212. DECLARATIONS OF INTEREST

Councillor S. Rashid declared a personal interest in the item at Minute Number 221.

213. MINUTES OF PREVIOUS MEETING

Councillor K. Gowland observed that Minutes of Meetings are being displayed on the Parish Council website, when they have not been agreed by Council and signed off as accurate by the Chairman. The Chairman pointed out that there is a disclaimer on the website which advises that recent Minutes appear in draft form only, and are not entered into the Council records until they have been accepted and signed at the next full Meeting of the Parish Council.

The Council considered the Minutes of the previous Parish Council Meeting of 8th November 2016.

RESOLVED: That the Minutes of the meeting held on 8th November 2016 be accepted and signed by the Chairman.

214. FINANCE

The Council considered the finance report for December 2016.

RESOLVED: That the finance report for December 2016 be accepted and signed by the Chairman. 71

215. PRECEPT

The Council considered the draft precept for 2017/18, as recommended by the Finance Committee.

RESOLVED: That the Total Resource to be requested from Dover District Council for 2017/18 be set at £106,260.00

216. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That following the meeting of Friday 11th November 2016 site surveys for the proposed pole locations for the Speed Indicator Devices have now been undertaken. Kent County Council has confirmed 3 locations for the SID’s. The equipment has been ordered and the Clerk is now waiting for confirmation of an installation date and training provision.  That the works for the replacement of the windows / doors / fascias / soffits and guttering for the Pavilion commenced yesterday (Monday 9th January). In total the work is likely to take approximately 2 weeks.  That the fencing works to enclose the new play area is due to start on 25th January 2017.

217. CORRESPONDENCE

The Clerk had received the following correspondence in the preceding period:

 An email from a local resident about the state of the Car Wash area (adjacent to McDonalds) and its immediate surroundings. The resident had also contacted the owner of the site and they provided a prompt response with assurances that appropriate clear up measures would be taken immediately.  An email form Lloyd Starley of the CATs Team to advise that following the termination of their contract for youth engagement services from Kent County Council, the new provider of services has been confirmed as Pie Factory Music. No information about their proposed engagement activities has been received.  Two correspondences from residents giving potential contact details for relatives of the late Alfred Butterfield (named on the Whitfield War Memorial) to pass on to Dover War Memorials Project.  An email from a local resident enquiring as to the diversion of the Public Rights of Way across the Halsbury Homes development site off of Archers Court Road.  An email from the Community Champion at Tesco Whitfield enquiring as to the dates of the Parish Council Litter Picks.  An email from a local resident about parking and traffic issues around the Mayfield Road / Alison Crescent area, particularly at school drop off and pick up times  An email from Jane Newman advising that she is now the Whitfield Correspondent for the Dover Mercury and providing appropriate contact details.  An email enquiry as to whether there has been a decision about the Traffic Regulation Order for Archers Court Road.  A notification of the Concrete Bus Stop Pole Replacement Project which will be taking place in early 2017.

218. PACT

PCSO J. Brook was in attendance and gave a report which covered the following points:

 Break in / attempted break in to two of the Construction compounds in the local area.  A suspicious incident in Archers Court Road.  Off road bikes using the land near B and Q.  Nuisance youth reports in Alison Crescent / Mayfield Road.  A number of nuisance youth reports in the Bindon Blood Road area.  Reports of 3 suspicious persons approaching residents and looking for driveway clearance work in the area, particularly bothering some older individuals  are currently recruiting for new Police Cadets in the age range of 13 to 17. Applications are to be made on-line, Jacqui will forward details to the Clerk to share with any interested parties.

219. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The proposed building of a road (as part of the Whitfield Urban Expansion) which will link Sandwich Road to Archers Court Road.  Speeding traffic and inconsiderate parking in Sandwich Road and requests that the 30 mph speed limit be extended to cover the existing 40 mph speed limit area. (Kent County Councillor G. Lymer agreed to make some further enquiries on this point).

220. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Dover District Councillor J. Back was in attendance and reported on the following:

 That following the refusal of the planning application 16/00136 to build 133 houses on Singledge Lane, a meeting took place to elaborate on the reasons for refusal of the application.  That a further Scrutiny Meeting will be taking place on 18th January regarding the capacity of the pumping station adjacent to Bowmans Place. This will be an opportunity for Southern Water Services to respond to questions previously raised.  The above links in with Councillor Back’s continued work on the flooding issues which continue to affect Singledge Lane, Forge Lane, Nursery Lane and Sandwich Road.  That agreement has been reached confirming that when the DDC Planning Committee attach a condition to any planning application, any revision, removal or addition to that condition must be referred back to the Planning Committee for approval.

Kent County Councillor G. Lymer was in attendance and reported on the following:

 That salt bins have been topped up and any damaged units have been replaced. Gritters are prepared and are standing by for any inclement weather that may arrive.  That he will also be attending the planned Scrutiny Meeting on 18th January and that proposed works are in progress to control the flow of surface flood water directing it away from homes.

Dover District Councillor D. Hannent was in attendance and reported on the following:

 That he attended a recent Cabinet Meeting at which planning conditions and enforcement were discussed.  That the St James development is progressing and the construction of the Cinema has reached 3 storeys.  That the Singledge Lane flooding issues remain a priority and liaison with relevant parties is on-going.

221. COMMITTEES

Having declared a personal interest in this Agenda Item, Councillor S. Rashid withdrew from the Meeting and took no part in the discussions.

The Parish Council received the minutes of the Recreation & Amenities Committee meeting, which took place on 22nd November 2016 and the Finance Committee meeting, which took place on 8th December 2016.

RESOLVED: That the recommendation from the Finance Committee Meeting at Minute No. 205, that the Deputy Clerk shall be awarded the sum of £1084.38 for underpayment of Holiday Pay and Bank Holiday Pay due since the commencement of her employment, and that the pay award detailed in the 2016-2018 National Salary Award shall be implemented for the Clerk, Deputy Clerk and Groundsman with effect from 1st April 2017 and that the Village Cleaner’s salary shall increase to £7.50 per hour in line with the requirements of the National Living Wage, be accepted.

222. REPORTS FROM REPRESENTATIVES

The Council noted the minutes of the KALC Dover Area Committee Meeting which took place on 26th October 2016.

The Council noted Councillor K. Gowland’s reports on the KALC AGM which took place on 19th November 2016, the Kent Highways Parish Seminar which took place on 21st October 2016 and the recent Dover Quality Bus Partnership Meeting. The reports were emailed to all Councillors on 7th January 2017.

The Council noted Councillor K. Gowland’s verbal report following the second meeting of the Whitfield and Aspen School Travel Committee.

The Council noted the invitation from ‘Beeches’ to attend their Social Interaction and Community Engagement Event, which will be taking place on 24th January 2017 at 11am. Councillor Mrs C. Moore has confirmed that she will attend. If any other Councillors wish to go along, they will be made welcome.

The Council considered whether to send a representative to the Lord Lieutenant of Kent’s Annual Civic Service, which will take place at Rochester Cathedral on 3rd February 2017. Councillor K. Gowland advised that he will be attending as KALC representative. Councillor D. Ditcher expressed interest in attending. Details of the event will be provided to Councillor Ditcher. He will confirm his intentions to the Clerk so that the appropriate RSVP may be submitted.

223. HIGHWAYS & TRANSPORTATION ISSUES

The Council considered the current situation on the Traffic Regulation Order application for Archers Court Road and determined if any further work is needed on the application in light of objections received from local residents, before sending the application paperwork in to KCC.

There is no update on investigations into ‘Weight Limit’ or ‘Unsuitable for HGV’s’ signage on Sandwich Road and 20 mph speed limits at various points within the village. This issue remains on-going.

Councillor K. Gowland advised the Council that the lights on Whitfield Hill were now back on and that 20mph speed limit signs had again been posted in the Archers Place area. Kent County Council Highways will be removing the unauthorized signage.

RESOLVED: That the Council will continue with the TRO application in its existing form. Councillor R. Simcock abstained from the vote on this matter.

224. GRANTS AND SUBSCRIPTIONS

The Council considered the request from Porchlight for a donation. Having discussed the matter it was decided that there was no local provision from Porchlight in the Parish area, and limited involvement in the wider District, therefore the request for a donation was declined.

The Council considered the renewal of the Parish Council’s subscription to Clerks and Councils Direct plus Web Library Service at an annual cost of £100.00.

RESOLVED: That the Parish Council shall renew its subscription to Clerks and Councils Direct plus Web Library Service at an annual cost of £100.00.

225. KALC VOLUNTEER SUPPORT WARDEN SCHEME

The Council considered whether to participate in the Kent County Council supported Volunteer Warden Scheme. Following discussion it was decided that the benefit to the Parish would be limited and therefore not to participate at this time.

