This study addressed parent involvement (PI) among Haitian immigrant parents of adolescents in a Florida community. The purpose of this exploratory, multiple-case study was to better understand connections between immigrant Haitian parents’ beliefs and learning experiences and their experiences supporting their adolescents’ learning. Three research questions were developed to explore Haitian adults’ lived experiences and perceptions of themselves as keepers of knowledge and as learners, their experiences and perceived roles as parents, and the resources they possessed that could increase PI. The conceptual framework included social constructs of family literacy, new literacy studies, and funds of knowledge. Nine Haitian parents of teenage children and 3 educators and liaisons from the community were selected for interviews. Qualitative data analysis included open coding, theme identification, and triangulation of data from an archival PI survey. Findings indicated that adults’ experiences with learning at home and learning at school influenced their perceived parenting roles and self-efficacy at home, the type of PI in which they engaged, and future aspirations for their children. Results were used to develop a white paper aimed at community stakeholders to enhance educators’ and social service providers’ cultural knowledge of Haitian families and to promote two-way communication. The project may encourage the development of culturally responsive PI strategies and adult learning opportunities benefiting local and trans-national Haitian communities throughout the United States. The previous administration failed to even consider the use of initial designations and redesignations, resulting in four years’ worth of accrual of countries and peoples who are eligible for TPS. Previous administrations, including both Republican and Democratic administrations, applied the TPS criteria too narrowly; as a result, TPS has atrophied and never reached its true potential.

    RAD Diaspora Profile Prepared for the Rockefeller Foundation-Aspen Institute Diaspora Program (RAD) The Haitian Diaspora in the United States July 2014 Summary Approximately 915,000 Haitian immigrants and their children (the first and second genera- tions) live in the United States, and Haiti-born individuals account for 1.5 percent of the total U.S. foreign-born population. The U.S. government has gone to extraordinary lengths to block illegal immigration from Haiti, but Haitians have benefited from several special programs that have permitted entry or temporary residence, as well as the normal channel of family spon- sorship. The size of the Haiti-born population in the United States has grown rapidly in recent decades; in 1980, about 90,000 Haitian immigrants resided in the United States. The majority of the Haitian immigrant population arrived in the United States before 2000, as is true for the U.S. immigrant population overall. Haitian immigrants in the United States have a median age of 45, the third-oldest immigrant population of the 15 groups in the Rockefeller Founda- tion-Aspen Institute Diaspora Program (RAD) analysis (after the Philippines and Colombia).1 As a result of the 2010 earthquake in Haiti, the U.S. government offered Temporary Protected Status (TPS) to approximately 58,000 qualifying Haitian immigrants who could otherwise face deportation from the United States. TPS beneficiaries are given a temporary reprieve DIASPORAfrom deportation and granted work authorization until their TPS designation expires (July 22, 2014, in the case of Haiti) or is extended. The Cuban-Haitian Entrant Program provides refugee resettlement services, such as assistance obtaining employment, housing, and basic necessities, to eligible groups of Haitian immigrants.

  • New Insights Into Primary Education in Haiti
    New Insights into Primary Education in Haiti Since 2015, IEA (the International Association for the Assessment of Educational Achievement) has been working closely with the Haitian Ministry of National Education (MENFP), the Haitian Institute of Training in Educational Sciences (IHFOSED), and the Inter-American Development Bank (IDB) to support education in Haiti by building capacity in their assessment system. Building on the first findings for the 2017 National Evaluation, this report presents further analysis of the data collected from about 60,000 Haitian fourth-grade students in nearly 2,000 schools. The data were gathered through comprehensive achievement tests in mathematics, French and Creole. Alongside the assessments, extensive contextual information was collected from students, teachers, and school principals through questionnaires. Main Findings: The Learning Environment • Students learning in non-public schools perform significantly better than those in public schools across all subject domains. • An orderly school environment in Haiti, as in many countries around the world, is strongly associated with higher educational outcomes. Students in schools where the principal reported none or few behavioral problems achieved significantly higher outcomes in all three subjects. • Fourth-grade students in Haiti are about one year older on average than in many other countries around the world. This is likely related to very high rates of grade repetition in Haiti, where about half of the students reported to have already repeated a grade. • Grade repetition doesn’t seem to be an effective measure for improving learning, especially as départements with relatively high achievement have lower repetition rates, and vice-versa. Addressing this issue by focusing on limiting grade repetition and measures to prevent dropouts may be an effective way to mitigate the adverse effects of over-age children in primary school and beyond.
