Later, Kasaragod Taluk of Malabar district was bifurcated in to Kasaragod and Hosdurg Taluks and integrated with the then newly formed Cannanore district. Kasaragod became part of Kerala following the re-organization of states and formation of Kerala in 1st November 1956.The district was Kasaragod Taluk in Kannur District.The formation of Kasaragod district was a long felt ambition of the people.It is with the intention of bestowing maximum attention on the development of backward area, Kasaragod district was formed on 24th May,1984 as per GO (MS)No.520/84/RD, Dated 19.05.1984 by taking Kasaragod and Hosdurg taluks from the then Kannur district.The name Kasaragod is said to be derived from the word Kasaragod which means Nuxvemied Forest(Kanjirakuttam). 1.2.     INSTITUTIONAL DYNAMICS OF LOCAL SELF GOVERNANCE SYSTEMS IN THE MALABAR COAST, KERALA1 BAIJU K K2 Abstract The effectiveness of state laws continues to challenge the top-down management of common property resources in many coastal villages in Kerala. Most often, state‟s response to common property management is unidirectional and opens up channels to transform common property rights to open access. Amidst these institutional struggles, local self governing institutions continue to challenge state legal systems and evolve multi-dimensional governance systems. This paper documents the working of intrinsically diverse kadakkody’ (sea court) system in the Malabar Coast of Kerala, India and discusses how the local level community-based self-governing institutions change due to technological developments and state interventions. The Kadakodi system that existed in the study area during the pre-mechanisation era was an integrated complex governing system of the artisanal fishermen with regulative, normative and cognitive functions. The paper addresses three questions. What was the nature and functions of the kadakkodi system during the pre- mechanisation era? What are the major drivers of change? How did this system overcome stresses and adapt to the challenges of globalisation? This is the second half yearly report on Mid Day Meals (MDM) for the year 2013-15 and is based on the data collected from four districts in Kerala, viz., Kollam, Kottayam, Thiruvananthapuram and Kasaragod. I hope the findings of the report would be helpful to both the Government of India and the Government of Kerala state to understand the functioning of and the achievements with regard to Mid Day Meals (MDM) in the state. The problems identified at the grass root level may be useful for initiating further interventions in the implementation of Mid Day Meals (MDM) in the state.
