Will comply with environmental standards which may be prescribed pursuant to the following: (a) institution of environmental quality control measures under the National Environmental Policy Act of 1969 (P.L. 91‐190) and Executive Order (EO) 11514; (b) notification of violating facilities pursuant to EO 11738; (c) protection of wetlands pursuant to EO 11990; (d) evaluation of flood hazards in floodplains in accordance with EO 11988; (e) assurance of project consistency with the approved State management program developed under the Coastal Zone Management Act of 1972 (16 U.S.C. §§1451 et seq.); (f) conformity of Federal actions to State (Clean Air) Implementation Plans under Section 176(c) of the Clean Air Act of 1955, as amended (42 U.S.C. §§7401 et seq.); (g) protection of underground sources of drinking water under the Safe Drinking Water Act of 1974, as amended (P.L. 93‐523); and, (h) protection of endangered species under the Endangered Species Act of 1973, as amended (P.L. 93‐205). 12. Will comply with the Wild and Scenic Rivers Act of 1968 (16 U.S.C. §§1271 et seq.) related to protecting components or potential components of the national wild and scenic Page 4 rivers system. 13. Will assist the awarding agency in assuring compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (16 U.S.C. §470), EO 11593 (identification and protection of historic properties), and the Archaeological and Historic Preservation Act of 1974 (16 U.S.C. §§469a‐1 et seq.).

14. Will comply with P.L. 93‐348 regarding the protection of human subjects involved in research, development, and related activities supported by this award of assistance. 15. Will comply with the Lead‐Based Paint Poisoning Prevention Act (42 U.S.C. §§4801 et seq.) which prohibits the use of lead‐based paint in construction or rehabilitation of residence structures. 16. Will cause to be performed the required financial and compliance audits in accordance with the Single Audit Act Amendments of 1996 and OMB Circular No. A‐133, "Audits of States, Local Governments, and Non‐Profit Organizations." 17. Will comply with all applicable requirements of all other Federal laws, executive orders, regulations, and policies governing this program. ASSURANCES - IMPACT AID PROGRAMS

The LEA further assures that:

1. It is a local educational agency that was created and authorized to operate schools, has administrative control and direction of free public education in the school districts, and that it may legally accept and disburse Federal funds to aid in financing its expenditures;

2. It will comply with all applicable statutes, regulations, and requirements concerning this grant, including requirements of the Impact Aid law (Title VII of the ESEA), the program regulations (34 CFR Part 222), and program administrative requirements; 3. It will use fiscal control and fund accounting procedures that will ensure proper disbursement of, and accounting for any Impact Aid payments received for federally connected children with disabilities claimed on Tables 1 and 2, and will use those funds to provide a free appropriate public education to those children in accordance with the Individuals with Disabilities Education Act (IDEA) (20 U.S.C., 1400 et seq.). The special education programs provided to the children with disabilities claimed in this application conform to the policies, procedures and requirements of the (IDEA); 4. For any children claimed who reside on eligible Indian lands, policies and procedures have been established as required by section 7004 of the Impact Aid law, and have been adequately disseminated to the tribes and parents of children residing on eligible Indian lands. A copy of the current policies and procedures or a waiver statement from the local Indian tribe(s) is attached (see instructions for further information); 5. Any LEA claiming children residing on Indian lands will provide written responses to comments, concerns and recommendations received from tribal leaders and parents of Indian children through the Indian policies and procedures consultation process and will disseminate these responses to tribal leaders and parents of Indian children prior to the submission of their Impact Aid application; and 6. It is hereby advised that, under section 7011 of the Impact Aid law, it is entitled to request an administrative hearing on, and/or review or reconsideration of, any action of the Department under the Impact Aid law that adversely affects or aggrieves the applicant; any such requests are governed by the regulations in 34 CFR Part 222, Subpart J, except for requests for hearings concerning Indian policies and procedures, tribal complaints, and withholdings that are governed by the regulations at 34 CFR Part 222, Subpart G. Any request for a hearing, review or reconsideration under 34 CFR Part 222, Subpart J, must be made in writing and submitted within 60 calendar days from the date of the applicant's notice (receipt) of the adverse action to: Director, Impact Aid Program, United States Department of Education, 400 Maryland Ave., SW, Washington, D.C. 20202‐6244. CERTIFICATIONS REGARDING LOBBYING Certification for Contracts, Grants, Loans, and Cooperative Agreements The undersigned certifies, to the best of his or her knowledge and belief, that:

