However, a number of students across the city complained that they could not log on. The rush to find out results was such, that the site was clogged with demands. Till 12 pm, the website recorded over 60 lakh hits from all over India. Ankit Srivastav, a Class 12 student of Assisi Convent in Noida, tried to access his result on the Internet. After trying to log on for over six hours, he de- cided to visit his school to check the result. ‘‘Ankit had asked me to check his result as my office connec- tion is faster. I kept trying to open the website from 9.30 am to 4 pm, but I was not successful,’’ said Radhika Sharma, Ankit’s aunt. TIMES NEWS NETWORK New Delhi: Fifty years after it was set up to help disadvantaged women and children, the programmes run by the Central Social Welfare Board (CSWB) have failed to make a mark. Most of them have become redun- dant. It is time to reassess the need for continuing the board’s various activi- ties, says the latest report of the Comp- troller and Auditor-General (CAG), in effect hinting that the board should be wound up. Coming down heavily on the board’s functioning, the report says erratic funding has resulted in large unutilised funds while the funds which were released to NGOs were misused. No action was taken against errant NGOs though the programmes for which they were given money failed to yield the desired results. The state social welfare boards have also proved to be ineffective as they have not been given legal status, the re- port points out. According to the CAG report, the CSWB has over the years scaled down many of its programmes. For in- stance, under the programme of eco- nomic empowerment, only 39 produc- tion units were sanctioned during 1996-2002 against 537 units in 1994-95. No grants have been sanctioned under the agro-based dairy units for the past six years. In several other cases, the pro- grammes have proved to be non- starters as the money allocated for them are all used for salaries. The report points out that the entire grant of Rs 767 lakh ear- marked for community develop- ment schemes and 99 per cent of grants for the border areas proj- ects were used for payment of salaries and establishment charges. Less than one per cent of the money was available for the implementation of the pro- gramme. The socio-economic pro- gramme, meant to provide sus- tained employment to disadvan- taged women and handicapped persons, has also been going pro- gressively downhill. The report reveals that a large number of NGOs given funds under this scheme either did not establish the production units or were closed shortly after the initial take-off.
