Erichsen, P.E. Executive Director RE: FOR Boulevard Water Main Phase 3 (#8173WM) Historical I Background information. The project includes infrastructure improvements relating to the St. Mary's County Department of Public Works & Transportation's (DPW&T) FDR Boulevard Extended (Neighborhood Connector) Phase 3 Roadway Project. The project will include installing new water lines for looping and relocation of some existing water lines and fire hydrants along FDR Boulevard, from the existing roadway at Chancellors Run Road to Pegg Road. Phase 3 consists of installation of approximately 9,750 linear feet of water mains and installation of approximately 15 fire hydrants. This project will be designed and constructed concurrently with DPW&T's road extension project. (Construction Phase Maps attached). Summary I Related information. The project will improve and relocate the existing water system to make way for the new roadway. The scope will include coordination with DPW&T on the design and specifications of their Road Project. MetCom's Phase 3A and 3B water system construction will start and should be completed concurrently with the work on the roadway. The proposed extent of the known water system work is generally shown on the five exhibits (attached). The water system work performed will include extending, upgrading, and relocating the existing mains, valves and fire hydrants. The project will require the design of new 8" and/or 12" ductile iron water lines to extend or replace the existing lines. The work will also provide several new valves and fire hydrants. DPW&T's roadway project design is approximately 80% complete with land acquisition underway. This project will be bid as a joint solicitation with the County as agreed upon in a Memorandum of Agreement (MOA) between the Commissioners of St. Mary's County (CSMC) and St. Mary's County Metropolitan. This MOA will be drafted in the near future and will be brought to the MetCom Board and CSMC for approval in the future. This joint solicitation helps to streamline the project by eliminating the need for two solicitations and to reduce potential conflicts between separate construction contractors. The design work will be piggy-backed on the design contract DPW&T currently has in place with A. Morton Thomas & Associates, Inc. (AMT). The prior approved design budget for phase 3A is $153,000 as listed on the CIB sheet (attached). The proposal dated July 3, 2017 (attached), from AMT proposes a design cost of $63,050 for the design of both 3A and 3B. This is under budget by $89,950 for just the 3A budget. Staff recommends the approval of the design contract to AMT, Inc., in the amount of $63,050. Timeline (past, present and future). A request for proposal was sent to AMT on June 17, 2017. AMT is the engineering firm that the County is using for the roadway design. The notice to proceed will be issued upon receipt of Board approval. The design should be complete, as stated in the proposal, by mid-November. Construction for phase 3A is scheduled to begin the summer of 2018 with 38 following in the summer of 2019. Morton Thomas and Associates, Inc. (AMT) is pleased to provide this proposal in accordance with the Request for Proposal dated June 17, 2017. Based on the information provided, the following summarizes the project elements: Total Length: 2275 feet of Water Main Relocation Total length (per size): • 6"/8" pipe (fire hydrant leads) — 200 feet • 8" pipe (main line) — 775 • 10" pipe (main line) — 150 feet • 12" pipe (main line) — 1150 feet Fire hydrant relocations/Installs: 5 total The design documents prepared by AMT for FDR Boulevard Extended, Phase 3 will be utilized for design of the water main related work to the extent possible. Some supplemental surveys and additional utility test holes will be required. The attached exhibit illustrates the area of supplemental surveying. The FDR plans will be modified as required to include the new limits of disturbance. The attached spreadsheet itemizes the fee for items 1-18 in the RFP. A separate and contingent fee for preparation of easement plats is provided (Item 8) This work will be completed concurrently with the design completion of the FDR Boulevard Extension documents. We have assumed a Mid-November completion date and will provide the concept, 50%, 95% and bid documents by that date. A detailed schedule will be provided after NTP at the pre-deqn consultation meeting. A. MORTON THOMAS AND ASSOCIATES, INC. MetCom's Phase 3A and 3B water system construction will start and will be completed concurrently with work beginning on DPW&T's Phase 3A and 3B. MetCom's Phase 3A and 3B water design drawings will include the road and storm drain improvements to be constructed under DPW&T's Phase 3A and 3B, and will match the roadwork phases.