REVENUES FROM LOCAL, STATE AND FEDERAL SOURCES

Revenues from Discretionary Local Taxes

As necessary, the district shall consider requesting voter approval of an excess property tax to be collected in the year following voter approval. Such a levy, if any, shall be in that amount permitted by law which the board determines necessary to provide educational services beyond those provided by state appropriations. The board shall solicit advice from staff and patrons prior to establishing the amount and purposes of the special levy request. The special levy being collected shall be presented by program and expenditure for patrons.

Revenues from State Resources

The responsibility for financing public education in Washington falls primarily upon the state. The major financing system is the basic education formula based upon a ratio of students to staff. For each 1,000 full-time equivalent students enrolled in the district, the state shall provide funding for that number of certificated and classified staff which the legislature establishes. The legislature allocates to the district a specified sum of money per certificated staff member to meet non-salary costs. To provide educational services beyond the levels possible under the basic education allocation, the district must depend upon state and federal special purpose funding programs and grants or excess property tax levies approved by district voters.

The state provides special purpose appropriations for programs of transportation, for children with disabilities and for such other programs as it deems appropriate to assist schools. When it is optional for the district to participate in a program offering financial assistance, the board shall receive detailed analysis from the staff regarding both the advantages to be realized from the program and the additional costs in terms of staff time, impact on existing programs and new obligations that such a program may require. Before authorizing participation in such a program, the board shall first determine that the advantages outweigh the disadvantages and that the program shall not detract from other programs already in operation.

Revenues from the Federal Government

The objective of the board is to provide the best educational services possible within resources available to the district. Federal grants and programs may provide helpful financial resources towards pursuing that objective. When it is optional for the district to participate in a federally funded program, the board shall receive detailed analysis from the staff regarding both the advantages to be realized from the program and the additional costs in terms of staff time, impact on existing programs and new obligations that the program may require. Before authorizing participation in such a program, the board shall first determine that the advantages outweigh the disadvantages and that the program shall not detract from other programs already in operation.

The board agrees to comply with all federal and state requirements that may be a condition to receipt of federal funds including, but not limited to:

A. Maintenance of fiscal records which show the receipt and disposition of federal funds;

B. Provision for eligible private school students to participate in programs and/or services designed for the educationally disadvantaged as well as other programs which are supported by ECIA funds;

C. Provision for testing to identify target students as well as to measure program results;

D. Provision for staff and parent involvement, program planning, budget development and program evaluation.

The district agrees to comply with Title I requirements pertaining to the implementation of internal controls for travel, contracted services, training, and capital outlay purchases and expenditures.

The district further assures that a district-wide salary schedule is in effect and that the staff are assigned equitably among schools. Instructional material shall also be distributed equitably among all schools. The board grants authority to directors and staff to participate in the development of any state and/or federal regulations deemed to be necessary for the implementation of federally- funded programs.

Federal Impact Funds (Indian)

Federal impact funds are provided to the district as a supplement to taxes and other revenue sources. State appropriated funds and local taxes contribute to the development and implementation of a basic education program for all students enrolled in the district. The district gives assurance that tribes and parents of Indian children will be afforded the opportunity to make recommendations regarding the needs of their children and will be involved in the planning and development of the basic education program including those educational programs and services to be provided with P.L. 81-874 funds. Indian students shall have the equal opportunity to participate in the district's program with other students.

