Ecclesiastical Circumscriptions and Their Relationship with the Diocesan Bishop
CANON 294 ECCLESIASTICAL CIRCUMSCRIPTIONS AND THEIR RELATIONSHIP WITH THE DIOCESAN BISHOP What is the relationship of the faithful in personal ecclesiastical circumscriptions to the local diocesan bishop? OPINION The Apostolic See, in the Annual General Statistical Questionnaire, asks diocesan bishops the number of priests in the ecclesiastical circumscription of the diocese, their country of origin and whether they are diocesan or religious. The fact that the diocesan bishop is answering these questions indicates the close relationship between himself and any personal Ecclesiastical Circumscription. Canons 215 and 216 of the 1917 Code required that ecclesiastical circumscriptions be territorial within a diocese and an apostolic indult was needed, for example, to establish personal parishes for an ethnic group of the faithful. After World War II, Pope Pius XII provided for the pastoral care of refugees and migrants in his apostolic constitution Exsul Familia in 1952. Chaplains for migrants were granted special faculties to facilitate pastoral care without receiving the power of jurisdiction or governance. The Second Vatican Council admitted personal criteria in ecclesiastical organisation. The decree Christus Dominus 11 held that the essential element of a particular Church is personal, being a “portion of the people of God”. Personal factors are crucial to determine the communitarian aspect of the makeup of a community. After Vatican II, the Code of Canon Law needed revision. The Synod of Bishops in 1967 approved the principles to guide the revision of the code. The eighth principle stated: “The principle of territoriality in the exercise of ecclesiastical government is to be revised somewhat, for contemporary apostolic factors seem to recommend personal jurisdictional units. -

Objectives: The students will become familiar with the meanings of the terms, Episcopal, Anglican, Communion (as referring to the larger church), ethos, standing committee, presiding bishop and general convention. The students will understand the meaning of the “Four Instruments of Unity:” The Archbishop of Canterbury; the Meeting of Primates; the Lambeth Conference of Bishops; and, the Anglican Consultative Council. The students will encounter the various levels of structure and governance in which we live as Episcopalians and Anglicans. The students will learn of and appreciate an outline of our history in the context of Anglicanism. The students will see themselves as part of a worldwide communion of fellowship and mission as Christians together with others from throughout the globe. The students will read and discuss the “Chicago-Lambeth Quadrilateral” (BCP pages 876 – 877) in order to appreciate the essentials of an Anglican identity. Francis Lerow, Bishop Ordinary Missions and Decisions, Planning and Money For many of our parishes, renewal tends to be an ongoing affair. We think very hard about our home parish. All of us want our church to have impact on the community and our community to have greater access to worship and the Traditional Anglican way. We depend on our vestries to drive the wagon that ensures that proper planning and resources are available to support the annual plan established at the Annual Parish Meetings. The problem with planning is that it quickly can lose the interest of the members of the parish. It is easy to fall back into our old ways, thinking that the Sunday Worship Service is all we need to bring them to Christ and eventually membership in the Church. Or if we have a young electrifying priest that will lead the way all will be well. It would be nice if it was that easy. But, we all know it is not. So what does it take? What kind of investment of time and resources does it take to really make things happen? What will cause the kind of renewal for which we all hope and pray? The business metric used to determine the effort and cost to sell a particular item of merchandise, as a rule of thumb, is to measure how many times their product gets the attention of a potential buyer. -

ABSTRACT: Japan ruled Korea as a colony from 1910 to 1945. During this turbulent period, many Western Protestant missionaries entered Korea and began missionary work. The academic world argues that Koreans came to serve two kinds of foreign masters who entered the Korean Peninsula: Japanese imperialist invaders and Western Protestant missionaries. These missionaries divided each region of Korea and carried out missionary work to pass on their beliefs to the Koreans. Japan's colonial rule over Korea and the missionaries' religious ministry are often understood and interpreted through a framework of “cultural imperialism” of “domination and obedience,” although their ideologies and purposes were different. -

