1. INTRODUCTION

4.1 COURSES OFFERED Each branch of B.Tech has been sanctioned with an intake of 60 students per annum except Mechanical engineering and Civil National Institute of Technology Puducherry offers Under Graduate Engineering where the sanctioned strength of student intake was Engineering course in five branches, Post Graduate Engineering 30 per annum and 15 Seats were sanctioned for M.Tech. course in three branches and has Doctoral Programme from the February session – 2014. SUBJECT The following Courses were offered during the year under report: Mathematics, Physics, Chemistry, Engineering Graphics, Energy and Environment Engineering, Engineering Mechanics, Basics of I. B.Tech. Programming and English subjects were taught for the students of First year. The students of Second year, Third year and Fourth year a. Computer Science and Engineering were taught branch wise syllabus of EEE, ECE, CSE, Mechanical and b. Electronics and Communication Engineering Civil. c. Electrical and Electronics Engineering Further, after joining of regular faculty, Board of studies in all the d. Mechanical Engineering departments have been conducted and the new syllabus has been e. Civil Engineering adopted.

Ph.D. SCHOLARSHIP The National Institute of Technology Puducherry announced to provide financial support/scholarship to a few full-time research scholars who are not receiving any financial support/scholarship from other Agencies or State or Central Governments. They are required to assist the Department in the academic work for at least 8 hours per week as per guidelines issued by the Ministry of Human Resources and Development, Govt. of India, in addition to satisfying other conditions for the award/renewal of the fellowship. The Emolument are as follows in accordance to the letter no. F.No.12-2/2019-U1 dated 31.01.2019 issued by the Department of Higher Education, Ministry of HRD, Government of India: -

M.Tech STIPEND The National Institute of Technology Puducherry announced to provide financial support/stipend to the M.Tech students admitted in various courses through CCMT. They receive a monthly stipend of Rs. 12,400/- in accordance to the letter no. F.No.17-2/2014-TS.I dated 18.02.2015 issued by the Department of Higher Education, Technical Section – I, Ministry of HRD, Government of India.

4.3 ADMISSION Similar to other National Institutes of Technology in the country, the admission for the Under Graduate courses was made through the Joint Engineering Entrance Examination – Central Seat Allocation Board - 2018 (JEE - CSAB) rank basis. The National Institute of Technology Puducherry has also been identified as one of the Help Center and Reporting Center by the JEE – CSAB during 2018-19. 4.4 FACULTY Due to non-availability of sufficient faculty, walk in interview was conducted on 07.07.2018 and 08.07.2018 by giving advertisement in Daily Thanthi and also displayed in Institute website. As per the instructions of the 8th BoG meeting Item No (IV (2)), Selection Committee have been constituted. Based on the recommendations of the committee, the following faculty members were given temporary appointment on contract basis on a consolidated pay of Rs.35,000/- per month for those possessing M.Tech. 5.1 JOINING OF REGISTRAR Dr. G. Seetharaman, Associate Professor, Department of ECE, NIT Nagaland has joined as Registrar, NIT Puducherry on deputation basis from 26.09.2018.

5.2 CONTRIBUTION FOR RELIEF FUND The employees of NIT Puducherry have contributed an amount of Rs.1,23,517/- for Chief Minister’s relief fund of flood affected people of Kerala and the amount of Rs.1,73,217/- for Gaja cyclone to the Chief Minister’s relief fund for the affected people of Puducherry and Tamil Nadu region.

Due to non-availability of sufficient staffs, and in accordance to NIT Statutes dated 23.04.2009, Statute No (28), Para 2 and as per the minutes of the seventeenth meeting of the Board of Governors, the contract of the Non-Teaching staffs was extended. 6.7 MESS AND TRANSPORT FACILITIES Boarding facilities were provided through a private catering firm serves Breakfast, Lunch, Evening snacks and Dinner per student at hostels. Similarly, transport facilities were provided through a private transport firm for the pick up and drop of students. In addition, for laboratory trips to nearby colleges, Hospital trips are also covered within the same. Trips are also arranged for the students to go to Karaikal town every weekend to purchase daily needs.