Recognizing that the board is the ultimate authority in defining the educational program of the district, the superintendent shall establish procedures to assure the involvement of the tribe and parents of Indian students in the development of the basic education program including the education services to be provided with P.L. 81-874 funds and the participation of Indian children in the program on an equal basis. The superintendent will provide opportunities for parents and members of the tribal council to suggest if any policy and/or procedure changes as well as program changes are necessary to better serve the needs of the Indian students.

FEDERAL GOVERNMENT REVENUES

Internal Controls - Title 1

The following controls are established for the Title 1 program:

A. All Title 1 funded purchases and expenditures shall be directly related to allowable Title 1 activities and services that are necessary to effectively carry out the objectives of the current program, and for the benefit of eligible participants.

B. Title 1 purchases and expenditures shall be restricted to those incurred by persons with direct Title 1 duties and responsibilities and/or which benefit only eligible Title 1 participants.

C. Title 1 funded inservice training shall be directly related to specific Title 1 program activities and provided only to persons with Title 1 program responsibilities and duties.

D. appropriate documentation of all Title 1 purchases and expenditures incurred shall be maintained for accountability and audit purposes.

Parent Involvement - Title 1

Each school offering Title 1 programs shall comply with federal and state requirements by providing for:

A. Written parent notification of the selection of students for services;

B. Accessibility to parents of specific instructional objectives for their children;

C. Periodic student progress reports to parents;

D. Accessibility of support materials to be utilized in the home when requested by parents;

E. Parent participation in the instructional program on a volunteer basis; and

F. Parent input and recommendations in program planning and modification.

Federal Impact Funds (Indian)

The district shall disseminate material related to the P.L.81-874 application, program evaluations and program plans and/or changes to parents of Indian children and tribal representatives no later than eight weeks before the application is submitted. The district will seek input from tribal representatives and the parents of Indian children regarding:

A. The participation of Indian children in the district's education program on an equal basis;

B. Their views regarding the P.L. 81-874 application, program evaluation and program plans; and

C. Their recommendations regarding the needs of Indian children, the ways tribal leaders and parents can assist their children to achieve the benefits of P.L. 81-874 programs, and the overall education program and parental participation allowed.

At the board meeting immediately preceding the submission of the P.L. 81-874 application, the board will review the application and input provided by tribal officials and the parents of Indian children. Notice of the meeting location, time and topics related to the district's P.L. 81-874 application shall be printed in the local newspaper.

The district shall form a parent-teacher task force to involve tribal representatives and parents of Indian children in the planning and development of education programs assisted with the district's P.L. 81-874 funds. The task force shall also assess the efficacy of the district's efforts to obtain meaningful input from tribal representatives and parents of Indian children, and the responsiveness of the district in modifying its policies and procedures following input. The task force shall report its findings and recommendations to the board at a public hearing at least once per year.

Following a conclusion by the board that such an action is necessary, the district shall form an ad hoc task force to recommend to the board a modified educational program to ensure the equal participation of Indian children. The task force shall report its recommendations to the board in a public hearing.

The district shall also conduct planning and information sessions during the year. All parents of Indian students and representatives of the Colville Confederated Tribes shall be invited to attend these meetings. At these sessions, the district may:

A. Review the annual descriptive guide of the district;

B. Explain how Indian students gain access to and are served by the district's education programs, and how educational programs are modified to ensure equal opportunity and participation by Indian students;

C. Review the identified needs of the district with particular attention directed towards assessing the needs of Indian students;

D. Discuss proposed programs and services, as recommended by the task force, which are being considered to satisfy the stated needs and the extent to which Indian students are expected to be served; and

E. The district will provide written responses to comments, concerns and recommendations received from tribal leaders and parents of Indian children through the Indian policies and

procedures consultation process and will disseminate these responses to tribal leaders and parents of Indian children.

Parents of Indian students and members of the tribal council will be advised of the Federal Impact Funds policy and procedure. Expressions of concerns and/or suggestions regarding the policies/procedures of the district are welcome. Any parent of Indian students or a member of the council may file a complaint regarding the application of P.L.81-874 funds with the district. Said complaint should be submitted in writing to the superintendent of schools. Any complaint not satisfactorily resolved may be submitted in writing to the board of directors of the district. The board may elect to respond in writing to the complaint or hold an informal hearing with the complainant(s). A decision will be rendered within twenty (20) working days following submittal of the complaint to the board.