226. VILLAGE EVENTS

The Council received a short verbal report following the Children’s Christmas Party which took place on 17th December 2016.

227. DEVELOPMENT IN WHITFIELD

This item was covered at previous points during the Meeting. There were no matters that required specific consideration.

228. ANY OTHER BUSINESS

Councillor A. Race advised the Council that the dog waste bin on the footpath at the Singledge Lane end was damaged and required replacement. This bin is not provided by the Parish Council and the problem shall be reported to Dover District Council for their further action.

Councillor A. Race also notified the Council of his intention to resign from the Parish Council in April. He advised that consideration should be given as to a replacement for the organization of the Village Litter Picks.

The Clerk asked the Council to consider if they wish to take part in the ‘Battle’s Over’ tribute Beacon Lighting Ceremony which will take place on 11th November 2018. Registration for taking part in the event is required by the end of March 2017. This shall be placed as an item for discussion at February’s Parish Council Meeting.

The Clerk asked the Council to consider a speaker for the Annual Parish Meeting and gave two possibilities. The Council decided that the Keasney Parks Project would be more relevant to the Parish. The Clerk will approach the project to see if they will attend and give a short address.

249. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That reports have been received that the poles for the Speed Indicator Devices appear to have been installed at the agreed locations. However, no information on the installation of the devices or dates for the required training has yet been advised.  That the works for the replacement of the windows / doors / fascias / soffits and guttering for the Pavilion has been completed.  That the fencing works by Jacksons to enclose the new play area has been completed. An additional fence panel to be sited in the gap along the hedgerow is awaited. The Council has two benches ready to be installed in the area. ‘No dogs’ signs will be placed at the gates in the next few days. Litter bins are still to be ordered.  That the application for the Archers Court Road Traffic Regulation Order was sent to Kent County Council on 25th January 2017.  That a representative from the Kearsney Parks Project has been confirmed as a guest speaker for the Annual Parish Meeting.  That the date of 23rd September has been booked at the Village Hall for the Newsletter Distributors Tea.  That the 50 trees from the Conservation Volunteers have been received and planted.

250. CORRESPONDENCE

The Clerk had received the following correspondence in the preceding period:

 Various contact enquiring as to booking the Village Hall.  Two enquiries for booking the Pavilion for one off events.  Correspondence advising of damage (likely by an HGV attempting to turn) to the War Memorial island.  An email regarding the Sandwich Road speed limit and concerns about the ‘open’ pumping station at Bowmans Place.  An email raising concerns about the increase in vehicles abusing the no right turn from Honeywood Parkway to Melbourne Avenue and entering and exiting the road leading to the transfer station / DDC offices.  An email from a local resident requesting that a number of large trees along the Public Right of Way between Guilford Avenue and Nursery Lane be maintained.  An email, written letter and verbal correspondence about the location of the trees planted in the Recreation Ground.

251. PACT

The Parish Council noted the report, prepared in conjunction with PCSO J. Brook, which covered the following points:

 Continued nuisance youth / Anti Social Behaviour reports in the Old Park area. Tenancy visits are being carried out by the Town and Country Housing Manager.  Willingness to work with the Parish Council to gain as much as possible from the new Speed Indicator Devices, once they are installed.  The possibility of a joint surgery with Parish Council representation at PCSO community surgeries.

252. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The capacity of the Pumping Station at Bowmans Place and any feedback from the Scrutiny Meeting which should have taken place on 18th January.  The reasons for the refusal of permission for the Singledge Lane development – were the existing drainage and sewage issues given as a reason for refusal?  A reduction in the speed limit at Sandwich Road from 40 mph to 30 mph.  Bookings at the Village Hall on Sundays.

253. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer and Dover District Councillor J. Back were not in attendance, and no report was received. Dover District Councillor D. Hannent was in attendance and reported on the following matters:

 That the re-organisation of District Council’s is progressing. Specific information should be forthcoming imminently.  That he is keeping a close watch on the current Sandwich Road works and the subsequent closure of the route. .  That the Singledge Lane flooding issues remain a priority and liaison with relevant parties is on-going.

254. COMMITTEES

The Parish Council received the minutes of the Housing and Planning Committee meeting, which took place on 9th January 2017, the Recreation and Amenities Committee, which took place on 25th January 2017 and the Housing and Planning Committee meeting, which took place on 6th February 2017.

RESOLVED: That the recommendation from the Recreation and Amenities Committee Meeting at Minute No. 235, that the Landscape Services quotation for the grounds maintenance 2017 in the sum of £2,842.78 (excluding VAT) be accepted.

255. REPORTS FROM REPRESENTATIVES

The Council noted the minutes of the KALC Dover Area Committee Meeting which took place on 25th January 2017.

The Council considered sending a representative to the KALC – KFAS Information Event 2017 to be held on 28th February 2017 at the Mercure Maidstone Great Danes Hotel.

The Council noted Councillor K. Gowland’s verbal comments following the second meeting of the Whitfield and Aspen School Travel Committee.

Chairman Councillor J. Goodsell advised the Meeting that following his attendance at the recent NHS information event, a full report will be cascaded, once the minutes have been received.

RESOLVED: That Councillor K. Gowland shall attend the KALC – KFAS Information Event as Whitfield Parish Councils representative. Allowable travel expenses are authorised to be paid, once claimed.

256. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland advised the Council that he has made enquiries into ‘Weight Limit’ or ‘Unsuitable for HGV’s’ signage on Sandwich Road and other potential roads in the village. Given the proximity to the A2, Highways would require advance warning signs to be placed, should a weight limit be considered. ‘No HGV’s’ or ‘Unsuitable for HGV’ signage would not require advance warning signs along the A2. Councillor K. Gowland has now approached Kent County Councilor G. Lymer to pursue the matter further.

Councillors raised concerns over recent queuing traffic along the Sandwich Road (toward the Whitfield Roundabout) with vehicles trying to access the car-wash. The Clerk was asked to bring this to the attention of the local PCSO to monitor the situation.

CURRENT CONSULTATIONS

The Council considered its response to Kent County Councils Freight Action Plan for Kent consultation.

RESOLVED: That Councillor Mrs. C Moore will respond and make comments for Whitfield Parish Council.

257. GRANTS AND SUBSCRIPTIONS

The Council considered the renewal of the subscription to Action with Communities in Rural Kent at an annual cost of £50.00.

RESOLVED: That the Parish Council shall renew its subscription to Action with Communities in Rural Kent at a cost of £50.00.

258. INTERNAL AUDITOR

The Council considered the appointment of Lionel Robbins as Internal Auditor for the 2016 / 2017 financial year.

RESOLVED: That Lionel Robbins shall be appointed as Internal Auditor for Whitfield Parish Council for the 2016 / 2017 financial year.

259. PARISH BASIC ALLOWANCE

The Council considered the Clerk’s report regarding the payment of the Parish Basic Allowance for the 2016 / 2017 year to eligible Councillors.

RESOLVED: i) That the Parish Allowance shall be paid to qualifying Councillor’s for the 2016 / 2017 year. ii) That the amount payable shall be the amount paid for the 2015 / 2016 year of £269.96 for Councillor’s and £539.91 for the Chairman, with a rate of inflation increase (as at February 2017) applied.

260. IDENTIFICATION CARDS

The Council considered providing identification cards to Councillors (and staff) and considered the layout, colour and content of the document.

RESOLVED: That the identification cards should contain a photo, name and position of the holder, the council crest and text to state that the holder of the card is a representative of the Council. The card shall be issued to Councillors and staff and will be a white background with purple writing. Councillor G. Cole will take this forward.

261. KENT WILDLIFE TRUST

The Council considered Kent Wildlife Trusts offer to come along to a Council Meeting to present their plans for Lydden Roadside Nature Reserve and whether to allow them to submit an information item for the Parish Newsletter.

RESOLVED: That Kent Wildlife Trust shall be invited to give a presentation at a mutually convenient Parish Council Meeting and that they be advised that they may submit an information item for the Parish Council Newsletter.

262. TRAINING AND EVENTS

The Council noted the following KALC workshops / training courses:

Neighbourhood Planning Workshop, 22nd February 2017 9.30am at Lenham Community Centre. Energy and Renewable Power for the Local Council of Tomorrow, 18th February 2017 9.30am at Elham Village Hall. The Dynamic Councillor training module 18th May 2017 at Harrietsham Village Hall and 23rd May 2017 at West Faversham Community Centre.

263. VILLAGE EVENTS

The Council considered participating in the Beacon Lighting Ceremony to commemorate ‘Battle’s Over’ - A Nation’s Tribute on 11th November 2018.

RESOLVED: That Whitfield Parish Council will not take part in the Beacon Lighting Ceremony to commemorate ‘Battle’s Over’ - A Nation’s Tribute on 11th November 2018.

