Cahill requested that the Minutes be amended to reflect that he was the Chairperson of the Roads and Transportation S.P.C. Minutes of October 2014 It was proposed by Cllr. Siobhan Ambrose and seconded by Cllr. Roger Kennedy that the Monthly minutes of the meeting held on the 13th October, 2014 be adopted subject to the amendment Meeting above. Item 2.1 It was proposed by Cllr. R. Kennedy Conferences/ Seconded by Cllr. Marie Murphy Seminars/ And resolved:- Training “That pursuant to Section 142(5) of the Local Government Act 2001 and having regard to (i) the benefits likely to accrue, (ii) the general interest of this administrative area and of the local community (iii) the estimated cost of the proposed attendance and the provision made for such purposes in the annual budget, hereby nominate those listed hereunder to attend the following Conference/Seminar:- Seminar/ Dates Venue Nominees Conference/ Similar Event Ace Training – 5th & 6th Clonakilty Hotel Cllr. Fiona Bonfield 2014 1 Item 3.1 A report had been circulated to the members on the proposal of this Council for the Public Notice of development of a “Greenway” riverside walking and cycling route running along the northern Proposed Works bank of the River Suir for a length of 19 km approx. from Mulcahy Park in Clonmel to Sean Clonmel to Healy Park, Carrick-on-Suir. Plans and particulars of the proposed development were on th th Carrick on Suir public display from the 7 August, 2014 to the 19 September, 2014. Eleven submissions had Greenway. been received and the Chief Executive recommendation on submissions were contained in the report. It was recommended that the proposed development should proceed as the development was considered acceptable and consistent with the principle of proper planning and sustainable development of the area. Members welcomed the proposed works and it was agreed to proceed with this development. Proposed by Cllr. E. O’Meara Item 4.1 Seconded by Cllr. M. Lonergan Section 183 And Resolved:- Notice – Lands at Ballylynch “That in accordance with the provisions of Section 183 of the Local Government Act, 2001, Tipperary County Council hereby approve of the disposal of lands at Ballylynch, Carrick on Suir, Co. Tipperary to Inland Fisheries Ireland (previously Southern Regional Fisheries Board) in accordance with the terms of the Notice under the above Section, as circulated on the 28th November, 2014”. Items 5.1 Tipperary County Council were lead authority for the implementation of the Lough Derg Section 85 Signage Strategy in Counties Clare, Galway and Tipperary. This would involve the Agreement – procurement and erection of signage on the Regional and Local routes around the Loch Derg Clare County Lakelands area as per the Lough Derg Signage Strategy. It was therefore necessary to have Council. Section 85 Agreements in place with Clare County Council and Galway County Council. Proposed by Cllr. G. Darcy Seconded by Cllr. P. Bugler And Resolved:- “That Tipperary County Council enters into an Agreement under Section 85 of the Local Government Act 2001 with Clare County Council to carry out the necessary procurement and erection of the signage on the Regional and Local routes around the Lough Derg Lakelands as per the Lough Derg Signage Strategy”. Items 5.2 Proposed by Cllr. G. Darcy: Section 85 – Seconded by Cllr. P. Bugler Galway County And Resolved :- Council. “That Tipperary County Council enters into an Agreement under Section 85 of the Local Government Act 2001 with Galway County Council to carry out the necessary procurement and erection of the signage on the Regional and Local routes around the Lough Derg Lakelands as per the Lough Derg Signage Strategy”. The Council had adopted its Strategic Policy Committee Scheme in September, 2014. Item 6.1 Nominations had been sought from the National Key Stakeholder Pillars and the P.P.N. and Strategic Policy an appendix had been circulated with details of the nominees submitted for ratification. These Committee nominations required the approval of the Council, following which the first meetings of the Strategic Policy Committees would be convened. Proposed by Cllr. TOTAL 4 5 3 1 12 1 70 It was noted that a number of nominees were still awaited from the Business Pillar in relation 3 to the following SPC’s; Environment (1),Roads (2),Housing (1) and there would be a follow-up with the relevant stakeholders. Item 6.2 Under the provisions of the Universities Act, 1997(“the Act”), there shall be appointed as U.C.C. members of the Governing Body, “five persons elected by the Councils of the administrative Governing Body Counties of Cork, Waterford, Kerry, Limerick and Tipperary. The term of office was 4 years commencing on 1st February 2015. Public Notice was published in October 2014 inviting nominations. One nomination was submitted and it was recommended that Councillor Michael FitzGerald as the nominated member be elected by Tipperary County Council as a member of the Governing Body of University College, Cork in accordance with the Statutes of that College. Proposed by Cllr. S. Ambrose Seconded by Cllr. Marie Murphy And Resolved:- “That Councillor Michael Fitzgerald be elected as the nominated member of Tipperary County Council as a member of the Governing Body of University College, Cork in accordance with the Statutes of that College”. Item 6.3 A review of the operation of the JPC nationally was commenced in 2012 to identify how their Joint Policing operation could be enhanced and arising from the Review process, new guidelines were Committee issued in August 2014. The review brought about a number of changes including the need for the JPCs to develop 6 year strategic plans and annual plans, an increase in the number of community representatives, and the requirement of a communication strategy to support interaction with local communities and coordination with other local structures. Membership The revised guidelines propose that for counties with more than 32 members such as County Tipperary the JPC would have the following membership. That the PPN, the Farming Pillar and the Business Pillar be requested to nominate their representatives and that each Municipal/Borough District consider whether they wish to set up a safety committee and inform the Director of Service accordingly who would arrange for same. It was agreed that the nomination of three members from each Municipal District/Borough District would be decided at their respective meetings and notified to the Meetings Administrator. Item 6.4 Proposed by Cllr. G. Darcy South Tipperary Seconded by Cllr. Marie Murphy Arts Centre And Resolved:- “That Councillor John Fahey be nominated as a representative of Tipperary County Council to South Tipperary Arts Centre”. 4 The Management Report had been circulated to the members for consideration and the Item7.1 Management following items were highlighted. Presentations were made by Matt Shortt, Director of Report Services on the Southern Draft Regional Waste Management Plan 2015-2021 and by Ms.
