Martin Received: 21 March 2017; Accepted: 27 May 2017; Published: 31 May 2017 Abstract: At the international policy level, there is a clear link between access to information about forests and the work towards sustainable land use. However, involving forests in planning for sustainable development (SuD) at the Swedish local level, by means of municipal comprehensive planning (MCP), is complicated by sector structure and legislation. Currently, there is a gap or hole in the MCP process when it comes to use and access to knowledge about forest conditions and forest land use. This hole limits the possibilities to formulate well-informed municipal visions and goals for sustainable forest land use as well as for overall SuD. Here we introduce an approach for compilation and presentation of geographic information to increase the preconditions for integrating forest information into Swedish MCP. We produce information about forest ownership patterns and forest conditions in terms of age and significant ecological and social values in forests for a case study municipality. We conclude that it is possible to effectively compile geographic and forest-related information to fill the hole in the municipal land use map. -

Abstract: Models of port development have hitherto concentrated on landward communications and the organization of maritime space in their explanation of changes in port location and activity. This study demonstrates that the level of economic development in hinterlands together with industrial and marine technology are also significant factors and indeed play leading roles in the process of port evolution. For a deeper understanding of the process of port evolution the case of Upper Norrland's ports has been investigated. An analysis of changes in port distri bution since 1750 reveals two main processes: dispersion followed by concen tration. The growth in the number of ports and loading places prior to 1885 was not regular but stepwise, with two rapid increases related to the relax ation of mercantile restrictions, laissez-faire policies and the diffusion of new industrial activities. -

1 (2) 2021-04-19 Dnr: Fi2021/00551 Finansdepartementet Förslag remissyttrande: Tillfälligt statsbidrag till vissa kommuner och regioner för kommunala åtgärder för en ekonomi i balans Finansdepartementet Dnr: Fi2021/00551 Arjeplog, Dorotea, Malå, Sorsele, Vilhelmina och Åsele kommun har utsetts till remissinstanser gällande tillfälligt statsbidrag till vissa kommuner och regioner för kommunala åtgärder för en ekonomi i balans. Kommunerna har gemensamt tagit del av remissen och förankrat remissvaret i Region 101 kommunchefsgrupp. Vi ställer oss positiva till införandet av ett stöd till ekonomiskt svaga kommuner. Stödet gör det ekonomiskt möjligt för kommuner att jobba med satsningar på strukturomvandling för att förbättra sin ekonomi och skapa en ekonomi i balans. Det är svårt för kommuner som uppfyller kriterierna för stödet att klara av att ekonomiskt lägga pengar på sådana åtgärder samtidigt som det behövs resultat för att kompensera balanskravsunderskott. Av den anledningen stödjer vi också att detta är ett riktat statsbidrag och inte del av de generella bidragen. Vi ser positivt på att stödet är flexibelt och kan användas på olika sätt i kommunerna och regionerna då våra respektive utmaningar kan variera stort, liksom lösningarna på dem. Vi anser att kriterierna för att ha rätt att söka stödet är relevanta och rimliga men anser dock att formuleringen bör ändras till ”Det redovisade balanskravsresultatet var negativt eller noll i minst två år under perioden 2015 – 2019”. Detta då en kommun kan ha haft ett negativt resultat efter balanskravsjusteringar och därmed tvingats nyttja resultatutjämningsreserven för att täcka underskott, men genom det kunnat redovisa ett balanskravsunderskott som varit noll. Det innebär ändå att kommunen har en svag ekonomi.
