Language in the Mirror: Language Ideologies, Schooling and Islam in Qatar Rehenuma Asmi Submitted in partial fulfillment of the Requirements for the degree of Doctorate of Philosophy under the executive committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2013 © 2013 Rehenuma Asmi All rights reserved ABSTRACT Language in the Mirror: Language Ideologies, Schooling and Islam Rehenuma Asmi My study explores language ideologies in the capital city of Doha, Qatar, where school reform movements are placing greater emphasis on English language acquisition. Through ethnography and a revised theory of language ideologies, I argue that as languages come in greater contact in multi-lingual spaces, mediation must occur between the new and old relationships that are emerging as a result of population growth, policy changes and cross-cultural interactions. I interrogate the development concept of the “knowledge economy” as it is used to justify old and new language ideologies regarding Arabic and English. As Qataris change their education systems in response to the economic development framework of the “knowledge economy,” they are promoting language ideologies that designate English as useful for the economy and “global” citizenship and Qatari Arabic and Standard Arabic as useful for religious and cultural reasons. I argue that Standard English, through its association with the “knowledge economy,” becomes “de-localized” and branded an “international” language. This ideology presents English as a modern language free of the society in which it is embedded, to circulate around the globe. In contrast, Standard Arabic is represented as stiff, archaic language of religious traditions and Qatari Arabic is presented as the language of oral culture and ethnonationalism. -

Another shortsightedness, I have also seen repeated in the scholarship of Qatar is a disregard for the belief in Wahhabi Islam, almost always reducing it to a “culture” or “tradition.” I examine art created and collected within a cultural context that includes the influence of Wahhabi Islam as religion. To this end, I have chosen to use the English word for Allah, which is of course God. The Educational Reform in Qatar: Challenges and Successes
2-4 February 2015- Istanbul, Turkey 678 Proceedings of INTCESS15- 2nd International Conference on Education and Social Sciences THE EDUCATIONAL REFORM IN QATAR: CHALLENGES AND SUCCESSES Prof. Dr. Nassra Al-Banai1 and Prof. Ramzi Nasser2 1Qatar University, Doha, Qatar 2Supreme Education Council, Doha, Qatar Abstract Until the late 1990’s, Qatar’s educational system was run along intrinsic-nationalistic and cultural tradition of Arab schools. Few students were able to pursue higher degrees in Western Universities predominantly run in English as in the United Kingdom and United States. In the late 1990s and early 2000s the Qatari leadership approached RAND Corporation to examine and analyse the existing educational system and recommend options for building a new educational system. RAND assessment study concluded that the country’s education system was rigid, old, lacking any standards or international benchmarks. This opened for a reform consequently, the establishment of a system of Independent Schools, new curriculum standards, teacher and leadership professional development to find the most effective systems for Qatari students to succeed along international and particularly Western benchmarks. The most recognizable change was the transformation of government schools to Independent Schools, what may be known in the United States as the Charter schools, to encourage key principles of autonomy, accountability, variety, and choice. The approach was to have the Ministry of Education metamorphose into the Supreme Education Council within it the establishment of the Education Institute and Evaluation Institute which both oversaw the implementation of the new curriculum and assessments respectively. More so, a new system and organization has changed the structure of the school system. -

Drawing on recent work in the field, the study examined the intersection of student demographic and socio-economic attributes along with contextual factors, on student educational expectations. The study uses student and parent data from a nation-wide survey of preparatory and secondary schools, the 2012 Qatar Education Study. The results showed students’ gender and grade level positively affect their reported educational expectations, with females and those in higher grade levels more likely to report higher expectations. While student reports of parental involvement were not significant, parent reports were marginally significant. The paper concludes with some recommendations for further study and research. Introduction Educational aspirations and expectations are measures commonly used in the literature to capture educational goals and ambitions (Schmitt-Wilson & Faas, 2016). Although the direction of much research in education has highlighted associations between both educational aspirations and educational expectations (Beal & Crockett, 2010; Boxer et al., 2011), the two concepts have historically been treated as if they were inseparable. -

The American School of Doha Guidance & College Counselor August 1, 2019 The American School of Doha (ASD) is an English-language international PreK-12 day school offering an American curriculum for expatriate families and Qatari nationals who seek a comprehensive, caring, American standards-based curriculum program. ASD is an independent, non-profit, coeducational day school operating under the policies and by-laws of a twelve-member Board of Directors and a nine-member Board of Trustees, which is chaired by the U.S. Ambassador. The American School of Doha was founded in 1988 and opened in a villa to serve a small number of expatriate families. With increasing demand for high quality education in Qatar, a new campus was opened to house 600 students in 1998-99, and with the explosive growth of Qatar in 2005, a new expansion project was undertaken that resulted in a new middle and high school on adjoining land and a complete renovation and expansion of the old campus for the elementary school. From 2013-2017, ASD underwent a $35M Campus Improvement Project to increase capacity and improve facilities across the entire school. This Campus Improvement Project has maximized the school footprint to allow for enrollment of up to 2250 students from Pre-K to grade 12. The surge of growth in ASD has resulted in the creation of a progressive school with an impressive and varied program that serves students from over 75 countries, including approximately 50% from North America and 10% from the host country of Qatar. The academic program has been a forerunner in professional learning and curriculum development, and the school enjoys a worldwide reputation for excellence.