264. DEVELOPMENT IN WHITFIELD

This item was covered at previous points during the Meeting. There were no matters that required specific consideration.

265. ANY OTHER BUSINESS

Councillor A. Lamont advised the Council that the Old Park Community Centre is now used by a Consulting Company undertaking work for the NHS and is no longer available for community use.

Following complaints about the placement of some of the trees planted on the Recreation Ground. It was agreed that a response be made that the Council is committed to replacing trees on the Recreation Ground that have been lost through disease or damage and that trees that border a residents property will be maintained and ‘lopped’ when they reach a height of approximately 15 to 20 feet so that they grow out, rather than up.

Councillor Mrs C. Moore advised that the Parish Council Children’s Easter Egg Hunt shall take place on Thursday 13th April 2016, 2pm to 4pm, at the Pavilion.

Councillor R. Simcock enquired as to the Council policy regarding the gates to the Recreation Ground car-park being open / closed.

The Clerk advised the Meeting that given the imminent reduction in Councillors, some thought will have to be given as to the Councils ability to carry out Community Events. The reduction in Councillors means a reduction in available people to steward, which is a Health and Safety requirement.

The Chairman advised that he will prepare an article for the newsletter to publicise the up- coming Council vacancies.

The Clerk advised the Council of the KALC Planning Conference which is scheduled to take place on Thursday 23rd March 2017 at West Faversham Community Centre.

285. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That the work to repair the damage to the War Memorial traffic island has now been completed by Dover District Council.  That the Speed Indicator Device located at Archers Court Road since Friday 24th February is still working on the first battery installation. When the battery requires changing the first data will be downloaded and the Device re-located to another site, probably Sandwich Road.  That receipt of the application for the Archers Court Road Traffic Regulation Order has been acknowledged. The Parish Council are advised that it may take up to three months to decide the matter.

The property was entered and a quantity of cash stolen.  An email from the PCSO advising of the deployment of a device in Whitfield to gather data for a speed survey.

287. PACT

The Parish Council noted the report, prepared in conjunction with PCSO J. Brook, which covered the following points:

 Continued nuisance youth / Anti Social Behaviour reports in the Old Park area.  The deployment of a temporary CCTV camera from the Community Safety Unit to monitor the situation.  Willingness to work with the Parish Council to gain as much as possible from the new Speed Indicator Devices, once they are installed.  Resident concerns about the abuse of the ‘no right turn’ off of Honeywood Parkway into Melbourne Avenue and, from the opposite direction, into Honeywood Close.

288. KENT WILDLIFE TRUST

The short presentation from Kent Wildlife Trust regarding plans for Lydden Temple Ewell Roadside Nature Reserve did not take place due to illness. The talk may be re-scheduled for a future date.

289. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The policy on the use of the Recreation Ground car-park for people attending events at the Pavilion. All regular hall users have a key to the car-park and are responsible for opening the gates to allow access for attendees to park off of the highway to alleviate congestion in the road which causes inconvenience to buses and local residents  Inconsiderate and unlawful HGV’s parking on pavements, obstructing pedestrian access and causing a hazard to other drivers. Kent County Councillor G. Lymer will make a new approach to the Kent Police and Crime Commissioner for a sustained operation to target offenders. He will also propose to Kent Highways that the area on the A2, opposite McDonalds and immediately off of the Whitfield roundabout travelling toward Canterbury, be ‘banked up’ so that HGV’s may not stop there.

290. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was in attendance and gave the following report:

 That a recent meeting with Southern Water and other stakeholders concerning the Nursery Lane / Forge Lane flooding took place and was generally positive. Specific issues have been identified and will be taken forward by Kent County Council. Liaison with Abbey Homes, who are believed to own the sump / soak next to the Southern Water Pumping Station at Sandwich Road, is on-going. Should the Pumping Station at Sandwich Road fail, Southern Water will be taking action to ensure the prompt repair, which will hopefully reduce the impact of the failure.  That he has been discussing the issue of all day (non-resident) parking in Singledge Avenue with a concerned resident. He has put forward some suggestions to try and address the problem.  That Kent County Council continue to pursue pot hole repairs across the County. Please continue to report using the on-line tool.

Dover District Councillor J. Back was in attendance and gave the following report:

 That on-going liaison with Southern Water and Dover District Council regarding sewage infrastructure for Whitfield is proving positive. A further meeting with key stakeholders is imminent.  A scrutiny meeting will be taking place on Wednesday 15th March, where Southern Water will be called upon to answer questions about the pumping of sewage along Sandwich Road to the Pumping Station and the impacts of the connection for the new properties built at Filed View Road.  That the properties at Richmond Park which are occupied are connected to a sewage holding tank, which is emptied two weekly, however, there is only capacity for 23 houses to be connected to this tank.  The delayed infrastructure works on the A256 and the access road to the new development for the possibility of a compensatory payment being received.  That he intends to suggest that a clause be placed on approved planning applications that if a planning condition is altered or broken, financial penalties may be applied by the planning authority.  That any damage to Archers Court Road, potentially due to prolonged use by HGV’s, may be assessed once the use is discontinued.  That the planning application for Phase II of the Whitfield Urban Expansion has been refused. Site entry and exit is not detailed and no information is given as to how the practicalities of this will be implemented.

Dover District Councillor D. Hannent was in attendance and gave the following report:

 That a meeting of the Dover District Council regarding the amalgamation of Dover District Council, Shepway District Council, Canterbury City Council and Thanet District Council will be taking place next week where methods of consultation will be decided.  That in his capacity as Vice-Chairman of the Scrutiny Committee the process for tendering of contracts that Parish Councils must follow has recently been looked into following a complaint. Councillor Hannent advises that Parish Councils should ensure that they follow their Financial Regulations and Standing Orders to avoid future problems.

The Parish Council noted the minutes of the Recreation and Amenities Committee Meeting, which took place on 28th February 2017 and the Housing and Planning Committee Meeting, which took place on 6th March 2017.

292. REPORTS FROM REPRESENTATIVES

The Council noted Councillor K. Gowland’s report from the KALC – KFAS Information Event 2017, held on 28th February 2017.

293. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland advised the Council that the ‘SLOW’ road markings on Nursery Lane are scheduled to be re-painted in April.

Councillor K. Barraclough enquired as to whether the damaged sign that was ‘cut-off’ at the Sandwich Road / Beauxfield roundabout is intended to be replaced or removed. Councillor K. Gowland will look into this.

Councillor Mrs W. Bowman has received complaints about individuals leaving Mayfield Road, from the direction of the school, and failing to give way at the Allison Crescent / Mayfield Road junction. Councillor K. Gowland will have a look at the junction to see if the road markings are clear and appropriate signage is in place.

Chairman Councillor J. Goodsell commented that, in his opinion, the Speed Indicator Device at Archers Court Road is having a beneficial effect in slowing down the traffic.

294. GRANTS AND SUBSCRIPTIONS

The Council considered the renewal of the Parish Clerk’s membership of the Society of Local Council Clerks at an annual cost of £139.00.

RESOLVED: That the Clerk’s membership of the Society of Local Council Clerks shall be renewed at a cost of £139.00 for the year 1st April 2017 to 31st March 2018.

295. UK POWER NETWORKS PRIORITY SERVICES REGISTER

The Council considered UK Power Networks request to assist with public awareness of the extra support available for vulnerable people.

RESOLVED: That information will be placed on the Parish Council Website and, if space allows, a further item will be placed in the Parish Newsletter.

296. TREES PLANTED ON THE RECREATION GROUND.

The Parish Council considered its position regarding the planting of trees along boundary fencing of the Recreation Ground in light of complaints received.

The Parish Council considered the request of a local resident to have the lower branches of an established tree that overhangs her property to be lopped.

RESOLVED: 1) That the Clerk, in conjunction with the Chairman, will compose a further, final, response.

2) That the Clerk will arrange for the lopping of the lower branches of the identified tree.

297. WHITFIELD VILLAGE HALL

The Council considered the letter from Whitfield Village Hall regarding a financial request to enable modernization of the roof.

RESOLVED: That the Council will not contribute to the requested costs at this time. The Clerk shall compose an appropriate response letter.

298. VILLAGE EVENTS

The Council considered the budget provision for the Children’s Easter Egg Hunt, taking place on Thursday 13th April 2017 at 2pm.

RESOLVED: That the sum of £250.00 be made available for the Children’s Easter Egg Hunt.

