Special Housing Areas Increasing Housing Supply & Partnering with Govt Anita Vanstone – Policy & Performance Manager, QLDC Housing Availability • QLDC is currently the most expensive place in NZ to buy or rent 2 Quality of Life Results 3 Housing Sufficiency 4 Constraints • 97% of our District is Outstanding Natural Landscape • High construction costs • Have significant capacity in existing zones but there are significant shortfalls in the housing market in the lower price band dwellings, which is expected to increase • Significant constraints to development of some sites (geotechnical issues, natural hazards, infrastructure etc) The HASHAA Housing Accords and Special Housing Area Act 2013 The purpose of the HASHAA is: To enhance housing affordability by facilitating an increase in land and housing supply in certain regions or districts [which includes Queenstown Lakes] identified as having housing supply and affordability issues. The Amendment Act came into effect on the 16 September 2016. This increased the deadline for establishing SHAs to the 16 September 2019. The Housing Accord • Collaboration between the Council and Government which was signed on 23 October 2014. • Updated Accord signed 12 July 2017. • Key change is that the Accord relates to the entire District as opposed to a focus on the Wakatipu Basin. • Sets targets that Council is required to monitor. The QLDC Lead Policy • Original Lead Policy approved on the 30 October 2014 • Viewed as a live document. Last updated 26 October 2017 • Key elements of the Lead Policy include: Relates to the entire Queenstown Lakes District; Criterion for processing an Expression of Interest; 10% requirement to the Queenstown Lakes District Housing Trust; Community Feedback, Quality of residential development, Infrastructure requirements and timely development; Deeds of Agreement (infrastructure/affordable housing); and Criterion for recommending a Proposal as an SHA to Govt. Council will only recommend a proposed SHA to the Govt once agreement has been reached for the provision of infrastructure – mainly at the sole cost of the developer SHAs will deliver…… Special Housing Area Approved Residential Densities Stage of Development Bridesdale 134 (excluding two existing Largely developed dwellings) Arthurs Point 88 residential units Currently being developed Onslow Road 21 residential units Currently being developed Queenstown Country Club 346 (+ an aged bed care facility) Currently being developed Arrowtown Retirement Village 195 (+ an aged bed care facility) Currently being developed Shotover Country 101 residential units Subdivision nearly completed Bullendale 90 residential units Resource consent due to be submitted Total residential units 975 SHAs being considered by the Minister Bright Sky – Wanaka 281 Hawea 400 Total 681 • SHAs are delivering approximately 1,656 residential units • Approximately 5 potential SHAs still to be considered by Council that could provide an additional 1,000 to 2,500 residential units………BUT time is running out. Queenstown Country Club SHA Ladies Mile • Ladies Mile (Queenstown) up to approx. 1,000 due to capacity issues with Shotover Bridge. • Part of the Housing and Infrastructure fund • Must be consistent with Ladies Mile Master plan • SHA proposals likely to be submitted with approx. 450 to 500 house / land packages Under consideration - Laurel Hills • Approx. 156 residential units • State highway setback, neighbourhood reserve, future connections & 10% contribution to the Housing Trust Community Benefits • Approx. $7 million contribution to the Housing Trust (land, house/land packages or $) • Dementia care unit • Trails/walkways/connections • Infrastructure Improvements and future proofing • Increased supply of housing to the market • Increased housing options for the elderly Summary • Affordability measures promoted including range of section sizes, mixture of typologies, methods to reduce speculation and methods to retain affordability • Restriction on commercial visitor accommodation • 10% must be provided to the Trust to use in Secure Home / Rent Saver products • Must be developed in a timely manner • All secured through a Deed with the landowner.
