    17th IPHS Conference, Delft 2016 | HISTORY URBANISM RESILIENCE | VOLUME 03 Change and Responsive Planning | Man-made and Natural Disasters | Long Term- Adaptation to- Changes TOURNAI: ARCHITECTURE AND pLANNING THROUGH THE AGES OF A FORMER LEADING URBAN CENTRE, AND CURRENT pROVINCIAL HISTORIC CITY, OF THE LOW COUNTRIES Peter Martyn Instytut Sztuki PAN Home to one of the first Netherlandish urban communities to secure municipal autonomy, Tournai boasts an illustrious past and wealth of historic buildings of comparable importance to Bruges. Despite prolonged post-mediaeval decline, the city remained a self-contained urban entity, with its own unique identity, well into the 20th century. This brief, summary text seeks to remind contemporary town planners and architects that cities of the pre-industrial ages benefitted both from place-specific forms of architecture and urban works that ranged in scale from the straightening and laying out of new streets, bridge building or planning river embankments to defence walls capable of embracing populous urban centres. Moreover, compared to the mediaeval, early-modern or industrial ages, the kind of stylistic guidelines currently dictating what goes up in the urban environment (as well as down; excluding listed buildings), may often seem ill-conceived. Largely preserved and further embellished during the 19th and first decades of the 20th century, the urban qualities and built aesthetics of Tournai were gradually undermined thereafter. By the 1980s and 1990s, much of the moderately wealthy city centre predating World War II was gradually falling into disrepair. Today, Tournai could be on the verge of far-reaching change. The potentially disastrous effects on the still extensively retained urban-architectural heritage remain unclear.

Dans le cadre du Programme wallon de Développement Rural (PwDR), la Wallonie octroie des subsides pour mener des actions volontaires de restauration de la biodiversité ou d’entretien des milieux naturels. Une belle opportunité pour les propriétaires ou les gestionnaires de terrains qui souhaitent donner un coup de pouce à la nature. Pour qui et à quelles conditions ? Les subventions sont octroyées aux propriétaires ou aux gestionnaires publics ou privés de terrains situés dans la structure écologique principale (SEP). La SEP reprend l’ensemble des sites Natura 2000 et des sites de grand intérêt biologique (SGIB), ces derniers étant parfois situés en dehors du réseau Natura 2000 1. Les conditions suivantes doivent être remplies . Le. terrain est situé en Région wallonne au sein d’une commune dite rurale ou semi-rurale (voir carte ci-dessous).     Telenet receives approval from the Belgian Competition Authority for the acquisition of Coditel Brabant SPRL and Coditel S.à r.l. (SFR BeLux) Brussels, Tuesday June 13th 2017 — The Belgian Competition Authority (BCA) today approved the planned takeover of Coditel Brabant SPRL and its subsidiary Coditel S.à r.l. (together, “SFR BeLux”) by Telenet Group BVBA. Under the brand name SFR (formerly Numéricable), SFR BeLux provides cable and mobile telephony services to families and companies in Brussels, Wallonia and the Grand Duchy of Luxembourg. Now that the BCA has approval the transaction, the acquisition can be finalized over the coming days. On 22 December 2016, Telenet Group Holding NV (“Telenet” or the “Company”) announced that it has concluded a definitive agreement to acquire Coditel Brabant SPRL and its subsidiary Coditel S.à r.l. from Coditel Holding S.A., a subsidiary of Altice N.V., for € 400 million, on a cash-free debt-free basis. The Belgian Competition Authority was notified of the transaction by Telenet on March 21st 2017. The BCA has approved the transaction subject to conditions intended to ensure that Orange will have access to SFR’s cable network. Telenet has in particular committed that Orange will be able to access SFR’s cable network within four months of completion of the transaction, and this at wholesale prices comparable to those applicable in the Flanders. As a result of this acquisition, Telenet will become the owner of an additional fixed cable network in parts of Brussels1, Wallonia2 and the Grand Duchy of Luxembourg (the "SFR BeLux" footprint).