299. DEVELOPMENT IN WHITFIELD

Chairman Councillor J. Goodsell provided an update regarding the new school. He advised that:

 An application for a further mobile classroom will be lodged soon.  The intake for last year was 78 in reception (an increase from 60 on the normal 2 form entry).  An additional 4 parking spaces will be provided bringing the total number to 15 on site spaces.  The proposed one-way system (to alleviate congestion around the school) was deemed to be not viable and will not be pursued further.  The new school planning application is expected soon, the transfer of ownership is expected in June / July 2017, meetings with the developer have been positive and arrangements for drainage are being finalised.  The school is still expected to be ready in summer 2018.  It is yet to be decided how the final schools will be split.  Access arrangements are still to be finalized.

322. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The position of the District Councillor and County Councillor following Southern Water Services statement that the misconnection in the area of the Sandwich Road Pumping Station is to be removed and what plans will be made for the waste water removal of those properties that are currently misconnected. The position of the planning application for a further 26 houses at the Bowman's Place site, given the on-going sewage / drainage issues and the long term plans for a robust pumping station to serve the needs of all.  The newly planted trees on the Recreation Ground and the lack of response to a letter sent to the Parish Council on the subject and The Parish Councils intentions as to the new trees and their proximity to some residents boundaries.

323. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was in attendance, but had to leave. Dover District Councillor David Hannent provided Councillor Lymer’s report on the following:

 That Kent County Council’s pot hole blitz continues. A white line refresh is also taking place in the area and its surrounds.  KCC will receive a sum of £2 million for Adult Social Care.  A reminder of the up-coming Kent County Councillor Elections on May 4th.

Dover District Councillor D. Hannent was in attendance and gave the following report:

 A summary of the Statement issued by Southern Water Services following the Scrutiny Meeting at DDC and how the suggested actions have come about.  His on-going gathering of information regarding the parking problems in Chestnut Close.  His awareness of the issues raised regarding the planning breeches at the Abbey Homes (Bowman's Place) development concerning buffer / screening zones.  Recent liaison with residents in relation to the Public Right of Way which runs between Guilford Avenue and Nursery Lane, particularly the trees that border the pathway.  Continued high level discussion around the amalgamation of District Councils.

Councillor K. Gowland advised the Council that the ‘SLOW’ road markings on Nursery Lane had been repainted. However some ‘unofficial’ ‘SLOW’ markings had also been painted on to the road in a nearby area.

327. SPEED ISSUES IN THE VILLAGE

The Council noted that the Speed Indicator Device had been relocated to Sandwich Road and the data from the period that the device was at Archers Court Road has been downloaded. However some further work is required to analyse the data into a useable format to be shared with Councillors.

The Council considered a verbal report from the Parish Clerk about the possibility of supporting a Speedwatch scheme for the village. Councillors agreed to the placing of a notice in the Parish Newsletter to establish local interest and, depending on the response, giving consideration as to whether continuing further with the scheme would be viable.

The Council considered the renewal of the Parish Council’s membership of the Kent Association of Local Councils (and the National Association of Local Councils) at an annual cost of £1,480.01 (inclusive of VAT).

The Council considered the request from St Peter’s Church for a donation to assist with the cost of grass cutting for 2017 / 18. The Parish Council has previously granted the sum of £350.00 for the 2016 / 17 year (copy attached).

RESOLVED: 1) That Whitfield Parish Council's membership of the Kent Association of Local Councils (and the National Association of Local Councils) shall be renewed for the 2017 / 2018 year at a cost of £1,480.01, inclusive of VAT.

The Council noted the KALC Annual Councillor’s Conference, taking place on 8th July at Downswood Community Centre at a cost of £72.00 (inclusive of VAT).

330. RECREATION GROUND

The Council considered the recent removal of trees, bushes and undergrowth behind 89 Alison Crescent and discussed what action to take in this instance and any future occurrences of removal of trees, bushes and undergrowth without permission of the Council.

The Council considered the issue of residents installing gates onto the Recreation Ground without permission and considered Parish Council Policy on this matter.

The Council considered further action on the alteration to the boundary between the Recreation Ground and Beeches and the lack of an admission of liability by the site owners for future responsibility, care, maintenance and legal liability for the trees and bushes that are now on the Recreation Ground side of the newly installed fence.

RESOLVED: 1) That advice shall be sought from the National Association of Local Councils, via the Kent Association of Local Councils, to clarify the legal position regarding the unauthorized removal of trees etc. Once advice is obtained the Council will consider the next course of action. A letter shall be sent to the resident concerned advising them of the Councils position.

2) That advice shall be sought from the National Association of Local Councils, via the Kent Association of Local Councils, to clarify the legal position regarding direct access gates from residential properties onto the Recreation Ground. The Council considered attendance at the Beeches Official Opening, to be held on 7th June 2017 in the afternoon, and the request for use of the Recreation Ground car park for the duration of the afternoon.

The Council noted the progress update for the Childrens’ Easter Party, due to take place on Thursday 13th April at 2pm.

The Council noted the progress update on the Annual parish Meeting, due to take place on Wednesday 19th April 2017 at 7.30pm in the Village Hall.

RESOLVED: That Councillor’s Bass, Bowman, Ditcher and Gowland shall attend the Beeches official opening, any other Councillors wishing to attend shall let the Clerk know as soon as possible. Permission to use the Recreation Ground car-park is given, on the condition that parking is ‘monitored’ to ensure that vehicles are parked appropriately and without causing obstruction, or parking on the grass areas.

The Clerk advised the Council of Dover District Councils forthcoming ‘Later Life’ event, taking place at Pencester Park, on 11th May 2017.

The Clerk notified the Council of the upcoming Open Air Cinema event at Kearsney Abbey, showing the Lion King on Friday 26th May 2017 at 7.30pm.

The Clerk advised the Council of a recent communication from a resident suggesting the inclusion of a regular Poker League which takes place at the Whitfield Club every Tuesday evening in the ‘What’s On’ section of the Parish Council Newsletter. The Council asked that this be placed on the Agenda for the next Parish Council Meeting.

Councillor D. Ditcher referred to recent issues of vandalism to the tree saplings, support canes etc. He suggested that the Chairman make reference to the problem in his annual report.

Hannent, in his professional capacity of Chartered Surveyor, regarding the Beeches / Recreation Ground boundary. This shall be placed as an item for further consideration at the next Parish Council Meeting.

The Clerk delivered a short report following a liaison meeting with the PCSO which covered the following points:

8. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The newly planted trees on the Recreation Ground, particularly the proximity to property and each other, the effects of leaf fall and root damage, the lack of consultation with affected residents, the potential problems that pollarding may cause and the impact of the clay soil on the root spread.  The clearance of trees and vegetation from the rear of a property in Alison Crescent.  The introduction of local residents who are willing to take on the shared role of Team Leader for the Litter Pick.

9. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was in attendance and reported on the following matters:

 His re-election to Kent County Council for the Whitfield area.  His on-going work to address the flooding in Singledge Lane, Nursery Lane and surrounds. The recent work that has taken place to put ‘high’ kerb stones along the lower end of Sandwich Road in effort to control / manage water flow and the future of the triangular area of land adjacent to Field View Road.  Southern Water Services commitment to keep a stock of ‘spares’ at the Sandwich Road Pumping, to allow swift repair when the need arises.  His intention to request that the current 40mph speed limit in Sandwich Road be reduced to 30mph, the possibility of the removal of the speed cushions and subsequent replacement with vertical humps.

The Parish Council noted the minutes of the Recreation and Amenities Committee Meeting, which took place on 25th April 2017 and the Housing and Planning Committee Meeting, which took place on 2nd May 2017.

The Parish Council considered Committee membership for the 2017/18 Council year.

11. REPORTS FROM REPRESENTATIVES

The Council considered sending a representative to the Hill at the Heart Steering Group Meeting at Dover Town Council Offices on Tuesday 13th June at 1.30pm.

RESOLVED: The Councillor A. Lamont shall attend the Hill at the Heart Steering Group Meeting.

12. HIGHWAYS & TRANSPORTATION ISSUES

The Council discussed the data gathered from the Speed Indicator Device following its placement at Archers Court Road and Sandwich Road. The device is now sited at Singledge Lane.

13. SPEED ISSUES IN THE VILLAGE

The Council noted that the Speed Indicator Device had been relocated to Sandwich Road and the data from the period that the device was at Archers Court Road has been downloaded. However some further work is required to analyse the data into a useable format to be shared with Councillors.

The Council considered a verbal report from the Parish Clerk about the possibility of supporting a Speedwatch scheme for the village. Councillors agreed to the placing of a notice in the Parish Newsletter to establish local interest and, depending on the response, giving consideration as to whether continuing further with the scheme would be viable.

14. GRANTS AND SUBSCRIPTIONS

The Council considered the renewal of the Parish Council’s membership of the Campaign to Protect Rural England and the amount of membership gift to be paid.