6.8 NITPY HEALTH CENTRE NIT Puducherry Health Centre is managed by Medical Care Committee of NIT Puducherry. It is registered under clinical establishment act of Government of Puducherry on 06/09/2018 as a Day care center under Allopathic System of Medicine. In this health centre, two doctors – one medical officer and one physician were selected to provide medical care. Three nurses are also working in the health centre to provide medical care for students, faculty and staff members. Two Ambulance drivers are also working 24 × 7 in the health centre.

7.1 WORKSHOP/COURSE/CONFERENCE ORGANIZED 7.1.1 Dr. N. Sendhil Kumar and Dr. V. P Harigovindan, Associate Deans Faculty Welfare, organized a two days’ workshop on “Central Civil services (conduct & CCA) Rules” on 21st and 22nd February 2019. The Resource person was Dr. R. P. Acharya, Director and Deputy Legal Adviser, Department of Atomic Energy. All the regular faculty and staff members were participants of this workshop.

8.1 SPORTS DAY CELEBRATION

NIT Puducherry has celebrated Sports Day on 6th and 7th April 2018. The inaugural function was organized on 6th April, 2018, with March – Past and Olympic torch relay lighted by the distinguished Director, Dr. K. Sankaranarayanasamy. Subsequently annual sports day oath was delivered by all the house captain and participants from NIT Puducherry. As a part of the inaugural function, Dr. S. Babu, Students Activities and Sports Officer (SASO) delivered the welcome address. Presidential address was given by the Director and the Inaugural address by the Chief Guest Mr. N. Somasundaram, Commanding Office, Kumar Singh (Sports President) followed by Presidential address given by chief Indian Cost Guard, Karaikal. Finally, Ms. Sheffin guest for the valedictory function, Mr. Rajasekaran (former International Hockey Ryna (Sports Secretary) gave the vote of Player). The winners were awarded with trophies and certificates by the chief thanks. Sports day valedictory function was guest. Nearly sixteen games, twenty-one athletics events for boys and girls and organized on 7th April, 2018, the function seven events for the faculty and staff were conducted. Finally, Mr. Nikhil Kumar, began with welcome address by Mr. Abishek Sports representative delivered the vote of thanks.

8.2 AMBEDKAR JAYANTHI CELEBRATION The SC/ST Cell of NIT Puducherry celebrated Dr. B. R. Ambedkar Jayanthi on 14th April 2018 which was attended by the Director, faculty members, staff and the students of the Institute.

8.3 blood DONATION CAMP NIT Puducherry organized a blood donation camp on 01.02.2019 from 09.00 AM to 01.00 PM. Seventy units of blood with some units of rare blood group were donated to JIPMER. This event was coordinated by Dr. Amrtha Bhide, Students Welfare and Dr. V. Govindaraj, NSS Programme officer. The volunteers made a big support for this blood camp.

8.4 INDEPENDENCE DAY CELEBRATION NIT Puducherry celebrated 72nd Independence Day on 15th August 2018. Dr. K. Sankaranarayanasamy, the Director, presided over the ceremony, and hoisted the national flag which was followed by the national anthem. The Director addressed the students and staff of the Institute and shared his vision towards development of the nation through education. The students enthusiastically showcased their talents through songs and other cultural programs. The Director released the first issue of 2018, newsletter “Pariprashna”, The students who proactively volunteered and worked for Unnat Bharat Abhiyan were The Art and Crafts club of the institute also exhibited a few honored with trophies and certificates by the Director. photographs of various leaders during the occasion.

8.5 ELECTORAL LITERACY CLUB The institute volunteered to have an Electoral Literacy Club at the Institute to discuss and propagate the importance of the election and voting process among the young students. The Club was formalized on 23rd August, 2018 in the presence of Sub Collector, Mr. Vikrant Raja IAS, Karaikal, Dr. Mohan, State Level Trainer for Electoral Literacy and Dr. K. Sankaranarayanasamy, Director, NIT Puducherry. The Inaugural ceremony witnessed the active participation of students, and was well coordinated by Dr. S. Babu, Nodal Officer - ELC and Dr. Amrtha Bhide, Associate Dean Student Welfare.

