LAMPETER TOWN COUNCIL MINUTES OF THE MONTHLY MEETING 27.04.2017 at 7.30pm St Peter’s Church Hall, Members were invited to participate in prayer before the onset of the Meeting. Mayor Cllr David Smith led members in prayer. 1. CHAIRPERSON’S WELCOME AND PERSONAL MATTERS The Mayor Cllr David Smith extended a warm welcome to all present. 2. PRESENT Mayor Cllr. Police Inspector Matthew Howells. Mr Mike Lewis - Cambrian News Reporter. APOLOGIES FOR ABSENCE were received from: Cllr Rhys Bebb-Jones and Cllr Derek Wilson. 3. POLICE MATTERS The Town's new Police Inspector Matthew Howells introduced himself to members of the Town Council. The following matters were discussed: 3.1 The Public can contact the Police directly by dialling 101; a response will be received within 24 hours. It was felt that some people preferred the personal approach as opposed to contact by phone. PCSOs could be approached. 3.2 There will be a cut in the hours in which the Lampeter Police Station will be open. The Town's Police Station and Aberaeron Police Station will be unmanned overnight during the week. Both towns are currently covered by night time patrols from Aberystwyth and Cardigan. These mid-section stations will not be manned between 1am and 9am during the week and cover will be provided by Cardigan and Aberystwyth and the traffic department. These stations will be manned until 3am on Fridays and Saturdays; when there is an event in the locality with the potential for disorder, officers will be brought in to work a night shift. Insp. Howells stated that the move was a result of changing shift patterns. 3.3 A number of windows within the town had been broken.

3.4 CCTV Cameras: Plans are in place by the Police Commissioner for the return of CCTV Provision. Cllr Ramaya said that Lampeter Town Council had been instrumental in installing the Lampeter cameras and had provided a significant financial outlay. It was RESOLVED to contact the Police Commissioner to request a dialogue concerning the re-introduction of the CCTV Cameras in Lampeter; it would be stated that the Town Council would be prepared to assist financially. 3.5 School children continue to push each other from the pavement onto the street, in front of traffic. The Police will speak to pupils at the School. 3.6 Anti-social behaviour poses a problem within certain properties under the care of the and West Housing, at North Road, Lampeter. (stock from Tai Cantref) 3.7 Dyfed Powys-Police: Letter from Stephen Davies, Chief Inspector - he has just started in post as the Operational Chief Inspector for . Within his role he has responsibility for co-ordinating the work of sworn Constables, Police Community Support Officers, Sergeants, Inspectors and Police Staff across the county, for the delivery of a range of diverse policing services. DISCLOSURE OF PERSONAL & PREJUDICIAL INTEREST 4.1 Cllr Rob Phillips – Request for financial support for the Eisteddfod Gŵyl y Banc - Minute Ref 9.3.2 5. CONFIRMATION OF THE MINUTES OF THE MEETING OF THE 30th March 2017. These were agreed to be a correct record apart from the following: Minute Ref 3.1 It was RESOLVED to congratulate PCSO Ryan Jones on receiving a #WeCare Award, which recognised his commitment to the people, which he serves. PCSO Jones had not actually won the award but was one of the four individuals, who had been shortlisted and had received a Certificate in recognition of his efforts. Minute Ref 6.4 Locations of Defibrillators within the Town; St John's "Building" had been included within the list. St John's Lampeter does not have its own building but meets at Lampeter Rugby Club; a defibrillator is available within the Rugby Club. Mr Richard Lee, Welsh Ambulance Services NHS Trust would be informed of the adjustment. The Minutes were signed by the Chairman. 6. MATTERS ARISING FROM PREVIOUS MEETING 6.1 Ceredigion County Council: Result of Uncontested Election: Lampeter Town Council: Election of 15 Town Councillors. Thursday 4th May 2017. Notification from Miss Bronwen Morgan, Returning Officer, Ceredigion County Council reported that the following persons were duly elected Town Councillors for the town of Lampeter:

Hag Harris- Welsh Labour; Elin Jones-Plaid Cymru-The Party for Wales; Rhys Bebb Jones-Plaid Cymru-The Party for Wales; Ann Bowen Morgan-Plaid Cymru-The Party for Wales; Dinah Mulholland- Welsh Labour; Robert Phillips-Plaid Cymru-The Party for Wales; Kistiah Ramaya; David Smith-Independent; Christopher Thomas; Selwyn Walters. The Mayor Cllr David Smith paid tribute to the retiring Councillors - Andrew Carter (1995-2017); Elsie Dafis (2007-2017); John Davies (1987-2017); Dorothy Williams (1982-2017) and Derek Wilson (2004-2017) and thanked them for their individual and collective work. It was proposed not to attempt to fill the 5 vacant seats in the immediate future but to hold a meeting with members of the Public at a later date, to explain the role of a Town Councillor, in a bid to encourage more to people put their names forward. 