BACKGROUND The Anaheim Transportation Network (ATN), a local non-profit transportation management association and a service provider of the Anaheim Resort Transportation (ART) system is embarking on an Integrated Transportation and Capacity Building Plan (“Study”). The Study is funded through a Transit Planning for Sustainable Communities Grant from Caltrans and Anaheim Tourism Improvement District (ATID). The primary goal of this Study is to work with stakeholders to formulate a vision for ideal transportation operations in the existing and proposed service areas, to determine future transit needs and to develop a financing and institutional structures that meet the needs of the business and commuting constituencies. The resulting goal is to develop a Plan that is fundable, cost- effective and sustainable in providing transit services to residents and visitors, alike, for the next 20 years. Anaheim Resort Transportation RFP No. 2015-003 Integrated Transportation and Capacity Building Plan ______________________________________________________________________________________ The Study will examine existing transit services provided by ATN in the Anaheim Resort and Platinum Triangle areas, proposed new areas, as well as integration with regional connectivity through the Anaheim Regional Transportation Intermodal Center (ARTIC) operations and the proposed Anaheim Rapid Connection (ARC) route and future regional transportation enhancements. This Study will address the following issues that impact the provision of future transit services in the Study area: 1. THE IMPACT OF FORECASTED POPULATION GROWTH, DEVELOPMENT AND TOURISM TO THE OVERALL TRANSPORTATION SYSTEM: Given the anticipated growth in visitors, residents and resulting businesses and special events, the Study area will be presented with significant transportation challenges. Understanding these impacts will assist in the formulation of a vision for a collective operational design to ensure cohesive, efficient, effective, and sustainable transit services and an improved transportation experience for residents and visitors. 2. THE DIVERSE PRIORITIES OF LOCAL AND REGIONAL TRANSPORTATION STAKEHOLDERS: The Study area contains multiple stakeholders who have a vested interest in the future of transportation at the identified Study area. These local interests and perspectives vary greatly in their operational purpose and priorities. Through these efforts, the study will produce transit focused implementation strategies to maximize the efficiency and effectiveness within the existing and future transit service models. 3. STRATEGIC PLANNING TO CREATE A TRANSPORTATION SYSTEM FOR THE 21ST CENTURY: Even though several public transportation options exist in Anaheim, travel by personal vehicle is still the most widely-used mode of travel in Anaheim. State, regional, and local stakeholders have made significant investments in public transportation, and most recently the opening of the ARTIC regional transportation hub. It is crucial that Anaheim’s transportation stakeholders begin planning for, coordinating, and gearing transit services to the likely shifting of customers’ demands. Creating this operational flexibility, now, will ensure that the region is poised to successfully and efficiently provide the transportation that residents and visitors expect. The Consultant's role in this Study is to perform the detailed assessment, work with the variety of stakeholders, identify needs and opportunities for service, and identify the steps that would be needed to pursue and implement those opportunities, most importantly a revenue stream to involve a participation structure. Any decision to implement the recommendations rests with the ATN. 2 | Page Anaheim Resort Transportation Anaheim Resort Transportation RFP No. 2015-003 Integrated Transportation and Capacity Building Plan ______________________________________________________________________________________ SECTION II SCOPE OF WORK Project Understanding and Goals The Anaheim Transportation Network (ATN) seeks consultant assistance to conduct a Study to develop an Integrated Transportation and Capacity Building Plan (Plan) for transit services within and around the City of Anaheim, California. The Study will be stakeholder driven to formulate a vision for ideal transportation operations in the existing and proposed service areas and determine future transit needs. The Study should formulate alternatives for transportation services such as: UNCONSTRAINED TRANSIT SYSTEM OPERATIONS If the ATN and the City of Anaheim were to assume that no transit services were available in the Study area, what would the optimal transit system operations look like, taking into consideration only geography of the Study area, demand and need for service, and future development and population growth projections. CONSTRAINED TRANSIT SYSTEM OPERATIONS With the understanding of existing political, financial, governance and operational constraints, as identified by the Study, develop three (3) transit operating models for consideration and deliberation of the stakeholders. Outline Pros and Cons for each model identifying financial, governance and operational considerations and recommendations. Develop a Preferred Alternative outlining political, financial, governance and operational recommendations and action items. The resulting goal is to develop a Plan that is fundable, cost-effective and sustainable in providing transit alternatives to residents and visitors alike for the next five (5), ten (10) and 20 years. This Study will address the following issues that impact the provision of future transit services in the Study area: 1. The following Scope of Work outlines the tasks the Consultant Team shall perform to conduct the Study and accomplish the stated goals, working in conjunction with the ATN and its partners. TASK 1. PROJECT KICK-OFF 1.1 Kick-off Meeting The Consultant Team will meet with ATN staff and other key partners as identified by ATN, to discuss the Study’s overall goals, coordination needs, analytical requirements, as well as initial project stakeholders that will be included in Subtask 1.4 meeting. Identify specific geographic areas to be included, as well as agencies, communities, businesses, services, and programs to be part of and considered in the detailed assessment. Deliverable: Memorandum outlining Study goals, stakeholders, and areas of focus for subsequent tasks. 1.2 Review Consultant Contract, Schedule, Deliverables and Scope of Work (SOW) Based