Vann has been appointed the Ecclesiastical Delegate for the Pastoral Provision in the United States by Holy See, Washington, D.C. Cardinal Donald Wuerl announced Tuesday during the Fall meeting of the U.S. Conference of Catholic of Bishops in Baltimore. Bishop Vann is succeeding Newark Archbishop John J. Myers who has been the delegate since 2003. Bishop Vann assumes the office of delegate immediately. As the Ecclesiastical Delegate for the Pastoral Provision, Bishop Vann will be the Holy See’s delegate assisting former Anglican ministers who have been received into the Catholic Church and who wish to be ordained as Catholic priests. The Pastoral Provision has been in effect in the United States since 1980. This appointment is made by the Congregation for the Doctrine of the Faith. Among the duties of the Ecclesiastical Delegate is to ensure the former Anglican ministers in formation receive thorough theological, spiritual and pastoral preparation for ordained ministry in the Catholic Church. Once formation is completed, the former Anglican minister becomes eligible to petition for Sacred Orders, which leads to the diaconate and priesthood. The Pastoral Provision is under the jurisdiction of the Holy See’s Congregation for the Doctrine of the Faith. As the Congregation’s delegate, Bishop Vann is responsible for the on-going work and application of the Pastoral Provision in United States. -

A Primer on the government of The Episcopal Church and its underlying theology offered by the Ecclesiology Committee of the House of Bishops Fall 2013 The following is an introduction to how and why The Episcopal Church came to be, beginning in the United States of America, and how it seeks to continue in “the faith once delivered to the saints” (Jude 3). Rooted in the original expansion of the Christian faith, the Church developed a distinctive character in England, and further adapted that way of being Church for a new context in America after the Revolution. The Episcopal Church has long since grown beyond the borders of the United States, with dioceses in Colombia, the Dominican Republic, Ecuador (Central and Litoral), Haiti, Honduras, Micronesia, Puerto Rico, Taiwan, Venezuela and Curacao, and the Virgin Islands, along with a Convocation of churches in six countries in Europe. In all these places, Episcopalians have adapted for their local contexts the special heritage and mission passed down through the centuries in this particular part of the Body of Christ. “Ecclesiology,” the study of the Church in the light of the self-revelation of God in Jesus Christ, is the Church’s thinking and speaking about itself. It involves reflection upon several sources: New Testament images of the Church (of which there are several dozen); the history of the Church in general and that of particular branches within it; various creeds and confessional formulations; the structure of authority; the witness of saints; and the thoughts of theologians. Our understanding of the Church’s identity and purpose invariably intersects with and influences to a large extent how we speak about God, Christ, the Spirit, and ourselves in God’s work of redemption. -

The Beauty of Holiness: Anglican Worship and Sacramental Theology 1 THE CONGRESS OF TRADITIONAL ANGLICANS June 1–4, 2011 - Victoria, BC, Canada An Address by The Reverend Canon Kenneth Gunn-Walberg, Ph.D. Rector of St. Mary’s, Wilmington, Delaware After Morning Prayer Friday in Ascensiontide, June 3, 2011 THE BEAUTY OF HOLINESS: ANGLICAN WORSHIP AND SACRAMENTAL THEOLOGY When I was approached by Fr. Sinclair to make this presentation, he suggested that the conceptual framework of the lectures would be that they be positive presentations of traditional Anglican principles from both a biblical and historical perspective and in the light of the contemporary issues in contrast to traditional Anglicanism, especially as expressed in the Affirmation of St. Louis and in the 39 Articles. The rubrics attached to this paper were that Anglican worship should be examined in the light of contemporary liturgies, the Roman Rite, and the proposed revision of the Book of Common Prayer to bring it in line with Roman views. This perforce is a rather tall order; so let us begin. The late Pulitzer Prize winning poet W.H. Auden stated that the Episcopal Church “seems to have gone stark raving mad…And why? The Roman Catholics have had to start from scratch, and as any of them with a feeling for language will admit, they have made a cacophonous horror of the mass. Whereas we had the extraordinary good fortune in that our Prayer Book was composed at exactly the right historical moment. The English language had become more or less what it is today…but the ecclesiastics of the 16 th century still professed a feeling for the ritual and ceremonies which today we have almost entirely lost.” 1 While one might quibble somewhat with what he said, he certainly would have been more indignant had he witnessed me little more than a decade after his death celebrating the Eucharist before the Dean and Canons of St.
