1 Bulgarian Contribution towards the Development of the EU Strategy for the Danube Region First Draft (22 February 2010) Introduction This document outlines the Bulgarian standpoint in the process of development of the European Union’s Strategy for the Danube Region. This new initiative coordinated by the European Commission, combines the efforts of regions and countries within the Danube drainage basin aiming at the acceleration of processes of economic and social cohesion, enhancement and expansion of territorial cooperation while effectively implementing the principles of the European cohesion policy at macro-regional level. Bulgaria believes that partnership among member-states, applicant countries and potential applicant countries taking part in the Strategy, is a key factor for the successful and purposeful achievement of priorities for increased competitiveness, innovation development, energy efficiency and territorial cohesion. Bulgaria fully supports the process of drafting of a joint Danube area development strategy in the context of European regional policy and expresses its will to take active part in it. The Danube region must be seen also as a natural connection between the Baltic Sea region, Black Sea region, Adriatic and Alpine regions. The Strategy for the Danube Region is a process that will provide for reduction of social and economic differences between countries and regions and will ensure competitive development of regional and local communities, establishment of sustainable partnerships, exchange of know-how, good innovation practices and multicultural dialogue. This first draft of the Bulgarian standpoint in the process of drafting of the European Strategy for the Danube Region outlines the understanding of the context, target framework and priorities that are of utmost importance for the development of the macro- region’s potential, including its Bulgarian part. -

It will inform the Parliament’s Committee, on Budgetary Control (Cocobu) about its opinion on the report if invited to do so by the Committee. The results of the examination will be in principle available before the summer break. If there is any evidence of administrative weaknesses leading to a risk to the European Agricultural Guidance and Guarantee Fund (EAGGF) then this will be dealt with by proposing financial corrections through the clearance of accounts process. -

Under the 2006 regulations the whole of Bulgaria qualifies for assistance under the Convergence objective. The field missions had the following main objectives: - To discuss with Ministers, relevant officials and local authorities the future implementation of the Regional development Operational Programme and sectoral programmes as well as to discuss with them any problems they may have. Main objectives - To acquaint members of the delegation with the specific problems of Bulgaria and see in situ some successful projects executed with pre-accession funds and discuss the implementation of operational programmes which are just starting up. Implementation of the Structural funds in Bulgaria Monthly brief, August-September 2011 Horizontal issues and legislative procedures On 3rd August, a meeting of the Development Council was carried out. There was a discussion on the priorities of the National Development Programme: Bulgaria 2020 (NDP), which were finally approved. On 20th September a meeting-discussion of the Inter-institutional Working group for the elaboration of the National Development Programme: Bulgaria 2020 was hold. The meeting included a presentation by an expert from the OECD, Mr. Jose Enrique Garcilazo, who presented some analytical findings of the publication Regional Outlook 2011, which provided important information that would be helpful in the process of preparation of the National Development Programme: Bulgaria 2020. On 27th September, a Round Table „From National Goals and Priorities of the National Development Programme: Bulgaria 2020 to Partnership Contract for Development and Investments 2014-2020” was hold in Sofia. A public discussion concerning the elaboration of the National Development Programme: Bulgaria 2020, its strategic goals and priorities, and the main areas of interventions, where the policy’ effects will be most important for the development of the country took place. The main participants of the academic society of the country were invited in the event and expressed their opinion on the process of preparation of the document. Regarding the financial corrections mechanism, a permanent interministerial work group for supporting the managing authorities will be established. The main tasks of the work group will be to discuss different cases where financial corrections will be imposed and to support methodologically the Managing Authorities regarding the process of imposing financial corrections under the OPs. -

This document gives a brief comparative description of the monitoring methodology (Section 1), a comparative table for all vertebrate animals found during the monitoring (Section 2) and conclusions (Section 3). The methodology of the two monitoring periods (2003-2004 versus 2013-2014) is found to be similar and the scientific data collected in each year are comparable. -

EUROPEAN COMMISSION PRESS RELEASE Brussels, 26 February 2012 Commission approves EUR 274 million co-investment for the Struma motorway in Bulgaria The European Commission has approved a contribution of EUR 274 million from the EU Cohesion Fund to the Struma Motorway, a major infrastructure project in the Yugozapaden region of South West Bulgaria. Besides providing a faster and safer trans-European connection for EU motorists and carriers, over 600 000 local residents are expected to benefit from shorter travel times, better environmental conditions and connectivity, increasing the attractiveness of their region to business and investment. Commenting on the decision, Commissioner for Regional Policy, Johannes Hahn said “This project improves the region’s competitiveness and attractiveness to investors. As well as creating the right conditions for growth and job creation, it also means safer and more sustainable infrastructure for the citizens of Bulgaria and the entire Internal Market.” The project is situated along the Trans European Network for Transport (TEN-T) Priority project 7 and concerns the construction of a dual carriageway between Dolna Dikanya (south of Sofia) and Blagoevgrad (lot 1 and 2) and from Sandanski to the border crossing with Greece at Kulata (lot 4). The total combined length of these three sections is 68.5 km and is due for completion end 2015. The project also foresees the preparation of the more complex construction of the Blagoevgrad-Sandanski section (lot 3) in the budgetary period 2014-2020, which will comprise tunnels bypassing the ecologically sensitive Kresna gorge. The investment comes through the priority 'Development of road infrastructure along the Trans-European and major national transport axes' of the EU co-financed “Transport” programme for 2007-2013.
