RECOMMENDATION:

A. Review “Revised Tree List & Planting Recommendations for the City of Goleta” from City’s Contract Arborist; and B. Direct staff to present the Commission’s recommendations on the Approved Street Tree List and Planting Guidelines to the City Council for adoption.

BACKGROUND:

On March 18, 2013, the City Council adopted the Street Tree Planting List (latest revision from 2/11/09) and Street Tree Subcommittee Planting Guidelines (latest revision 12/8/09) that was recommended by the City Arborist (then on staff) and the Street Tree Subcommittee of the Design Review Board.

DISCUSSION:

The Council adopted Urban Forest Management Plan (UFMP) recommends in Section 4.4.2, that the City

“Consider revising the recommended street tree list to include all City tree sites and develop an inclusive tree species list to identify eligible for planting in City areas.”

It has been over four years since the tree list has been reviewed and has never been reviewed by the newly formed Public Tree Advisory Commission (PTAC).

The City’s Contract Arborist, Mr. Bill Spiewak, was directed to review the current approved Street Tree Planting List (Attachment 1) and Street Tree Subcommittee Planting Guidelines (Attachment 2) and offer some recommended changes that would comply with the recommendations and goals of the UFMP. The report of his findings and recommendations are included as Attachment 3. The recommendations include: Meeting Date: June 18, 2014

the deletion of eleven (11) trees currently on the approved list; the addition of thirty-one (31) trees to the list, and; periodic review of the approved list and planting guidelines.

Once the Commission has decided which recommendations from Mr. Spiewak’s report should be considered for implementation, staff will present the Commissions findings to the City Council for adoption.

A. Recommended Street Trees List

The Recommended Street Trees List will be periodically reviewed and revised as necessary to remove problem trees and to add trees more suitable for Goleta’s predominantly narrow street parkways and center dividers, in order to reduce maintenance (leaf litter cleanup, pruning & trimming) and to minimize damage to infrastructure from invasive tree roots, with a resultant cost savings for the City.

B. Recommended Nursery Standards1

1. All container grown nursery stock shall be healthy, vigorous, well rooted, have an established root system reaching the size of the container to maintain a firm ball when the container is removed, but shall not have excessive root growth encircling the inside of the container.

2. All trees shall have a single straight trunk, a well developed leader free of co-dominant stems or competing vigorous upright branches, with tops and roots characteristic of the species cultivar or variety.

3. All trees must be free of insects, disease, mechanical injury, and other objectionable features when planted.

4. On grafted or budded trees, there shall be no suckers from the root stock.

5. At time of inspection and/or delivery, the tree shall show no signs of moisture stress from under or over watering, as indicated by wilted, shriveled, or dead leaves or branch die back.

6. For a tree in a 15 gallon container, the trunk diameter (caliper) shall be 0.75 inches to 1.5 inches with the approximate tree height of 8 to 10 feet.

7. For a tree in a 24 inch box container, the trunk diameter (caliper) shall be 1.5 inches to 2.5 inches with the approximate tree height of 11 to 12 feet.

8. The caliper range shall be measured 4 inches above the soil surface.

9. The trunk diameter and taper shall be sufficient so that the tree will remain vertical without the support of a nursery stake.

C. Proper Identification (for Nursery )

1. All trees shall be true to name and legibly tagged as to name and size and shall be labeled individually or in groups by species and cultivar (where appropriate).

2. Proof of purchase, bill of sale, inventory list, nursery location, etc. shall be provided to the City Arborist.

3. The City Arborist shall reject any container grown tree that is not properly identified or that does not meet the specifications set forth in the standards listed in part B above.

D. Recommended Tree Planting Guidelines

1. Root barriers shall be installed when planting a street tree 7.5 ft. or less from hardscape in any parkway or center divider. (Measured from root flair to inside edge of hardscape.) a. Sidewalk side – 16”-18” high x 8 ft. long barrier centered on tree trunk. b. Curb side – 18”-24” high x 8 ft. long barrier centered on tree trunk. c. Tree well – 12” to 18” high barrier, sized to fit perimeter of well, as specified by the City Arborist. (Well to be designed to accept standard sizes and lengths of root barriers so no special joints are required.)

