Minutes of Measham Parish Council Meeting held on Thursday 10 th September 2009 at 7.00pm at St Laurence’s Church Hall Cllr Manifold took the Chair Present: Cllrs Toon, Brown, Neilson, Coates, Egan, Pallett, Arcadio the Clerk, Clerks Assistant, David Taylor (MP) Jason Summerfield (District Cllr), Geraint Jones (County Cllr), PBO Davies, PCSO Kendrick, Helen McNulty and 2 other representatives from LCC Impact Team and a Representative from the National Forest Company. Parishioners – 22 149/09 Apologies – Cllr Bricknell - Accepted 150/09 Declarations of Interest Personal – Cllr Manifold - Item 11 Financial Matters, Voucher 168 Moira Fire Station Campaign as he is involved with the campaign. 151/09 Co-Option of Mr Jason Summerfield Resolved: Re-agenda for next meeting. 152/09 Presentation from the Impact Team A presentation was made on the history and aims of the project. The Impact Team was set up in 2007 and has 39 workers covering Leicestershire, working in partnership with NWLDC Co-ordinators, Community Safety Teams and Youth Services. North West Leicestershire has 3 teams of 2 workers, currently in Coalville, Ibstock and Measham. There are 3 parenting workers who hold 1 to 1 sessions with parents and also group sessions, letters are sent to inform them of the children’s behaviour, and new parenting groups are being set up. The teams will work at ASB hotspots that are recognised by monitoring calls made to the Police, and areas of concern are decided by the Joint Agency Group (JAG) and NWLDC ASB team. The age range worked with is 10 – 19yr olds and groups of up to 20 people to try and sign post them to activities in the area, group work on a variety of issues is offered to schools. The aim is to work with young people who are vulnerable, the Impact Team work 3 nights a week beginning with patch walks followed by trying to educate the youngsters on their behaviour and the impact it is having on the community. An evaluation will then take place with a report on the findings and a long term solution will be looked at with the JAG. Meetings are arranged to meet with Dave Thomas the Youth Leader and the Impact Team will liaise with the Parish Council frequently The Impact Team left the meeting Chairman’s Signature………………………………………...Date……………….… 1 153/09 Update on National Forest Company and Cycling Project A brief explanation was given by the Lands and Project Development Officer, the key aspect of the group is recreation in the National Forest. Hicks Lodge has been developed as a Country Park and funding has been secured to construct 8 miles of off road cycle pathways varying in width and length to cater for beginners and families, a café, training room and ranger accommodation will also be built. The project is hope to be started in spring 2010 and completed by 2011. The Development Officer left the meeting 154/09 Parishioners Question Time Parishioner 1 – Stated that they would not be looking for support to extend the Consultation date on the Minorca opencast application, but would still like the Parish Council to consider supporting the 500m buffer zone, and also a public debate to allow both sides to discuss the proposal and debate the following issues with UK Coal. a) How can they be re-assured that the restoration will take place after the open casting as it has been reported that UK Coal lost £81 million in the 1 st six months of this year? b) Will the restoration take place without any glitches, when an enforcement notice was issued at another site? c) After coal washing ceased previously at the Minorca site, restoration was not completed? d) Employment Prospects will there be 50 jobs or a few unskilled jobs – as it is rumoured to be less than 18? e) What has been offered to help in the restoration of the Ashby Canal? Precise information should be required before a decision is made. f) What will happen with the Fireclay is it included in the Traffic Survey, where is it going and what route? Resolved: The parishioner was informed that UK Coal was being discussed in item 9 and also that all letters of Complaints re: the opencast have been logged and will be issued to all Councillors. Parishioner 2 Looks after grave at the cemetery and wanted to complain about the tree overhanging and bird mess as they are having difficulties keeping the headstone clean. They are paying £1k to have it taken away and replaced but wanted to know why the Council is charging £25. The parishioner also added that she had had 2 opencasts near her house and both have been very good. Resolved: The parishioner was asked to visit the Clerk at the Office to discuss the matter further. Parishioner 3 It was asked who was responsible for the upkeep of the water route which runs from Orchard Way through the village to the River Mease as he has not seen it cleaned and has cleaned it out on numerous occasions. Chairman’s Signature………………………………………...Date……………….