8.6 GANDHI JAYANTHI CELEBRATION NIT Puducherry showed its reverence to Mahatma Gandhi the Father of the Nation on 02.10.18. The Day started with paying homage to Gandhiji and garlanding his photo. A beautiful Documentary was prepared by the students and was presented to the audience. Some cultural singing and events were performed by the students on the stage. Two students gave Hindi & English Speech. The Day ended with a tributary note.

8.7 SWACHH BHARAT ABHIYAN As a support towards Swachh Bharat Abhiyan from the MHRD, a Swachh Bharat Summer Internship with a theme “Swachh Poovam” was carried out by a team of B.Tech Students, Mr. Bharath Kumar, Mr. Balaram and Mr. Sai Krishna during 3rd July 2018 to 16th July 2018 at a village neighbouring our campus. The internship was guided by Dr. G. Aghila and Dr. Amrtha Bhide.

8.8 NSS ACTIVITY 1. Due to the scenario of Dengue fever in Puducherry and Tamil Nadu, Nilavembu Kashayam was provided to all the students, faculties and staffs including our Director and Registrar on 20.11.2018 at 12.00 to 1.30 PM.

8.9 REPUBLIC DAY CELEBRATION The Republic Day was celebrated on 26th January 2019 at 7.30 to 9:00 AM. There was a Parade by NITPY NCC Cadets and NSS students and Security Guards. The flag was hoisted by Director Dr. K. Sankaranarayanasamy. Students have sang patriotic songs and conducted elocution. The event concluded with tree plantation in the campus and by distribution of prizes for various competitions (Quiz, essay and elocution) held on topics related with constitution of India.

8.10 VIGILANCE AWARENESS WEEK Vigilance awareness week was held during 29.10.2018 to 03.11.2018, with a theme “Eradicate Corruption - Build a New India”. On these days, slogans/banners are displayed in the campus. The ‘elocution competition’ on the theme “Eradicate Corruption - Build a New India” has been conducted for the NITPY students in association with ONGC Karaikal, around 10 students enthusiastically participated in the competition and have won lucrative prizes. The awareness among the public has been created through ‘walkathon’, around 100 students took part in the walkathon. The teaching and non-teaching staffs also enthusiastically took part in the event. To create awareness among the school children in their budding age itself, drawing competition on the theme “Eradicate Corruption- Build a New India” has been conducted in the school named “Govt. Primary School Kottucherry Medu, Karaikal”, around 24 students have actively and enthusiastically participated in the competition and have won attractive prizes.

8.13 YOGA DAY In pursuance of the directive issued by the Ministry of Human Resource Development, Department of Higher Education, vide circular and F.No.16-07-2018-NS-1 letter dated 27th May 2018, International Day of Yoga was celebrated on 21st June 2018 at the Institute campus. To build awareness about Yoga and overall growth of an individual, in terms of body, mind and soul was the primary objective of the event. District level Yoga competition was conducted on 20th June 2018, in the age category, below 10, 11 to 15 and 16 to 22. More than two hundred and fifty students from various schools and colleges in and around Karaikal participated in the competition. Certificates and trophies were awarded to the winners of each category by the Director, Dr. K. Sankaranarayanasamy.

8.14 SWACHHATA HI SEVA NSS activities were held in the first month of January 2019, under the theme Swachhata Hi Seva. Arts and crafts club of NIT Puducherry team visited nearby schools and made wall painting on the theme of Swachh Bharat. The program was guided by the program officer Dr V Govindraj.

NITPY - NSS unit performed awareness campaigns for students of Kamaraj Government High School, Poovam along with student & faculty members volunteers of NIT Puducherry as a part of observance of Swachhata Hi Seva week to bring awareness on various environmental issues and its impact in their daily life. Swachhata pledge was also taken by the students at the end. Outstanding students were given prizes at the end of the program.

8.15 LITERARY COMMITTEE ACTIVITIES The Literary Committee conducted number of literary activities like Debate Competition, Essay Writing Competition, Extempore, Slogan Writing, Spell Bee, Story Telling competition, etc., throughout the year 2018-19. The committee aims at increasing the literary sensibility of students along with development of language competence. The Events attracted active participation of Students and they were rewarded with certificates and lucrative prizes.

