focused on increas- ing profitability through facilitating collaboration between local businesses and institutions. This was achieved through a variety of measures from shared study trips to the establishment of a wild food co-operative. The Koillismaa area possesses all the ingredients of success for the culinary tourism and food exporting industries. Finland – May 2013 Report by Sjef Öllers A relatively short solo trip with the main goal to see wolf, bear and wolverine, but I also wanted to see to see some of the birdlife in northern Europe (grouses, owls, Taiga birds, etc.). The mammalwatching was successful with excellent sightings of all three target species. Birding was a mixed bag with quite a number of desired species not seen (well), but some highlights were red-flanked bluetail, double-barred crossbill, Ural owl, pigmy owl, and displaying male ruffs. We did some hiking in Karelia and near Rovaniemi, but most of the trip involved doing touristy things and we didn’t see much wildlife then.