RESOLVED: That Whitfield Parish Council's membership of the Campaign to Protect Rural England shall be renewed for the 2017 / 2018 year at a cost of £50.00.

15. TRAINING AND DEVELOPMENT

The Council noted the following Training Events from Kent Tree and Pond Partnership:

16. RECREATION GROUND

The Council could not give consideration to next action(s) regarding the recent removal of trees, bushes and undergrowth behind 89 Alison Crescent as the advice has not yet been received.

The Council could not give consideration to next action(s) regarding the issue of residents installing gates onto the Recreation Ground without permission, nor decide Parish Council Policy on this matter as the advice has not yet been received.

This Agenda Item shall be carried forward to the Parish Council Meeting of 13th June.

The Clerk advised the Council that the slide in the ‘old’ play area had been taken out of use for the time being, pending maintenance issues.

17. NEWSLETTER

The Council considered the inclusion in the Parish Newsletter, of a Poker League, which takes place at the Whitfield Club, on a weekly basis.

RESOLVED: That the item shall be placed in the ‘What’s On’ section, on a trial basis.

18. VILLAGE EVENTS

The Clerk advised the Council that the next scheduled Meeting of the Fayre Working Party has been re-scheduled to Friday 19th May at 11am.

Councilor Mrs N. Bass advised the Council that she has taken on the delivery of the Newsletter to France Road.

42. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That following the placement of a notice in the Parish Newsletter, there were no volunteers expressing an interest with regard to setting up a SpeedWatch scheme in the village.  That a letter to Kent County Council regarding the Beeches boundary is in the process of being written. It will be completed and sent shortly.  That as per the Parish Council Meeting of July 2016, a letter was composed and sent to Kent Highways regarding the traffic problems around the Whitfield Waste Transfer Site. At the Parish Council Meeting of September 2016, the acknowledgement received from Waste Support was shared with Councillors. Given recent escalated problems, a further letter will be sent and copied to Kent County Councillor G. Lymer and Environmental Health / Crime at Dover District Council.

43. CORRESPONDENCE

The Clerk had received the following correspondence in the preceding period:

 Concerns from at least three residents about the overgrown weeds along the pathway between the Village Hall and Mayfield Road.  An email regarding the overgrown state of the footpath that runs along Beauxfield then on to , along with concerns that residents appear to dump their own garden waste along the footpath.  An email regarding the piece of land between Farncombe Way and Whitley Walk (previous Parish Council documents refer to this as the Green Area Group land) regarding the abandoned cars and requesting that previous fencing be reinstated to stop vehicular access.  An email raising concerns about the abuse of the ‘no right turn’ from Honeywood Parkway into Melbourne Avenue.

 Telephone contact regarding speeding traffic in Bewsbury Cross Lane and its use as a ‘cut through’ by certain driver groups to avoid the speed humps.  An email regarding speeding traffic in Archers Court Road.  An email regarding volumes of traffic and congestion in Archers Court Road. .  Correspondence regarding speeding traffic in Sandwich Road and concerns about the localized flooding in that area, along with concerns about the Sandwich Road pumping station.  Correspondence regarding the recent terrorist attacks in London.  Three emails regarding the removal of street lights at various locations throughout the village.

44. PACT

The PCSO had provided the following report via a liaison meeting with the Parish Clerk which covered thse points:

 Continued Anti-social behaviour and nuisance in the Old Park area.  The recent data provided by the Speed Indicator Device.  An attempted burglary in Archers Court Road.  Theft from vehicles in Elysium Park Close, and Courtland Avenue.  Crime prevention advice and ways of contacting the local police.  The next PCSO Parish Surgery which is due to take place on 13th July 2017, between 10am and 11am at the Farmers Market.

45. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The pathway between the Village Hall and Mayfield Road.  Hedges encroaching onto pathways and roadways in the village.  The construction traffic site access along Archers Court Road and the proposed bus gate.

46. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was not in attendance, however he provided the following update:

 The recent work that has taken place to put ‘high’ kerb stones along the lower end of Sandwich Road in effort to control / manage water flow and flooding in the Forge Lane area.  The proposed works to clear the bund at the Singledge Lane / Nursery Lane junction.

Dover District Councillor D. Hannent and Dover District Councillor J. Back were not in attendance. Dover District Councillr J. Back provided the following update:

 That the proposed Meeting with Southern Water has still not taken place.  That the Singledge Lane application will now be able to include Highways as a reason for refusal  That he has been made Vice Chairman of the Joint Transport Board.

47. COMMITTEES

The Parish Council noted the minutes of the Recreation and Amenities Committee Meeting, which took place on 23rd May 2017 and the Housing and Planning Committee Meeting, which took place on 5th June 2017.

The Parish Council considered the ‘Resolved to Recommend’ item at Minute Number 342 of the Recreation and Amenities Committee Meeting which took place on 25th April 2017.

RESOLVED: That an Assistant Groundsman be employed for 15 hours per week (plus extra hours on a flexible basis) at an approximate cost to the Parish Council of £6,200.

48. FUTURE ORDER OF AGENDA ITEMS

The Parish Council considered the current regular Agenda Items that are included for discussion at Parish Council and Committee Meetings. It was agreed that to avoid duplication, ‘Highways and Transportation’ will be removed from the Recreation and Amenities Agenda, and will remain on the Parish Council Agenda. ‘Development in Whitfield’ will be removed from the Housing and Planning Agenda, and will remain on the Parish Council Agenda. The Housing and Planning Committee shall be renamed as the Planning Committee. Any Other Business shall be added to all Committee Meeting Agendas. The Clerk reminded Councillors that they should contact the Clerk or Deputy Clerk to advise of absence or give apologies, depending on which of them is attending the Meeting. Any notifications of errors or omissions to Minutes should be advised to whoever took the Minutes of the Meeting.

The Council noted Councillor K. Gowland’s report from the Dover Area KALC Meeting which took place on 26th April 2017. .

50. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland advised the Meeting that all scheduled road schemes in the village were complete, or very near completion.

Councillor K. Gowland also advised the Council that he had been advised that ‘Unsuitable for HGV’ signage for Sandwich Road is unlikely to be approved as he has been told that Sandwich Road is designated as a ‘A’ road, and by definition, cannot be unsuitable for HGV’s.

Councillor K. Gowland advised the Council that both Kent County Council and Dover District Council are conducting structural surveys on their street lights. For the street lights that have been removed, replacement will depend on availability of funds. Further information may be available at a later date.

51. GRANTS AND SUBSCRIPTIONS

The Council considered the renewal of its membership of the Kent County Playing Fields Association at an annual cost of £20.00 per annum.

The Council considered the following Training Events.

RESOLVED: That Councillor A. Lamont shall attend the Councillors Conference, if he is available, and the associated costs and expenses should be claimed.

53. CONSULTATIONS

The Council considered its response to the Department for Communities and Local Government’s consultation regarding Park Run.

RESOLVED: That Councillor Mrs W. Bowman shall collate a response on behalf of the Parish Council that any decision on whether to charge Park Run to use Local Authority owned facilities, should remain at the discretion of the individual Local Authority concerned.

54. REPLACEMENT OF PLASTIC CHAIRS

The Council considered the 3 quotes obtained for the purchase of 20 plastic skid base chairs:

Equip 4 Work £576.00 inclusive of VAT. KCS 4 Education £468.00 inclusive of VAT. Gopak £495.60 inclusive of VAT.

RESOLVED: That 20 Skid Base Chairs shall be purchased from Gopak at a cost of £495.60. Although this is not the cheapest quotation, they are the only provider that can meet the delivery deadline.

55. MERCHANT NAVY DAY

The Parish Council considered the purchase of the Red Ensign Flag and taking part in the flying of the Red Ensign for Merchant Navy Day on 3rd September 2017. The Parish Council decided not to participate in the planned ceremonies this year.

56. RECREATION GROUND

The Parish Council considered the quotes received from Burgess Marine in the sum of £1411.10 (excluding VAT) and Wicksteed Leisure in the sum of £1508.96 (excluding VAT) to repair the ‘old’ slide in the play area.

The Parish Council considered the options for the repair / replacement of the Captain Mannering slides.

The Council considered their next action(s) following advice received from NALC regarding residents installing gates onto the Recreation Ground without permission and considered Parish Council Policy on the matter.

RESOLVED: a) That the quotation from Burgess Marine be accepted to repair the ‘old’ slide at a quoted cost £1,411.10 (excluding VAT).

b) That the damaged Captain Mannering slides be replaced as follows: the north-east facing slide shall be replaced by a steel chute. The south-east facing slide shall be removed and replaced by a vertical climber.

c) That the resident concerned with the unauthorized removal of trees on the Recreation Ground boundary be contacted in writing to advise that no further action will be taken regarding the trespass, however, the Council would like the trees to be replaced.

d) That the Parish Council will not take any action regarding gates that access the Recreation Ground from private residences which are already in place, as long as no problems arise. However, any new gates or access points will be expected to seek permission and provide reasons. A notice shall be placed in the Parish Newsletter to this effect.