2. Container sizes a. New developments – 24” box minimum. b. Replacement trees – 15 gal. container or 24” box, as directed by the City Arborist.

3. Planting details a. Hole dimensions to be specified and confirmed by the City Arborist. b. Backfill material to be specified by the City Arborist and to include organic source soil fertilizer containing worm castings. c. Aeration tubes, if specified by the City Arborist, shall be 3 ft. deep, 3” diameter PVC Schedule 40 pipe backfilled with ¾” gravel. d. Double stakes and rubber ties to be installed for support. e. Dirt berm to be constructed around perimeter of planting hole to form a watering basin. f. After backfilling, staking and initial watering, mulch layer to be placed around planting for water retention.

4. Tree Planting Location Requirements a. Planting holes should be centered within the parkway or center divider. b. Planting holes should be a distance of 10 ft. minimum away from water meter boxes, underground utility lines, etc. c. Trees should be set a minimum of 75 ft. away from the center point of intersections. d. Trees should be selected and located such that upon reaching maturity, foliage will not block street lighting or grow into overhead power lines. e. Where possible, replanted replacement trees should be offset, not placed in spaces previously occupied by removed trees.

*E. Recommendations for Tree Contractors (For Profit and Non-Profit)

1. Contract Requirements a. Standard Contract for Public Works Construction (“Green Book”). b. Special Provisions to be added at the discretion of the City Arborist. c. Performance bond to be provided, with bond period as specified by the City Arborist. d. Encroachment permit for work in the public right-of-way must be obtained a minimum of two (2) weeks in advance of the scheduled work date.

2. License and Bonding

All tree contractors must be licensed and bonded to do business in, and to be awarded contracts by, the City of Goleta.

3. Insurance Requirements a. Contractor must be licensed, bonded and insured. b. City of Goleta to be named as additional insured on Contractor’s liability insurance policy. c. Limits of liability to be $1,000,000 general liability, $1,000,000 auto and an aggregate limit of $3,000,000. d. At the discretion of the City Arborist, limits of liability may be adjusted downward for smaller contracts. e. For larger contracts, the City Arborist may specify limits of liability to be $2,000,000 general liability, $2,000,000 auto and an aggregate limit of $5,000,000. f. Contractor must also carry workers compensation insurance.

4. Traffic Control and Safety Requirements a. Tree planting in the public right-of-way must have signage alerting the public approaching the work zone and standard safety markers, e.g. orange cones, delineating the work zone and providing separation

Lane closures and work in center medians require Contractor to submit a traffic control plan to the City Arborist for review and approval prior to start of work. c. Signage, safety markers, and traffic control plans shall conform to the latest edition of Caltrans Traffic Manual of Traffic Control Devices for Construction and Maintenance Work Zones or the American Public Works Association (APWA) Work Area Traffic Control Handbook (WATCH). d. All Contractor’s personnel (including volunteers) working in or adjacent to the public right-of-way shall wear safety garments similar to those required for flaggers. e. Flaggers shall wear hard hats and high visibility fluorescent orange-red or strong yellow-green safety garments such as vests, jackets or shirts. f. The City Arborist or City inspector shall have the right to issue a stop work order if Contractor is not in compliance with these requirements.

5. Work Periods a. Site preparation, tree planting and tree maintenance activities shall be limited to the hours between 8:00 a.m. and 5:00 p.m. each work day in or adjacent to residential areas and between 7:00 a.m. and 4:00 p.m. each work day in or adjacent to commercial areas. b. Normal work days shall be Monday through Friday. Work shall not be done on weekends unless the Contractor pays for a City inspector to be present at such time to insure contract specifications and site safety measures are being followed. c. No work shall occur on State observed holidays.

SUMMARY The Urban Forest Management Plan for the City of Goleta states that trees lists and planting recommendations should be periodically reviewed and revised as necessary. These documents were last revised in February 2009 prior to my involvement and approved by the City Council. As the Contract Arborist for the City of Goleta, I was assigned to once again review and revise the documents.

