Senior VP for Academic & Student Services and Chief Academic Officer Jennifer Haygood Vice President for Business & Finance and Chief Financial Officer SUBJECT: Joint High School Partnership Programs The Appropriations Act of 2010 was signed into law by Governor Beverly E. Perdue on June 30, 2010, resulting in the following changes to Community College Joint High School Partnership Programs. I. Learn & Earn Online, Dual Enrollment, and Huskins Students Per Section 7.24(h) of S.L. 2010-31, colleges may no longer generate State funds through budget FTE or receive reimbursements from the Department of Public Instruction for general education (excluding mathematics, science and technology), physical education, and college success skills courses offered to high school students. These limitations do not apply to students enrolled in Early College (T90930) and Middle College (T90940) High Schools. These limitations do apply to all other high school students, including those served through Huskins, Dual Enrollment, Learn and Earn Online, and other Cooperative Innovative High School Programs. Effective Fall Semester 2010, colleges may not earn budget FTE for high school students (excluding Early and Middle College students) enrolled in general education courses with the following prefixes: ACA, ANT, ARA, ART, ASL, CHI, COM, DAN, DRA, ECO, ENG, FRE, GEO, GER, HIS, HUM, ITA, JPN, LAT, MUS, PED, PHI, POL, POR, PSY, REL, RUS, SOC, and SPA. Colleges may continue to earn budget FTE for all college-level courses provided to students enrolled in an approved Early College (T90930) or Middle College (T90940) High School. -

N.C. COMMUNITY North Carolina Community College System The North Carolina Community College System is composed of 58 community colleges and is the third largest community college system in the nation. The System Office is the lead agency in North Carolina for delivering adult education programs, workforce development training and adult literacy training. N.C. community colleges offer postsecondary programs that lead to associate degrees, diplomas and certificates. As the state’s primary provider of postsecondary education at the associate degree level, community colleges enable students to proceed to work or to continue to pursue a baccalaureate degree. Workforce development training includes the Customized Training Program, Small Business Center Network, Career Readiness Certification and other programs tailored to ensuring a skilled workforce exists in North Carolina. Adult literacy education, (including basic skills, English as a Second Language, compensatory education and adult high school diplomas) is available statewide for N.C. citizens. All 100 counties have access to one or more of the 58 community colleges. Campuses are located within 30 miles of virtually all North Carolinians. More than 833, 000 adults take one or more courses at a North Carolina community college through traditional delivery methods and distance learning. NC Community Colleges closely collaborate with N.C. public schools to provide flexible, seamless, student-centered educational opportunities for all North Carolina high school students through a variety of programs. They include College Tech Prep, concurrent enrollment, Huskins Bill, Early College, Learn and Earn, Learn and Earn Online, and services to intellectually gifted and mature students. NC Community Colleges offer a wide range of technical, vocational and academic programs leading to associate degrees, diplomas and certificates, with nearly 311,000 individuals enrolled in curriculum programs in 2009-10. -

She wasn’t searching for a child’s gift, though; she was thinking of herself ... and getting rich. In December, she recalled, an old, scruffy teddy bear was auctioned at Christie’s auction house in London for more than $70,000. The bear, made by the well-known German stuffed animal firm, Steiff, dated to the early 1900s. The bear, colored an unusual shade of blue, was a one-of-a-kind and just had to be bought by a collector who owned examples of nearly everything made by Steiff. There are approximately 50 million collec tors in the United States, according to Howard E. Fischer, the publisher of Treasure Chest, a collectors’ newspaper based out of New York City. Fischer, who did an independent survey, said that in this country, people spend approximately Anne Ventura Celeste of Hazlet, has collected m ore than 2,000 dolls, ranging from the finest antiques to the m ass-pro- duced m odern exam ples.