Councilor K. Gowland advised the Meeting that he had been appointed by Dover District Council Cabinet to the Dover Local Plan Advisory Group, representing Parish Councils in the District.

Councillor K. Gowland also advised the Meeting that he had been awarded, following nomination by Guston Parish Council, a KALC Community Award in recognition of his long standing service.

Councillor Mrs W. Bowman suggested that the Council consider an alternative to the distribution envelope that circulates to Councillors.

Chairman Councillor J. Goodsell suggested that Councillors remind themselves of the Parish Councils Standing Orders in regard to conduct during Parish Council Meetings. If anyone has any suggestions or comments then please approach him accordingly.

An enquiry was made regarding the progress regarding the provision of identity cards / badges. Councillor G. Cole will advise the Clerk of the photographs that he has received. The Clerk shall ‘chase up’ the remaining.

81. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That the repairs to the ‘old’ slide are due to be completed this week and the new steps put back in place by the end of the week.  That the letter to Kent County Council regarding the Beeches boundary has been acknowledged. A site visit is anticipated in the next few weeks.  That a further letter was sent to Kent County Council Waste Services regarding issues with the Waste Transfer Site at Whitfield and was copied to Kent County Councillor G. Lymer and Environmental Health / Crime at Dover District Council. A response has been received from Waste Services which has been shared with Councillors via email.  The repairs to the Captain Mannering play equipment are on-going. The matter has been passed to Sovereigns schedulers and I have been advised that they will make contact in due course.  Correspondence was sent to the resident who cut down some trees on the Recreation Ground. He is willing to replace the trees and will liaise with a member of the Parish Council to discuss further.  Given the recent increase in problems with Public Rights of Way in the village a schedule of operational priorities has been obtained by the Clerk.  As agreed at the June Parish Council Meeting, Councillor Mrs W. Bowman has responded to the NALC Policy Consultation PC4-17 on Parkrun.  Contact has been made with Whitfield WI regarding the catering of the Newsletter Distributor’s Tea, scheduled to take place on 23rd September.

 An enquiry from a member of the public about the slides being out of commission.  An email regarding the road and pathway at the end of Singledge Lane (by the fuel station) requesting that the road be cleaned and overhanging trees cut back.  An email concerning the pathway between the Village Hall and Mayfield Road.  An email about the parking at the Mayfield Road / Alison Crescent junction at school pick up time.  Concern about speeding traffic in Bewsbury Cross Lane and its use as a ‘cut through’.  An email enquiring about the speedwatch scheme.  An email regarding speeding traffic at the lower end of Sandwich Road and a request for further enforcement by the local Police.  A report that the footpath along Alison Crescent has sunk causing a trip hazard.  An email regarding the piece of land between Farncombe Way and Whitley Walk (previous Parish Council documents refer to this as the Green Area Group land) regarding the abandoned cars and requesting that previous fencing be reinstated to stop vehicular access.  Numerous emails regarding the removal of street lighting poles in the village  Various residents concerns regarding the lorry park application at Palmerston Road.  Notification of Kent Fire and Rescue Services Fire Hydrant Initiative Project.  A request to place an item in the Parish Newsletter appealing for witnesses to a vehicle collision which happened in April.  An alleged dog attack on the Recreation Ground which took place on Saturday 8th July. The PCSO had provided the following report via a liaison meeting with the Parish Clerk which covered these points:

 Continued Anti-social behaviour and nuisance in the Old Park area.  The recent data provided by the Speed Indicator Device.  An incident of a catapult being used on the Recreation Ground, which broke the window of a property in Beauxfield.  Incidents of eggs being thrown at vehicles and property.  Reports of nuisance from a house party which took place at Newlands.  Theft of a blue disabled badge form a vehicle parked in a car park.  Crime prevention advice and ways of contacting the local police.  The next PCSO Parish Surgery which is due to take place on 10th August 2017, between 10am and 11am at the Farmers Market.

84. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The planning application for a lorry park in the vicinity of Palmerston Road.  Road surface noise at the lower end of Sandwich Road. A Kent County Council Highways Engineer has agreed that the road needs resurfacing, however the resident has been informed that this will not be given priority.  The ‘open’ Southern Water Services pumping station at the lower end of Sandwich Road.

85. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was not in attendance, however he provided the following update:

 That he attended a recent Meeting regarding illegal lorry parking, organised by Charlie Elphicke MP.  That he attended the recent official opening of Beeches, Cranleigh Drive.  That he has received a recent enquiry from a resident of Guildford Avenue regarding the removal of lamp standards in the area. Enquiries indicated that the lamp removal has been undertaken by Dover District Council.

Dover District Councillor J. Back was not in attendance. Dover District Councillor D. Hannent was in attendance and provided the following update:

 That the lamp standard removal by Dover District Council resulted in the removal of 157 posts. Only 50 will be replaced.  That he attended the recent presentation at Whitfield Aspen School displaying the plans for the new school building.  That he is aware of the planning application for a lorry park at Palmerston Road, and has also been approached by local residents who have concerns.  That he intends to attend the Village Fayre, taking place on Saturday.

The Council noted Councillor K. Gowland’s report from the Dover Joint Transportation Board of the 15th June 2017.

87. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland advised the Meeting that the recent issue of pathway subsidence along Alison Crescent has been temporarily repaired to alleviate the trip hazard. It is acknowledged that the pathway needs resurfacing at a later date and will be factored into a repair schedule.

Councillor K. Gowland advised the Council that both Kent County Council and Dover District Council have been conducting structural surveys on their street lights. Dover District Council will replace some of the removed street lights, but not all. Lights are likely to be replaced only in certain areas such as junctions, schools, unsafe areas or areas with vulnerable residents. Kent County Council will replace their removed lights and remove the ‘stumps’ which have currently been left in situ.

Councillor K. Gowland confirmed that he had managed to secure a one week extension to the recent Stagecoach bus service consultation.

Councillor K. Gowland also attended the recent Meeting, organized by Charlie Elphicke MP regarding HGV’s and Operation TAP.

The Council asked that an update be sought regarding the Archers Court Road Traffic Regulation Order application.

88. VILLAGE EVENTS

89. DEVELOPMENT IN WHITFIELD

Chairman Councillor J. Goodsell informed the Council that the Planning Committee had submitted comments on the recent Phase II planning application and the Palmerston Road Lorry Park, which the Clerk has subsequently been advised was invalidated and withdrawn.

The Parish Council considered the ‘Resolved to Recommend’ items at Minute Number 94 and 95 of the Finance Committee Meeting which took place on 18th July 2017 and Minute Number 106 from the Finance Committee Meeting which took place on 15th August 2017.

RESOLVED: 1) That the Revised Standing Orders be adopted by Whitfield Parish Council with immediate effect.

2) That the revised Financial Regulations be adopted by Whitfield Parish Council with immediate effect.

3) That following satisfactory performance review, the Clerk’s salary shall increase to the next Spinal Column Point (from SCP 22 to SCP 23) with effect from 1st April 2017.

The Parish Council considered the addition of a fourth member of the Finance Committee, to allow for unexpected absences.

116. MATTERS ARISING

The Clerk updated the Council on the following matters:

 That the vacancy for an Assistant Groundsman has been advertised. The closing date for applications is Friday 29th September 2017.  That the repairs to the Captain Mannering play equipment are scheduled to commence on Monday 18th September 2017.  That Kent County Council will be re-issuing the Consultation documents in respect of the Archers Court Road Traffic Regulation Order due to a slight administration error in the paperwork. The closing date following the re-issue will be 16th October 2017.

117. CORRESPONDENCE

The Clerk had received the following correspondence in the preceding period:

 An enquiry from a member of the public as to why lorries continue to use Archers Court Road to access the Richmond Park development site.  Correspondence from a concerned resident regarding the trees along the Public Right of Way between Guilford Avenue and Nursery Lane.  An enquiry from a residents representative group as to how to implement a 20 mph speed limit in their immediate area.  An email notifying the Parish Council that there will be a presentation regarding the proposal to dredge the Goodwin Sands.  Correspondence from Dover District Council Development Control regarding the piece of land between Farncombe Way and Whitley Walk (previous Parish Council documents refer to this as the Green Area Group land) and its alleged designation as a children’s play area.  Concern about speeding traffic at the lower end of Sandwich Road and a request that this be brought to the attention of the Police / PCSO.