8.16 INSTITUTIONAL SOCIAL RESPONSIBILITY (ISR) ACTIVITY Students of the institute have taken an initiative for teaching school kids to boost their learning abilities and personality development. They have chosen the RMASP Government High School, Karaikalmedu and adopted 7th standard children of both English and Tamil medium. In this regard, the student volunteers organized a review and feedback interaction session on 8th April, 2018 at NIT Puducherry campus. The main objective of the activity with the vision “inspired by love, guided by knowledge” was to take up 7th standard children and retain continuous interaction with them on every Saturdays for next four academic years, so that when the NIT students graduate with B.Tech degree, the adopted school children will also pass out of SSLC. The director Prof. Dr. K. Sankaranarayanasamy appreciated and encouraged such unique initiative from the students, and assured further support.

8.17 NATIONAL FIRE SAFETY WEEK On the occasion of National Fire Service Week from 14.04.2018 to 20.04.2018, Mr. Sirusendu Hati, Chief Manager, Fire Service, ONGC and Mr. Mohammed Raiss, Fire Officer, ONGC, Karaikal demonstrated different Fire Extinguisher Methodologies. The occasion was well supported with the attendance of the Director, Dr. K. Sankaranarayanasamy, Faculty, Staff, students and security personnel who gained and appreciated the knowledge on fire extinguishing technologies.

8.18 ANTI TERRORISM DAY Anti-terrorism day was witnessed at NIT Puducherry campus on May 21st 2018. In this event all faculty, staff and students have taken a mass pledge against terrorism.

8.22 TRIBUTE TO THE BRAVE SOLDIERS Tribute to the Brave Soldiers who scarified lives during the terrorists attack at Pulwama was held on 14th February 2019. National Institute of Technology Puducherry SCHEDULE - 23 : Significant Accounting Policies

1. BASIS FOR PREPARATION OF ACCOUNTS The Accounts are prepared under the Historical Cost Convention, unless otherwise stated, and generally on the accrual method of accounting.

2. REVENUE RECOGNITION Fee collection from students and interest on Savings Bank accounts are accounted for on cash basis. Interest on Term Deposits is accounted for on accrual basis.

3. FIXED ASSETS AND DEPRECIATION 3.1. Fixed Assets are stated at cost of acquisition including inward freight, duties and taxes, incidental and direct expenses related to acquisition, installation and commissioning. Fixed Assets are valued at cost less accumulated depreciation. Depreciation on Fixed Assets is provided on Straight Line Method, as per rates specified by the Ministry for the guidelines for preparation of Uniform Accounting Format prescribed with the approval of the Ministry. 3.2. Depreciation is provided for the whole year on additions during the year irrespective of the date of purchase. Where an asset if fully depreciated, it will be carried at a residual value of Re.1 in the Balance sheet and will not be further depreciated. Asset created out of Sponsored projects, where the ownership of such asset did not vest with the Institution, are considered separately and value intimated in Note on Accounts as per Ministry guidelines.

4. STOCKS Expenditure on purchase of consumables, payment of subscriptions and other stores are accounted as revenue and purchases are being made based on necessity then and there hence no stock exhibited in the accounts as on 31.3.2019.

5. RETIREMENT BENEFITS Provision for Gratuity and Leave Encashment for 2018-19 obtained from registered Actuarial Valuer has been exhibited in Schedule-15A as per guidelines

6. INVESTMENTS Short term deposits made based on availability of surplus mentioned at their cost.

7. CORPUS/CAPITAL FUND Capital Expenditure on purchase of Equipment amounting to Rs.3.99 crore and Rs.22.72 crore Expenditure debited by CPWD on Work in Progress added during 2018-19 under Capital Fund. Under Recurring Excess of Expenditure over income amounting to Rs.5.56 crore deducted from Grant and shown in Schedule-10. Deprecation amount of Rs.1.43 crore deducted from Equipment exhibited in Capital Fund Account.

8. GOVERNMENT GRANTS Government Grants are accounted on realization basis. However, where a sanction for release of grant pertaining to the financial year is received before 31st March will be exhibited in the accounts as Grant in Transit as per Ministry Guidelines. No such grant received during 2018-19. Grants utilized for Capital Expenditure and Recurring Expenditure are accounted on accrual basis and exhibited in Schedule 3 C along with CPWD Deposit as per Ministry guidelines.