When reviewing the Nursery and Planting Standards, I came across several items that warranted further discussion and inserted my comments into the document for further review by the Street Tree Subcommittee.

I also reviewed and revised the current street tree list. Based on my experience, research, and review of seven municipal tree lists and three reference books, I eliminated eleven trees and added thirty-one trees for a new list. I included more information on each tree and reclassified some into different planting categories. Although recommendations are based on planting site size, it is important to consider the site, the surrounding location, and the local needs prior to a final selection. BACKGROUND / ASSIGNMENT In March 2013, a discussion took place regarding the City of Goleta’s Tree List and Planting Guidelines and the status of revisions. According to Goleta’s Urban Forestry Management Plan, the tree list and guidelines warrant periodic review and revisions. I was assigned to undertake the task of reviewing the tree list and planting guidelines and preparing a report with my findings and recommendations.

USE OF THIS REPORT It is my intention that this report be used to revise the current Goleta Street Tree List and Planting Guidelines adopted by the City Council.

LIMITS OF THIS REPORT • There is variability in characteristics of trees due to differences in climate, soil, and care. There is also variability in varieties of species that results in different characteristics as reported in some comparable tree lists. This report has looked at that variability among different regions and compared them to my local experiences where applicable. • The tree list is limited to some of the most important characteristics of trees that should be decided upon prior to selection. However, other elements such as allergens, fruit drop, crown density, color, soil characteristics, and growth rate, that are not included in this report, should be considered prior to tree selection.

SCOPE OF WORK This project involved the following tasks: • Review the planting guidelines and prepare recommendations for revisions; • Review the Goleta Street Tree list and prepare comments based on experience and research; • Review tree planting lists from other Southern California cities and counties, the CalPoly Select Tree web site, and regional publications regarding street trees; • Assess what is recommended on the tree list, what has proven successful in Santa Barbara County and what could be added.

RECOMMENDED NURSERY & PLANTING STANDARDS (previously revised on 2/11/2009) I have included comments for further discussion regarding these standards at the end of this report. Most of these comments were based on contradictions within the document or criteria that was variable based on tree sizes.

TREE LIST (previously revised on 2/11/2009) The recommendations on this list were based on my experiences in Santa Barbara County in conjunction with research and review of seven Southern/Central California municipal tree lists and three reference books. These municipalities include the City of San Luis Obispo, City of Santa Maria, County of Ventura, City of Santa Monica, City of San Diego, and the City and County of Santa Barbara.

The revised tree list includes the original Goleta list, trees that should be omitted or added, and reclassification of their placement on the list. Placement is relative to estimated maximum tree size, which is variable in different regions.

The headings below correspond with the attached tree list and illustrate the criteria that I reviewed (headings are condensed due to width of page). Trees that were recommended for omission from the revised list were based on lack of supply or proven success in our region as street trees.

CONCLUSIONS 1. I have determined that eleven (11) trees on the current Goleta Tree List should be omitted. These are highlighted in red on the spreadsheet. 2. I have added thirty-one (31) trees to the list that include some that were previously discouraged. These are highlighted in yellow. 3. There are a total of sixty-six (66) trees recommended on the revised list. 4. Some trees have been reclassified in different planter spaces due to estimated maximum size. 5. Prior to selection, also consider the crown shape, foliar habit (evergreen or deciduous), drought tolerance, and native species. 6. Prior to any tree selection, the site should be re-assessed to be sure the tree is the right choice for that planting location. An optional cultivar with disease resistance, or fruitless or gender variety could make a better choice for that site. 7. Root barriers should be installed between the planting site and the city right of way. 8. An irrigation regime should be determined prior to planting. 9. Prior to selection and planting, trees should be inspected for good health and structure as many young trees are infected, structurally defective beyond repair, or root bound. If necessary, structurally prune the tree and carefully remove any circling roots. 10.The tree list and planting recommendations should be periodically reviewed and revised as per the Goleta Urban Management Forestry Plan. Different trees are frequently introduced to the region and new methods and standards are being developed. In addition, trees on the list may become susceptible to significant pests and diseases that may invade our region.