1.03 IMPACT AID PUBLIC HEARI\G - Information

Christina Adams, filling in for Director of Indian Education, Racie McKee, shared with the Board that the intent of the public hearing is to receive input relative to the Indian education programs, poiicies and procedures of the Omak School District and to give parents, tribal officials and staff an opportunity to make recommendations regarding the educational needs of students. Impact Aid funds are received by the district from the federal govemment based on the number of students identified by the district as living on nontaxable land and enrolled at the district as of the count date identified.

The JOM/Title VII Parent Advisory Committee (PAC) is comprised of Indian parents, tribal representatives, and JOM tutors. They are beginning work on the 201 7- 18 Title VII grant and Indian Education program goals and objectives. The Title VII grant is an entitlement grant based on the number of certified tribal students enrolled in the Omak School District. The committee meets five times per year and help to ensure that our Native students receive the suppoft they need to be successful. Every meeting allows time for input towards school district programs and the Indian Education Policy and Procedures (IPP). Input is welcome during this process.

Christina stated that the JOtWTitle VII Parent Advisory Committee has reviewed the Omak School District's Indian Education Policies and Procedure. The committee recommends at this time, in response to the Federal Impact Aid changes, to add to the procedures, Section "E" to incl:ude "The district will provide written responses to comments, concerns and recommendalions receivedfrom tribal leaders and parents of Indian children through the Indian policies and procedures consultation process and will disseminate these responses to tribal leaders and parents of Indian children." We have no further changes to recommend at this time.

Page 23 North Elementary JOM Tutor, Amy Palmer, East Elementary JOM Tutor, Amber Bamaby, and Middle School Tutor, Pamela Edmonds, shared with everyone a power point presentation showfurg the multitude of activities the Indian students have been involved in this year. They also included testing data and showed the outstanding growth that has happened this year for Indian students. Each building shared their building's goal of907o attendance for all Indian students and hou'many have exceeded their expectations.

Nancy'Lynn' Palmanteer-Holder, PhC (ABD) MEd. (Colville), Professor/Tribal Outrcach & Development and former executive director ofthe Colville Confederated Tribes, declared a "hats off'to the JOM Tutors for doing such a great job. Palmanteer also commended the district for pannering with the Tribe to host the Washington State Indian Education 2016 Summer Teaching Institute. Special thanks was given to Superintendent Swanson for giving the opening welcome, and to East Principal, Ryan Christoph for arranging buildings, kitchens, and busses. Many staff and administrators attended the new curriculum training on Washington's tribal history and culture, which Senate Bill 5433 mandates is taught in schools by 2016-17. Lynn also encouraged the Board to approve the new procedure language that the Parent Advisory Committee requested.

Board Chairman Kathleen Brown commended the Tutors for all their hard work and accomplishments and thanked Lynn Palmanteer-Holder for her comments.

6. GOOD NEWS

Jack Schneider share d that 244 Christmas baskets were given out and there were still 56 baskets left that were delivered to the omak Food Bank. Jack said that the students did a great job of collecting food during the food drives (2,231 lbs) and that the Key Club students along with the Boy Scouts did an amazing job ofhelping out.

Ryan Christoph shared that East Elementary received a certificate from Imagine Leaming that congratulated them on being in the top 10% of all the school districts that Imagine Leaming works with world-wide.

David Kirk reported that he shared his Christmas poem with Scott Seaman at the Association of Washington School Principals. David said that he sent it as a joke, but Scott sent out the poem State-wide to all administrators. Page 26 Chris Miller shared that the Middle School Builders Club currently has 30 kids, with more joining every day. These students are the feeder group to Key Club and are already doing amazing things.

Chairman Brown shared that she attended the High School Band Concert and was amazed at how fuIl the PAC was. It was just great she said.