9. SPONSORED PROJECTS Grants received from various agencies for Sponsored research projects are dealt separately and exhibited in Schedule 3A as per Ministry guidelines.

10. INCOME TAX The Income of the Institution is exempt from Income Tax as per Section 10(23c) of I.T. Act. Hence no provision of tax is made in the Accounts.

11. EXPENDITURE IN FOREIGN CURRENCY No expenditure was incurred in Foreign Currency during the year under report.

12. CURRENT ASSETS, LOANS AND ADVANCES Loans, Advances and Deposits have realization value in the ordinary course to the aggregate amount shown in the Balance Sheet.

13. BANK BALANCES No Cash Transaction is being entertained. All transactions are being made through Institute Accounts. Current Account is being used for collection of fee and transferred to Savings Account for Fee collection. Details of balances in Current Account, Savings Bank Accounts and Term Deposit Receipts with State Bank of India, Karaikal branch is exhibited in Schedule 7.

14. REGROUPING OF FIGURES Regrouping of figures made in previous year figures where ever necessary.

15. ROUNDING OFF Figures in the final accounts have been rounded off to the nearest rupee.

16. NEW PENSION SCHEME Recovery of subscription from employee and Employer contribution are transferred to separate account maintained for the purpose and remitted to NSDL periodically. Separate Statement of Accounts prepared attached as per Ministry guidelines for Uniform Accounting procedure.

National Institute of Technology Puducherry SCHEDULE - 24 : Contingent Liabilities and Notes on Accounts

1. CONTINGENT LIABILITIES National Institute of Technology Puducherry has no court cases in any part of the Country regarding establishment matters and admissions. No disputes relating to any settlements and hence no contingent liabilities for the Institute at present. Administrative approval was accorded for 02 New construction works during 2018-19 viz construction of Administrative block and laboratory block to CPWD. Rs. 26.06 crore was deposited with CPWD during 2018-19 for the new and ongoing works. Rs. 11.74 crore available with CPWD as on 31.03.2019 under Deposit after adjusting work in progress expenditure.

2. PERMANENT CAMPUS The Government of Puducherry has provided 258.33 acres of land in Poovam and Thiruvettakudy Villages in Karaikal region. The Institute with the approval of the competent authority has entrusted all works relating to construction of buildings in the new campus were entrusted to Central Public Works Department of Government of India. The following Building works entrusted to CPWD were completed and building occupied. 1. Science Block 2.Boys Hostel 3. Girls Hostel 4. Professor quarters 5. Director Bungalow. Capitalization of the above said building works is in progress by a committee constituted for this purpose. On receipt of cost completion certificate, handing over report, utilization certificate in prescribed format from CPWD along with the report of the committee the cost of building will be capitalized.

3. INVESTMENT AND INTEREST ON GRANTS Considering the availability of surplus funds and utility period, Investment is being made in Term Deposits for short term. The interest on deposit of Rs. 0.80 crore credited to Corpus/Capital Fund as per existing practice.

4. GRANTS IN AID 4.1 The Government of India, Ministry of Human Resource Development, New Delhi had released a sum of Rs.5.28 crore for Salary/ General Expenses and Rs.31.29 crore for Creation of Capital Assets during 2017-18. All the grants received exhibited in Schedule 3 C. 4.2 The Institute got two new Sponsored Research Projects from UGC & DST, SERB during 2018-19 and funds were received. The project funds are kept in Research Project Account separately and exhibited in Schedule 3 A.

5. FIXED ASSETS AND CAPITAL WORK IN PROGRESS The Institute had incurred a sum of Rs.3.99 crore towards purchase of Equipment for various laboratories/Workshop, Furniture for Class rooms/Faculty& Staff, Software/E- Journals etc. All capital expenses are exhibited in Sch. 1 Capital Fund under Liability and Sch. 4 Fixed Assets under Asset. Rs 22.71 crore expenditure by CPWD as per form 65 shown under work in progress. Equipment worth Rs.0.37 crore was procured out of Sponsored Research Funds and not included in Fixed Asset of the Institute since the ownership vests with the sponsoring agencies.