6.2 AGM & Mayor's Installation Ceremony Date for the Mayor’s Installation Ceremony 2017: Friday 26th May 2017 at 6.30pm at the Old Hall, UWTSD. Town Council's AGM Wednesday 17th May 2017 during which, the Mayor and Deputy-Mayor will be elected and each member of the Town Council will sign the Declaration of the Acceptance of Office and agree to abide by the Code of Conduct. The Mayor's Inauguration Ceremony to be followed by a Buffet Reception at the Old Library, UWTSD. Invitations will be distributed shortly. The Mayor's Civic Service will take place on Sunday 25th June 2017 at 10.30am at St Peter's Church under the direction of the Mayor's Chaplain, Canon Andy Herrick. Cllr Ann Morgan will play the National Anthem. It was RESOLVED to present shields to the retired Councillors. 6.3 Maes-y-Felin Play Area: Possible transfer from Tai Ceredigion to the Town Council: Mr Edwards will assign attention to the matter in the near future and will inform the Town Council accordingly. 6.4 Signage (Birthplace of Rugby and home of the oldest University in Wales: Supplementary Plates: CCC will proceed with the provision of the sign-plates within the next few weeks. 6.5 Roll of Honour: transferred from the Lampeter Sorting Office and currently stored at the home of the Mayor Cllr David Smith. UWTSD could be approached to ask whether the boards could be displayed within the University. They could be trimmed to take up less space. It was RESOLVED to ask Cllr Derek Wilson whether he could undertake the work. Mr Robert Blayney had been contacted to find out whether he could update the Roll of Honour. Awaiting a reply. 6.6 Town Council’s Notice Board: (cleaning and improving its general condition): Cllr Chris Thomas said that some restorative work had be undertaken - work in progress. 6.7 Future Floral Displays within the Town over the summer months: Ceredigion County Council will execute the work during the Summer of 2017 under the direction of Mr Jon Hadlow for a fee of approximately £6,000. It is expected that Mr Robert Jones will water the displays- approximate cost £4,000. It had been RESOLVED during a previous meeting to contact Ceredigion County Council to request the Risk Assessment Method Template, which the Town Council could use when seeking expressions of interest, in future years. Awaiting a reply. The work will include the four Planters at Town entrances – Cllr Chris Thomas is presently assigning attention to the Planter based at the Tregaron entrance to the town and asked for help to undertake the work (Sunday 30th April at 10 o’clock). 6.8 Mayor’s Chain: Following information from Zurich Insurance it was RESOLVED in a previous meeting for the Mayor to make enquiries to revalue the chain and the civic regalia. Ongoing. Purchase of a Safe: The Mayor is making enquiries. Three of the retiring Councillors handed over their gowns to the Clerk’s safe-keeping during this meeting viz Cllr Andrew Carter; Cllr Elsie Dafis and Cllr John Davies. 6.9 12 Leather Chairs: Victoria Hall (which appear within the Town Council’s Fixed Assets’ Register). Mr Aled Williams, Estate’s Manager, UWTSD had been contacted; permission has been granted for the Town Council to store or make use of the chairs within the University. It was RESOLVED to establish a mutually convenient time to transport the Chairs from the Victoria Hall to the College. Awaiting a reply. 6.10 YSGOL BRO PEDR DISCO: Thursday 6th April 2017 at the School at 1.00pm. Letter received from Llinos and Heulyn, Assistant Head Teachers, Ysgol Bro Pedr, thanking the Town Council for organising the disco and snacks, once again this year, for all the pupils of the junior campus at Bro Pedr School. 6.11 Planted Area Adjacent to the Market Street (Sainsbury's) Car-Park, Lampeter. Ceredigion CC agreed that soil beds were not appropriate at this site. Arrangements will be made to pave over the area during this financial year. 6.12 Ceredigion Play Area Network Ceredigion Grant: The closing date for submission of grant-applications had been the end of March 2017. The Town Council had not met this deadline. 7. CORRESPONDENCE 7.1 Communication from Mr David Hughes stating that over the last six months he had noticed that the pavements and gutters of many of the streets in Lampeter had not been cleaned. The A475 road towards was in poor condition; “residue and detritus from the

last autumn after heavy rain will become slippery and block drains. This would inevitably cost the Council extra money for emergency drain clearance. With the holiday season approaching, this gives a very negative impression of Lampeter as a town to visit”. He said that he would be grateful if one extensive clean-up could take place as soon as possible. It was RESOLVED to ask the Highways Dept CCC to clean- up the area and to sweep the gutters. Also to flush drains within the town as some drains remain blocked at College Street. 7.2 Welsh Government: The Good Councillor's Guide-For Community and Town Councillors. Electronic Copies are available from the following websites: the Welsh Government www.wales.gov.uk; SLCC (www.slcc.co.uk) and One Voice Wales (www.onevoicewales.org.uk) 7.3 One Voice Wales: Ceredigion Area Committee; Wednesday 26th April 2017 at 7pm at Ystafell Teifi, County Hall, Penmorfa, Aberaeron. The Town Council had not been represented at this meeting. 