7. REPORTS

7.01 Since Time Immemorial - Summer Institute Presentati on - WVC-Omak Nancy 'Lynn' Palmanteer-Holder, Professor/Tribal Outreach & Development at -Omak; Wendell George, Publisher. and former Omak School Board Member; and Shandy Abrahamson, Colville Confederated Tribes K-12 Youth Program, presented the Board with information regarding the Since Time Immemorial, Summer lnstitute Presentation. Both Lynn and Wendell also shared with everyone stories of their own family members being taught in boarding schools. Wendell, who has published three books and is working on the fourth, shared that he wants to make sure that the tribal stories are being shared to the next generation.

Chairman Brown thanked them all for the presentation and shared that she looks forward to meeting with the Paschal Sherman Indian School Board Members. Shandy Abrahamson, also a school board member at PSIS, confirmed that she would like to help make that happen.

●Since Time lmmemorial:Tribal Sovereignty in Washington State― Omak School District was pleased to partner with Wenatchee Valley College and the Colville Confederated Tribes to host the Washington State lndian Education 2016 Sll― er Teaching lnstituteo Washington State Senate Bil1 5433-2015… 16 mandates that Washington's tribal history and culture is taught in common schools by 2016-17. ⅣIany staffand adnlinistrators attended and were trained on using the new cllrriculum. This ctlrriculum is being integrated in our social studies/history classes,from K through 12th grade.

● Parent Advisory Committee(PAC)一 adViSes thc lndian Education program.They meet flve tilnes per year and help to ensure that our Native students receive the supportthey need to be success■ 11. Every meeting a1lows tiine for input towards school district prograns and the lndian Education Policy and Procedures(IPP). They Currently send out their agcnda and ineeting notiflcations via letters to parents,email,and emails shared to the tribe by the Tribal K-12 program contact. ● Colville Confederated Tribes K-12 Attendance Prograln and K¨ 12 Youth Program― collaboration between the school district and these tribal progralns provide increased assistance with attendancc lnonitoring,intervention and acadelnic supports。

● Impact Aid Public Hearing― this mceting will be held right before the December school board mccting. It bcgins at 5:30p.In.on December 20,2016,with the regular board meeting followlng. The intent ofthe public hcaring is to rcccive input relative to the lndian education progralns, policics and proccdllres ofthe Omak School E)istrict and to give tribal offlcials and parents an opportunity to Fnake recoIImendations rcgarding the educational needs of students.

● School Board Meetings¨ these are held on thc 4th Tuesday of every lnonth,except for December. The school board welcomes community inputin all areas ofour student programs.

Committees - there are many committees seeking community member involvement. If you are interested in any of these following areas: attendance, discipline, graduation strategies, transition from PSIS, assessment, or curriculum, please contact the district office at826-0320. Not all committees are currently meeting, but will when the need arises. We would appreciate having your name to call during those times.

Indian Education Tutors - we currently have Indian Education Tutors in each of our school buildings. North Elementary - Amy Palmer, 826-8158; East Elementary - Amber Barnaby, 826- 8212; Middle School - Pamela Edmonds, 826-8338; High School - April Bigelow, 826-8514. These tutors serve Title VII and JOM students in their buildings, supporting our Indian students with academics, attendance, discipline, etc. If you have any questions or concerns, please feel free to contact them.

Native American Day Celebration - on September 23'd our Indian Education Tutors, along with many staff, community and tribal members, helped celebrate Native American Day. This was an opportunity to share many aspects of our local Native American culture. We appreciate the involvement of the many tribal volunteers that helped make this a great success.

November is Native American Month - each school in our district brings awareness to our local Native American culture through activities, assemblies, displays, and integrated lessons in our classrooms. Tribal members often participate as guest speakers and as resources to our teachers.

Sun Flower Festival - in May, Omak School District provides transportation to Paschal Sherman Indian School, so students may participate in a day of cultural activities and fun events alongside Paschal Sherman Indian students and other local area students. Families are also encouraged to attend and participate with their students.

We appreciate all the opportunities we have to collaborate in the best educational interests ofour students。
