CHAPTER 16 ‘Skill vs. Scale’: The Transformation of Traditional Occupations in the Androon Shehr1 ALI KHAN, MANAL M. AHmaD, AND SANA F. MALIK INTRODUCTION eople often view the ‘Old City’ or Androon Shehr2 of Lahore as a ‘repository of memories and the past’, and a receptacle of cultural traditions and values. However, a walk down any of its crowded, winding streets reveals that the ‘historic core’3 of Lahore is not Psituated on any single plane—it is neither wholly ‘traditional’, nor wholly ‘modern’, neither old nor new, poor or rich, conservative or liberal. It is, in fact, heterotopic4—a synchronized product of conflicting elements. Heterotopia, or, in other words, dualism, is a structural characteristic of all Third World cities.5 That a dichotomy exists between an ‘indigenous’ culture and an ‘imposed’ Western culture in every postcolonial society is an established fact. This dichotomy is especially apparent in the economies of Third World cities—what Geertz has described as the ‘continuum’ between the ‘firm’ (formal) and ‘bazaar’ (informal) sectors.6 The Androon Shehr of Lahore is no exception; what makes the Shehr a particularly interesting study is that here the paradoxes of postcolonial society are more visible than anywhere else, as the Shehr, due to certain historic, physical and psychological factors, has managed to retain a ‘native’, pre-colonial identity that areas outside the ‘walls’ altogether lack, or have almost entirely lost, with the passage of time. This supposed ‘immunity’ of the Androon Shehr to the ‘disruption of the larger economic system’7 does not mean that the Shehr is a static, unchanging society—it simply means that the society has chosen to ‘modernize’8 on its own terms. -

Islamic scholar Dr. Zakir Naik wrote an open letter to Indians called ‘Five Questions and an Appeal’ where he lamented about being targeted and labeled a ‘terror preacher’ in India. In the letter, Naik said, “Of 150 countries where I’m respected and my talks are welcomed, I’m being called a terrorist influencer in my own country. What an irony. Why now, when I’ve been doing the same thing for over 25 years?”. Naik, 51, is an Islamic preacher, who founded the Islamic Research Foundation in 1991 when he started Dawah or religious preaching. His lectures mostly revolve around how Islam is superior to all other faiths. While he claims to be an advocate of interfaith dialogue, his preaching’s’ reinforce all the stereotypes which exist against Muslims. Following reports that one of the militants of Dhaka terror attack was inspired by Naik’s misinterpretations of Islam, there are growing demand for strict action against him. In the letter, Naik asks why he has become the enemy number one for the State and Central government. “It has been over two months since the ghastly terror attack in Dhaka, and over one month since I’ve been asking myself what exactly have I done to become the enemy number one of the media as well as the State and Central Gov- ernment,” wrote Naik. × and justice. They also demanded that GB should be declared the fifth province of Pakistan so that the people of the backward area could get their basic rights. The protest was organised by the Youth of Gilgit-Baltistan, a non-political platform representing the youth of the area. Speaking on the occasion, member of the legislative assembly, Kacho Imtiaz, said people of GB could not get their basic rights even after 68 years. “We had passed a resolution in the legislative assembly that there should be three hubs of CPEC in GB but only one station is being given to us for loading and unloading of goods. Moreover, no industrial zone is being set up in GB,” he complained. Another MLA, Haji Rizwan, said basic rights should be ensured for the people of GB. “Moreover, the government of PML-N should implement the National Action Plan (NAP) in its letter and spirit and take action against terrorists instead of using the law for its own benefits,” he said. The protesters also demanded that Gilgit-Baltistan should get representation in the National Assembly, Senate and the National Finance Commission. Talking to Dawn, chairman of the GB Youth’s coordination committee, Hasnain Kazmi, said the government should give basic rights to the people of GB.