7.4 Tai Wales & West Housing: The Board of Wales & West Housing consists of 12 elected people, 8 of whom are shareholders elected at the Annual General Meeting (which this year will be held on the 22nd June). A form was enclosed, to be completed, should a member of the Town Council wish to stand for Election. RESOLVED: To defer the decision until the next meeting. 7.5 One Voice Wales: New Councillor Induction Training: Notification of dates and venues to include at Morlan, Aberystwyth on Wednesday 24th May 2017 . 6.30-9.00pm. 7.6 Letter from Dafydd Howells Dyfed-Powys Police and Crime Commissioner in relation to the Commissioner's Community Fund which offers grants of up to £5,000 to charities, voluntary organisations and community groups in order to develop projects, which have a positive impact within their areas. The funding is available to public sector, private sector, voluntary or community organisations and a cohesive approach is encouraged. There is a maximum application threshold of £5,000. The programme is open from 13 April 2017 with a closing date of June 2nd, 2017. 7.7 Email from Emma Davies, Maesyderi Estate re a bin positioned within the Maesyderi Play-Area. (at the centre of the Estate), which was often full to capacity and not serviced on a regular basis, consequently a great deal of litter was scattered onto the site and an environment hazard ensued. Residents of Maesyderi Estate paid a service charge to Tai Ceredigion for the upkeep of the play-area. It was known that Ceredigion County Council had emptied the bin in the past. A breakdown in communication between Ceredigion CC and Tai Ceredigion meant that neither party was assuming responsibility. Tai Ceredigion had since been contacted and agreed to replace the existing bin with two new ones, which will be serviced every three

weeks, with a view of increasing the frequency during school holidays. Future responsibility for emptying these bins will lie with Tai Ceredigion. 7.8 Cllr Ann Morgan asked who was responsible for servicing the bin at Maesyfelin. It was felt that litter posed a problem in many areas to include outside Take Aways within the town and that owners eg Greggs and Oscars could be approached to ask if they could provide a litter bin outside their premises. 7.9 Street Cleaning in Lampeter: Response from Ceredigion County Council to the letter from Mr J D Owen Ceredigion CC, expressed disappointment to Mr Owen’s views in relation to the condition of the streets of the town. Mr Paul Arnold wrote, “The Authority receives a relatively small amount of negative communication regarding the cleanliness of the County. This may be a reflection that the vast majority respect and value the local environment and appreciate that it is relatively clean. It may also be a reflection that the public appreciate that the cleanliness of any county is only partially the responsibility of the local authority, which is a view shared and expressed by Keep Wales Tidy. Street litter is a highly emotive issue. The defacement of our open spaces and a lack of respect for Ceredigion's environment is both annoying and frustrating. Litter dropped onto our streets, fly-tipping and rubbish bags being put out for collection on the wrong day are all examples of factors which lead to the degradation of outdoor amenities. Ceredigion County Council does its best, with the resources and budgets available, to keep the county's streets clean but it is inevitable and acknowledged that we will not be able to meet everybody's expectations. All too often, blame is unfairly directed towards the street cleaners who do their utmost to clear up the mess created by a small minority residents and visitors. The budgetary savings that the Authority is required to make are well documented. These will inevitably have implications on front line services including Street Cleaning and we are already considering significant changes. With a savings target of thirty percent being set against the Street Cleaning budget, it is inevitable that the level of service will have to be revisited and realigned. The approach we are already taking, of targeting resources where the need is the greatest, will have to be developed and expanded. The Street Cleaning Team has a huge area to cover and cannot be in all places at all times. Town and Community Councils can play an important role in keeping our public spaces clean and tidy. Indeed, a number are already taking their own steps to address environmental problems such as littering and dog fouling, in line with the ethos of Caru Ceredigion. These range from seeking to influence positively their local communities through to organising volunteer litter picking events and paying for street cleaning services over and above those provided by this Authority. Ceredigion County Council is pleased to offer help and support to these proactive

