Located within the Office of Justice Programs of the U.S. Department of Justice, OJJDP’s goal is to provide national leadership in addressing the issues of juvenile delinquency and improving juvenile justice. OJJDP sponsors a broad array of research, program, and training initiatives to improve the juvenile justice system as a whole, as well as to benefit individual youth-serving agencies. These initiatives are carried out by seven components within OJJDP, described below. Foreword The prevention and control of juvenile delinquency and violence lie at the heart of the Office of Juvenile Justice and Delinquency Prevention’s (OJJDP’s) SafeFutures initiative. The initiative joins what we have learned from research about risk and protective factors with what we now know from experience about promising approaches to preventing and controlling delinquency, result- ing in a continuum of care that responds to the needs of youth at critical stages in their development. As such, it embodies the principles of OJJDP’s Compre- hensive Strategy for Serious, Violent, and Chronic Juvenile Offenders. This Summary describes the lessons learned over the initial 3 years of the initiative’s implementation in pilot sites in Boston, MA; Contra Costa County, CA; Fort Belknap Indian Community, MT; Imperial County, CA; Seattle, WA; and St. Louis, MO. The services that each site provides vary considerably, mak- ing the Summary a valuable information resource for professionals working in urban, rural, and tribal settings. I am proud of the accomplishments of the SafeFutures initiative and hope that the experiences of these sites will help us improve our efforts to prevent and control juvenile delinquency and victimization. Review of the Problem of Offline Learners As a result of COVID-19, school districts across the country began relying on students’ access to technology and high speed internet to remotely deliver lessons and keep students and teachers connected in Spring 2020. Fall 2020 is not that different, with xxx districts estimated to be delivering virtual only or hybrid school models. As we would expect, some families, communities, and schools are better connected than others. While many Texas schools have done an incredible amount of work to make at-home, computer-based learning a viable option, we must not forget that millions of Texan households still lack access to high-speed Internet. Specifically, about 17% of children in Texas reside in households that either do not have an internet subscription in their home or they do not have a computer; that’s 1,255,594 children statewide who may face difficulties in new online learning environments.1 1 U.S.

    August 7, 2020 United States Congress Washington, D.C., 20004 To the Members of the Texas Congressional Delegation: We write today in support of the child care industry in Texas. Our state’s children and economy are threatened because COVID-19 has put our child care infrastructure at risk. In Texas, the child care industry has a direct revenue of $3.64 billion – with an estimated $8.7 billion impact on the state’s economy.1 Nearly two-thirds of today’s working families report difficulties in finding child care. Families are struggling to find safe places for their children during the work day and need help now. Small business are struggling to stay open and keep Texans employed. Many child care centers are closed. Centers that are open are recommended to serve fewer children due to the pandemic. More than four million child care slots may be lost without significant increases in funding to weather the pandemic.2 Before COVID-19, the cost of providing quality care for infants and toddlers have always presented issues. Many providers across Texas struggle to acquire the financial resources needed to offer high-quality care for infants and toddlers, which limits the availability of affordable slots for infants and toddlers. While we are grateful for previous support for children and families in the previous federal relief packages, more must be done. Without assistance, families will be unable to find the child care they need to go back to work and support the economy. Without assistance, the small businesses that provide child care will go out of business.