 An enquiry for a regular booking of the Sports Pavilion and Recreation Ground for a local running club.  An email from a concerned resident regarding the drainage issues in the village and the long term plans, given the significant development that is proposed.  A report of damage to the roof of the Captain Mannering.  Concerns from a local resident regarding the increase in use, failure to use caution and speed of traffic in Bewsbury Cross Lane.  A general report regarding overgrown hedges from residential properties causing obstruction to pathways, roads and line of vision from junctions.  An invitation to attend the SECAmb annual members meeting on 28th September 2017.  Notification that Dover District Council has given the go ahead for construction of the new Leisure Centre in Whitfield. The new Centre is planned for opening in early 2019.

118. PACT

The PCSO had provided the following report via a liaison meeting with the Parish Clerk which covered these points:

 Continued Anti-social behaviour and nuisance in the Old Park area.  The recent data provided by the Speed Indicator Device.  Reports of a young male living in his car which has been parked at various locations in the village.  Incidents of break in / attempted break in to properties.  Incidents of theft from vehicles at various locations within the village.  Crime prevention advice and ways of contacting the local police.  The next PCSO Parish Surgery which is due to take place on Thursday 5th October 2017, between 10am and 11am at the Farmers Market.

120. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Dover District Councillor J. Back was not in attendance. Dover District Councillor D. Hannent was in attendance and provided the following update:

 That he is still trying to resolve residents issues with the trees that are sited along the Public Right of Way between Nursery Lane and Guilford Avenue. He is working with Kent County Councillor G. Lymer in attempts to resolve the situation satisfactorily.  That Dover District Council is to reduce the number of Councillor’s that it has from 45 / 46 to 35 / 30. This will mean an increase to the workload of remaining Councillor’s and the potential movement of ward boundaries.  That he is not able to attend the Remembrance Service at Whitfield this year due to his commitments as Vice Chairman of the District Council.

Kent County Councillor G. Lymer was in attendance and provided the following update:

 That he is working with Councillor Hannent to find a way forward with the tree issue (between Nursery Lane and Guilford Avenue). However Kent County Council maintain that the trees formed part of an agricultural boundary and are not part of the Public Right of Way, therefore the responsibility for the upkeep and maintenance of the trees is proving difficult to establish.  That Kent County Council will be consulting regarding breast feeding in the County, this area has one of the lowest breast feeding rates and the County Council is keen to establish why and what support can be offered to increase this.  That Kent County Council will be working with partners to address the issue of drug use in older people.  That the pot hole blitz has been extended. Please continue to report using the on-line tool which is available to everyone.  That he continues to look into the reduction of the speed limit along Sandwich Road from 40mph to 30mph, but has no update at present.

121. REPORTS FROM REPRESENTATIVES

The Council noted Councillor K. Gowland’s report from the Dover Joint Transportation Board of the 15th June 2017.

The Council noted Councillor K. Gowland’s report from the Dover KALC Area Committee Meeting of 26th July 2017 and the Learning and Development Liaison Officers Report of the same date.

The Council considered attendance at the KCC Highways, Transportation and Waste Parish Seminar, taking place at the Ramada Hotel, Whitfield on 17th October 2017.

RESOLVED: That Councillor’s Mrs C. Moore and Miss C. Coleman shall attend the KCC Highways, Transportation and Waste Parish Seminar as representatives of the Parish Council.

122. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland reiterated Kent County Councillor G. Lymer’s comments regarding the pot hole blitz.

Councillor K. Gowland reiterated that both Kent County Council and Dover District Council have been conducting structural surveys on their street lights. Replacement will be dependant on funding.

123. PIE FACTORY MUSIC

The Council considered what level of support to provide Pie Factory Music in respect of Youth Outreach in Whitfield.

RESOLVED: 1) That Pie Factory Music shall be allowed hire of the Sports Pavilion to deliver youth outreach sessions. No charge shall be applied for use.

2) That the Clerk shall apply flexibility wherever possible, however, Pie Factory sessions shall be given priority over other users if compromise cannot be reached.

124. COMMUNITY DEFIBRILLATOR

The Parish Council considered the purchase of an additional defibrillator to be placed in the vicinity of the Transport Museum.

RESOLVED: That a sum up to £2000.00 shall be allowed to purchase an additional defibrillator to be located in the vicinity of the Transport Museum. The device must be accessible to the wider community at all times. The Clerk shall liaise with the Transport Museum and others to progress the matter.

The Parish Council considered its response to Kent County Council Rights of Way Improvement Questionnaire.

RESOLVED: That Councillor Mrs C. Moore shall respond on behalf of the Parish Council.

126. KALC TRAINING AND INFORMATION EVENTS

The Council considered KALC’s planned training and information events for Autumn / Winter.

A number of Councillors are interested in undertaking the Dynamic Councillor event. The Clerk is asked to enquire as to the costs involved in employing KALC to provide a specific event for Whitfield Councillors.

RESOLVED: That Councillor Mrs W. Bowman shall attend the Chairmanship Information Day on Saturday 23rd September 2017.

127. VILLAGE EVENTS

The Council noted that a post event briefing in respect of the Village Fayre, which took place on 15th July 2017, will take place on Friday 29th September at 10.30am, in the Pavilion.

The Council noted that the Children’s Halloween Party will take place on 26th October 2017, 2pm to 4pm and the Children’s Christmas Party will take place on 22nd December 2017, 2pm to 4pm. Councillor Mrs N. Bass will co-ordinate the catering for both of the events. Councillor Mrs D. O’Byrne will assist with the catering of the Christmas Party.

RESOLVED: That a budget of £150.00 (per event) be made available to cover expenses.

128. DEVELOPMENT IN WHITFIELD

Chairman Councillor J. Goodsell informed the Council that the Planning Committee had submitted comments on the recent application for 14 houses on the site of Weighside House, Sandwich Road.

Councillor Miss C. Coleman advised the Meeting of further problems of queuing traffic (at times back beyond the Kittiwake roundabout) trying to access the Household Waste Site and of a road traffic accident on Sandwich Road which involved a motorcyclist.

The Clerk asked Councillors to notify her of whether they intend to come along to the Newsletter Distributors Tea taking place on Saturday 23rd September 2017.

142. COMMUNITY DEFIBRILLATOR

Steve Martin, Watch Manager of Whitfield, Kent Fire and Rescue Service (KFRS) attended the Meeting to discuss Community Defibrillators with the Parish Council. He advised that KFRS are in the process of updating the defibrillators, which are currently in place on all of their appliances, with new devices. The devices that are being removed from the appliances will be re-used and the primarily intention is that every fire station in the county will have a defibrillator for public access on site. Once this has been completed there will possibly be a further excess of devices which may be made available to Parish Council’s or Community Groups for placement and use in communities. Steve indicated that the placement of a defibrillator at the Fire Station in Sandwich Road would mean that there are 3 devices within a vicinity of approximately 500 metres of each other (the Fire Station, the Village Hall and the One-Stop shop). Perhaps consideration could be given to re-locating one of the Parish Council owned devices to another area of the parish, rather than purchasing a further device. Additionally Steve volunteered his Fire Fighters to check the Parish Council defibrillators to ensure that they are ready for use and to monitor the expiration of batteries and the availability and expiration of the de-fib pads Steve also offered the services of KFRS to deliver some community training in the use of the defibrillators.

The Clerk advised the Council that the proposal to place a defibrillator at the gates to the Transport Museum will not now go ahead, due to power supply issues. The Clerk enquired whether the Council wished to make enquiries to place a device in the same vicinity but at a different location.

RESOLVED: That the Clerk shall liaise with Steve to provide some community training events on the use of defibrillators and that following review by KFRS, the Clerk shall, if necessary, order replacement consumables to ensure that the defibrillators are ready for use if and when they are needed. Informal enquiries shall also be made as to an alternate site for a defibrillator in the vicinity of Menzies Road.

145. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Kent County Councillor G. Lymer was in attendance and provided the following update:

 That he is taking forward concerns about changes to bus routes in the locality, including the cutting of services and sweeping changes to routes and timetables. If Councillors have any examples of the difficulties these changes have caused, please email Councillor Lymer at your earliest opportunity, and at least by Thursday (12th).  That the operator for the new Leisure Centre has been announced as ‘Places for People Leisure’.

Councillor Mrs. W. Bowman asked Councillor Lymer as to the process for the provision of a pedestrian crossing outside Dover Christ Church Academy.