councils, for example by providing equipment, training and advice. More details about Caru Ceredigion can be found bilingually on Ceredigion County Council's Website at: https://www.ceredigion.gov.uk/English/Resident/caruceredigion/Pages/ default.aspx People's perceptions about the cleanliness of streets vary widely and what might appear to be acceptable to some could well be disgraceful to others. The Local Environmental Audit Management System, used by Keep Wales Tidy, provides a systematic method of measuring street cleanliness. In addition to examining litter, the surveys record fly- posting, graffiti, dog fouling, vandalism, weeds and detritus, to gain an overall picture of the quality of local environments. Surveys are carried out annually to provide snapshots of street cleanliness across Wales. It is encouraging to see that Ceredigion once again scored a high Cleanliness Index, showing it to be one of the cleanest counties in Wales. The cleanliness surveys found that 95.7 percent of Ceredigion's streets were, apart from small items, free from litter or refuse. This strongly suggests that the vast majority of residents and visitors respect Ceredigion's precious environment. If you believe that your council has a positive contribution to make, to enhance street cleaning in Lampeter to the level of service you desire, as well as maintaining a positive profile for the town, we would be pleased to offer help and support to this end.” It was RESOLVED to forward the response to Mr Owen. 7.10 One Voice Wales: Motions for 2017 Annual General Meeting: Member Councils were invited to propose a maximum of two motions for debate at the AGM on Saturday 30th September 2017, which must arrive at the OVW Office no later than noon on Friday 30th June 2017. It was RESOLVED to defer the matter until the next meeting. 7.11 Jacob Dafydd Ellis Newyddion 9, BBC Cymru asking for information regarding the Town Twinning with St.Geramin Sur Moine. Cllr Kistiah Ramaya, the Chair of Lampeter Town Twinning had responded on behalf of the Town Council. 7.12 Social Media Policy Template: One Voice Wales: to defer until the next meeting. 7.13 Other Correspondence: For Information only. 8. There are presently 13 adult volunteers, who have attended events to provide first -aid cover. The Town Council’s financial support has provided help to purchase uniform and two response kits. The next step is to create a Badger Group aimed for children aged 5 plus. It is hoped to recruit more qualified members, which will mean that there will be an opportunity to explore the possibility of creating a First Responder Unit. 9.4.4 Cruse Bereavement Care: £50. 9.4.5 Lampeter Agricultural Show: £500. 9.4.6 Aelwyd yr Urdd Llambed £300 9.5 OTHER FINANCIAL MATTERS 9.5.1 Register of Members’ Interests for the Fiscal Year 2016-17 will be included within the Grant Thornton Annual Return. 9.5.2 Sandra McKenzie: Help for Heroes; a wish to promote their Hidden Wounds service – should the Town Council be aware of events where they could attend to collect money, they would appreciate being informed. It was RESOLVED to suggest the Sainsbury’s Supermarket.

10. SUB-COMMITTEES 10.1 Parc-yr-Orsedd: 10.1.1 ROSPA Playsafety: will undertake park inspections at Parc-yr-Orsedd and Maesyderi Field during June 2017 for a fee of £66.50 per site. 10.1.2 Quotes are sought in relation to the repair of the Castle. 10.2 PAVEMENTS 10.2.1 College Street: Proposal to introduce bollards at College Street, Ceredigion CC in a bid to arrest the continual degradation of the pavement by vehicles, which are parked on the pavements. It was RESOLVED to inform the Highways’ Department Ceredigion CC that the Town Council did not support this move and to ask for a full discussion with representatives of Ceredigion CC. 10.3 MAESYDERI FIELD MANAGEMENT 10.3.1 Cllr Harris had obtained a Quote from Mr Alec Page for a pair of junior goalposts with ground pegs, painted white Cost £460. Safety concerns had been expressed by some residents of Maesyderi Estate in relation to the goalposts. It had been RESOLVED to contact ROSPA for advice, which was not available during this Meeting. 10.3.2 Four picnic benches have been turned upside-down within the Field. Cllr Chris Thomas asked for help to correct the situation. 10.4 WELSH LANGUAGE An Annual Report will be available shortly. 11. AOB 11.1 It was reported that cars were encroaching onto the pedestrian area in front of the old Town Hall, High Street. It was RESOLVED to inform the Highways’ Department, Ceredigion CC. 11.2 Cllr John Davies was congratulated on his participation within the Tudur Owen programme. 11.3 Many people were consuming alcohol within the designated No Drinking Zone. It was RESOLVED to inform the Police. 11.4 The Town Hall Clock is not working. To report to the Jen Jones’ Quilt Centre. 11.5 Many Cllrs and the Clerk reiterated the Mayor’s sentiments and thanked the retiring Cllrs for their help and support during their term of Office and for their service to the Community; best wishes were extended to them in the future. The Meeting was adjourned at 9.50pm.