… 2 Resolved: The parishioner was asked to contact the Clerk who would give him information on contacting the Environment Agency; also Cllr Summerfield would enquire at NWLDC. 155/09 Police Matters – report given by PBO Davis A) Matters raised by the police – The Section 30 dispersal proposal is now in a 28 day consultation period. The section 27 power is being used at present. The groups of youths are being moved from the Alleyway and the High Street to the Library, but a long term solution needs to be looked at. They are in the process of giving an Acceptable Behaviour Contract to 1 youth, 4 Anti Social Behaviour Contracts are in place and 2 seem to be working, 1 is not and the other has been out of the village but on 2 occasions when they have been in the village incidents have occurred. The CCTV has proved valuable over the last couple of weeks when incidents have occurred. Ongoing proposals are being discussed with Tesco re: placing some kind of deterrent for example rigid windowsill strips or pink lights to the area at the front of the shop. David Taylor added that he is having difficulty arranging a meeting with the appropriate personnel from Tesco and asked if he could be kept updated of on any progress. It was asked if a letter of support from the Council would help. The mobile youth facility was discussed as there was one in the County but it had not been to Measham. The Clerk would look into this further. It was also asked if curfews could be placed on kids of a certain age. PBO Davis said that they were looking into this and after 9pm under 16’s would get taken home and over 16’s could be arrested if found to be causing ASB B) Crimes reported since last meeting- None Cllr Egan entered the meeting and PBO Davis and PCSO Kendrick left the meeting. 156/09 To approve and adopt the minutes of the meeting held on Thursday 13 th August 2009 Resolved: Cllr Neilson proposed and Cllr Brown seconded that the minutes of the 13 th August 2009 were approved and accepted. All in favour. 157/09 UK Coal Planning Application for the Former Minorca Site (a) MOPG request to support an extension for the consultation period. Resolved: MOPG were not seeking the Councils support in this item any further. (b) MOPG request to support amendment to MPG3 to include a 500m buffer zone. Chairman’s Signature………………………………………...Date……………….… 3 Resolved: It was asked if the MPG3 was purely for the extraction of coal or was it for any mineral extraction and it was agreed that this needed to be classified. It was proposed if it is solely on the basis for coal extraction that the council would support the amendment to MPG3 to include a 500m buffer zone. (c) MOPG request for Measham Parish Council to hold a public meeting to debate the planning application, and request to support suggested motion. Resolved: It was proposed and seconded to hold a public meeting within the next 2 weeks. (d) Set a date for full discussion of the application (deadline 2 nd October 2009) Resolved: It was decided to set a date for the full discussion in due course following the Public Meeting. All remaining parishioners left the meeting. 158/09 Parish Clerk Report Rural Community Council AGM Thursday 24 th September at Birstall Village Hall, please advise if you would like to attend. Voluntary Action Leicester Training programme autumn 2009. East Midlands Expo 2009 Invitation for Thursday 8 th October at the Walkers Stadium, Leicester. Playbuilder Funding, this is a source of funding for creating or totally redesigning play spaces. The target age range is 8 – 13 year olds, the play must be creative and imaginative, there will need to be landscaping and the use of natural features, young people will need to be actively involved in both the design and selection of play space and the project must be completed by March 2011. The district council have offered to assist working with parish councils on these projects and if the council wish I can find out more information and we can start thinking of areas for a potential project. Measham Museum’s official opening will take place on Friday 2 nd October at 2.30pm. Fenton Crescent Shops has again been subject to fly tipping, this has been reported to the District Council. Public meeting re Moira Fire station will be held here at the Church Hall on October 7 th commencing at 6pm, please all try to come along.