146. CORRESPONDENCE

The Clerk had received the following correspondence in the preceding period:

 An update from Mr and Mrs Smith following the change in the litter pick from afternoon to morning and to inform the Parish Council of a large quantity of plastic milk bottles that had been ‘dumped’ in the Nursery Lane / Guilford Avenue pathway. The matter has been reported as fly tipping to Dover District Council.  An enquiry from a member of the public as to whether there are any allotments in the parish, or whether there is any provision for them within the planned expansion.  Correspondence from a concerned resident regarding the removal of street lighting and the decision by Dover District Council that only very few will be replaced.  Notification form DCLG of a consultation on proposals to strengthen rules to prevent anyone found guilty of serious crimes from serving on local councils.  Notification from KFRS of a Road Safety Experience taking place on Tuesday 24th October, at Rochester.  Receipt of the invitation and papers for the KALC 70th Annual General Meeting, taking place on 18th November 2017 at Ditton Community Centre.

 Nuisance youths in the area of Sandwich Road and Archers Court Road.  Incidents of egg throwing at residential property.  An incident of vandalism which took place along Archers Court Road.  Reports of youths gathering in garages that are scheduled for demolition in Khartoum Square.  Incident of vehicle theft from Napchester Road.  Attempted break in to properties in Beauxfield and Kinson Way.  Crime prevention advice and ways of contacting the local police.  The next PCSO Parish Surgery which is due to take place on Thursday 16th November 2017, between 10am and 11am at the Farmers Market.

 That the Kent Police Crime Commissioners survey has been completed and submitted by the Clerk. Councillors are encouraged to consider completing the survey as individuals.  That the matter of the Beeches boundary remains on-going.  That KALC has been contacted regarding a Dynamic Councillor training event and the date of 24th February 2018, a Saturday afternoon, has been reserved.  That further damage to the War Memorial island bollards which occurred on Wednesday 8th / Thursday 9th of November has been repaired by the Groundsman, to ensure the area was presentable in time for the Remembrance Service and Wreath Laying.  The Clerk has completed the Kent County Council Highways Tracker Survey (as instructed at October's PC Meeting) and this has been submitted.  That the Clerk submitted the Council’s ‘no objection’ to the naming of Dubris Close, Whitfield.  That the Clerk continues to liaise with Kent Fire and Rescue regarding defibrillator training for the community.  That new defibrillator electrode pads have been ordered for all of the Parish Council defibrillators.  That as instructed at October’s PC Meeting, the Groundsman continues to flatten the mole hills that appear on the Recreation Ground.  That the Traffic Regulation Order application for Archers Court Road remains on-going.  That the Village Hall has been booked for known Parish Council events in 2018.  That the Village Hall is looking for new Committee members / Trustees to ensure that is able to continue to function.  That there has been some significant damage to the play equipment on the Recreation Ground over the preceding two weeks. The Clerk is liaising with the Police and PCSO.

 Nuisance youths throwing eggs, oranges and tomatoes at properties in Alison Crescent, Mayfield Road, Cranleigh Drive, Joyes Close and Archers Court Road.  A number of incidents of damage to the play equipment on the Recreation Ground.  A surge in village crime.  Fly tipping in the area.  Overnight HGV parking.  Speeding vehicles in the area.  An attempted burglary at a local petrol station.  Theft from a motor vehicle in Aspen Drive.  Burglary of a property ion Khartoum Square.  Crime prevention advice and ways of contacting the local police.  The next PCSO Parish Surgery which is due to take place on Thursday 14th December 2017, between 10am and 11am at the Farmers Market.

176. PUBLIC PARTICIPATION

Members of the Public raised the following issues:

 The lack of street lighting in the village, especially with the dark evenings and what plans for the limited replacements that is supposed to be happening.  An increase in HGV’s using Sandwich Road at particular times of the evening.

177. DOVER DISTRICT/COUNTY COUNCILLORS’ REPORTS

Dover District Councillors D. Hannent and J. Back were not in attendance. There were no reported matters to update.

Kent County Councillor G. Lymer was not in attendance and had no updates to report.

178. REPORTS FROM REPRESENTATIVES

The Council noted the report from Councillor Mrs C. Moore and Councillor Miss C. Coleman following their attendance at the KCC Highways, Transportation and Waste Parish Seminar.

The Council noted the report from Councillor K. Gowland following the Dover Area KALC Meeting of 25th October 2017.

There were no other reports from Representatives on outside bodies to note / consider.

The Council considered a replacement Member to sit on the Whitfield Aspen School Travel Committee. Councillor Mrs W. Bowman volunteered for the role.

RESOLVED: That Councillor Mrs W. Bowman shall join Councillor K. Gowland as Parish Council representatives on the Whitfield Aspen School Travel Committee.

179. GRANTS AND SUBSCRIPTIONS

The Council considered the request for a donation in the sum of £150.00 to Dover, Deal & District Citizens Advice.

The Council considered the donation request from Pegasus Play Scheme 2018.

RESOLVED: 1) That a donation of £150.00 shall be given to Dover, Deal and District Citizens Advice.

2) That a donation of £350.00 shall be given to Pegasus Play Scheme.

180. HIGHWAYS & TRANSPORTATION ISSUES

Councillor K. Gowland has advised that the highway signs and frames, which were reported to have been left around the village, will remain until early December when the A2 roundabout works are due to be completed.

There were no other Highways and Transport issues affecting the Parish to report.

181. SOVEREIGN PLAY EQUIPMENT

The Council considered the next steps in regard to the ‘new’ play equipment, following the response received from Andy Humphrey’s (Operations Manager, Sovereign), which was forwarded to all Councillors on 27th October 2017. Members present noted Andy’s comments and agree to the proposed works going ahead. The Council requested that the Clerk contact Sovereign to confirm that repairs to the roof, which will be undertaken by the Groundsman, will not invalidate any further warranty and asked if there should be any special considerations, such as specific nuts / bolts or wood treatments in drilled holes. The Council continues to await the report regarding the failure of the plastic slides and any further comments following the visit from Sovereign’s Inspector which took place last week.

182. DEFIBRILATORS

Following liaison with Steve Martin of Whitfield KFRS, Councillors noted the update from the Clerk regarding the defibrillators and considered the purchase of paediatric electrode pads for the devices at a cost of £100.00 (not including VAT) per set.

RESOLVED: That 4 x sets of paediatric electrode pads shall be purchased (1 set for each defibrillator and 1 spare set) at a cost of £100.00 per set (not including VAT).

183. LIGHTING ON THE RECREATION GROUND

The Council considered improvements to the lighting on the Recreation Ground. The Clerk shall make some initial enquiries as to the potential of improving the lighting from the existing street light. The matter shall then be placed on the agenda for the next Recreation and Amenities Committee Meeting for further consideration.

184. KALC TRAINING AND INFORMATION EVENTS

The Council considered attendance at the forthcoming KALC Crime Prevention and Safety Conference, taking place at Ditton on 7th December 2017 at 9.30am.

RESOLVED: That should any Councillor wish to attend as representative of Whitfield Parish Council at this event, they should contact the Clerk accordingly. Appropriately claimed travel expenses shall be allowed.

185. KALC COMMUNITY AWARDS SCHEME 2018

The Council considered participating in the KALC Community Awards Scheme 2018. Members agreed that the Events Committee shall give consideration as to suggestions for nominations.

186. REFURBISHMENT OF THE PAVILION TOILETS

The Council noted the Clerks initial findings regarding the cost involved to refurbish the Pavilion Toilets. The Parish Clerk shall gather some more information for further consideration.

187. VILLAGE EVENTS

The Council noted the verbal report from Councillor Mrs C. Moore regarding the Halloween Party which took place on 26th October.

The Council acknowledged the good turnout for the Remembrance Service which took place on 12th November and expressed thanks to those who took part..

The Council noted the verbal update from Councillor Mrs C. Moore regarding the upcoming Children’s Christmas Party, taking place on 22nd December.

188. DEVELOPMENT IN WHITFIELD

The Council noted the verbal update from Chairman Councillor J. Goodsell regarding recent planning application decisions in the village.

There were no other specific items for discussion that had not been covered at previous points in the Meeting.

189. ANY OTHER BUSINESS

Councillor Mrs W. Bowman suggested that consideration be given to employing a Cleaner for the Pavilion so that a regular housekeeping program can be established, and they could also be called upon after Council events to clean up. This shall be passed to the Finance Committee for further consideration.

Councillor Mrs W. Bowman asked that something be done about the gates to the Recreation Ground. They are difficult to secure, particularly in the dark. Chairman Councillor J. Goodsell will look into this and make some adaption’s.

Councillor Mrs W. Bowman suggested that consideration be given to the safety and security for lone workers at the Pavilion. This matter shall also be passed to the Finance Committee for consideration.

Councillor Miss C. Coleman advised the Council that proposed changes in access to GP services has been delayed to at least January.

Councillor Miss C. Coleman also advised the Council that she had recently been made aware that Trading Standards are offering free ‘call blockers’ to individuals who have dementia. They are available on a first come first serve basis.

Chairman Councillor J. Goodsell suggested that CRB checks should be considered for members who regularly take part in children’s events on behalf of the Council.
