MINUTES OF PROCEEDINGS OF MONTHLY MEETING OF TIPPERARY COUNTY COUNCIL HELD IN THE COUNCIL CHAMBER, CIVIC OFFICES, CLONMEL, AT 11.00AM ON 8th December, 2014 Present Cllr. Cahill requested that the Minutes be amended to reflect that he was the Chairperson of the Roads and Transportation S.P.C. Minutes of October 2014 It was proposed by Cllr. Siobhan Ambrose and seconded by Cllr. Roger Kennedy that the Monthly minutes of the meeting held on the 13th October, 2014 be adopted subject to the amendment Meeting above. Item 2.1 It was proposed by Cllr. R. Kennedy Conferences/ Seconded by Cllr. Marie Murphy Seminars/ And resolved:- Training “That pursuant to Section 142(5) of the Local Government Act 2001 and having regard to (i) the benefits likely to accrue, (ii) the general interest of this administrative area and of the local community (iii) the estimated cost of the proposed attendance and the provision made for such purposes in the annual budget, hereby nominate those listed hereunder to attend the following Conference/Seminar:- Seminar/ Dates Venue Nominees Conference/ Similar Event Ace Training – 5th & 6th Clonakilty Hotel Cllr. Fiona Bonfield 2014 1 Item 3.1 A report had been circulated to the members on the proposal of this Council for the Public Notice of development of a “Greenway” riverside walking and cycling route running along the northern Proposed Works bank of the River Suir for a length of 19 km approx. from Mulcahy Park in Clonmel to Sean Clonmel to Healy Park, Carrick-on-Suir. Plans and particulars of the proposed development were on th th Carrick on Suir public display from the 7 August, 2014 to the 19 September, 2014. Eleven submissions had Greenway. been received and the Chief Executive recommendation on submissions were contained in the report. It was recommended that the proposed development should proceed as the development was considered acceptable and consistent with the principle of proper planning and sustainable development of the area. Members welcomed the proposed works and it was agreed to proceed with this development. Proposed by Cllr. E. O’Meara Item 4.1 Seconded by Cllr. M. Lonergan Section 183 And Resolved:- Notice – Lands at Ballylynch “That in accordance with the provisions of Section 183 of the Local Government Act, 2001, Tipperary County Council hereby approve of the disposal of lands at Ballylynch, Carrick on Suir, Co. Tipperary to Inland Fisheries Ireland (previously Southern Regional Fisheries Board) in accordance with the terms of the Notice under the above Section, as circulated on the 28th November, 2014”. Items 5.1 Tipperary County Council were lead authority for the implementation of the Lough Derg Section 85 Signage Strategy in Counties Clare, Galway and Tipperary. This would involve the Agreement – procurement and erection of signage on the Regional and Local routes around the Loch Derg Clare County Lakelands area as per the Lough Derg Signage Strategy. It was therefore necessary to have Council. Section 85 Agreements in place with Clare County Council and Galway County Council. Proposed by Cllr. G. Darcy Seconded by Cllr. P. Bugler And Resolved:- “That Tipperary County Council enters into an Agreement under Section 85 of the Local Government Act 2001 with Clare County Council to carry out the necessary procurement and erection of the signage on the Regional and Local routes around the Lough Derg Lakelands as per the Lough Derg Signage Strategy”. Items 5.2 Proposed by Cllr. G. Darcy: Section 85 – Seconded by Cllr. P. The Council had adopted its Strategic Policy Committee Scheme in September, 2014. Item 6.1 Nominations had been sought from the National Key Stakeholder Pillars and the P.P.N. and Strategic Policy an appendix had been circulated with details of the nominees submitted for ratification. TOTAL 4 5 3 1 12 1 70 It was noted that a number of nominees were still awaited from the Business Pillar in relation 3 to the following SPC’s; Environment (1),Roads (2),Housing (1) and there would be a follow-up with the relevant stakeholders. Item 6.2 Under the provisions of the Universities Act, 1997(“the Act”), there shall be appointed as U.C.C. members of the Governing Body, “five persons elected by the Councils of the administrative Governing Body Counties of Cork, Waterford, Kerry, Limerick and Tipperary. The term of office was 4 years commencing on 1st February 2015. Public Notice was published in October 2014 inviting nominations. One nomination was submitted and it was recommended that Councillor Michael FitzGerald as the nominated member be elected by Tipperary County Council as a member of the Governing Body of University College, Cork in accordance with the Statutes of that College. Proposed by Cllr. S. Ambrose Seconded by Cllr. Marie Murphy And Resolved:- “That Councillor Michael Fitzgerald be elected as the nominated member of Tipperary County Council as a member of the Governing Body of University College, Cork in accordance with the Statutes of that College”. Item 6.3 A review of the operation of the JPC nationally was commenced in 2012 to identify how their Joint Policing operation could be enhanced and arising from the Review process, new guidelines were Committee issued in August 2014. The review brought about a number of changes including the need for the JPCs to develop 6 year strategic plans and annual plans, an increase in the number of community representatives, and the requirement of a communication strategy to support interaction with local communities and coordination with other local structures. Membership The revised guidelines propose that for counties with more than 32 members such as County Tipperary the JPC would have the following membership. LA area types LA elected Oireachtas LA Officials An Gardaí Community members members Counties with 15 5 2 2 7 over 32 members It was recommended that 15 members (3 from each Municipal/Borough District with an appropriate regard being had to gender balance) be elected onto the JPC. That the PPN, the Farming Pillar and the Business Pillar be requested to nominate their representatives and that each Municipal/Borough District consider whether they wish to set up a safety committee and inform the Director of Service accordingly who would arrange for same. It was agreed that the nomination of three members from each Municipal District/Borough District would be decided at their respective meetings and notified to the Meetings Administrator. Item 6.4 Proposed by Cllr. G. Darcy South Tipperary Seconded by Cllr. Marie Murphy Arts Centre And Resolved:- “That Councillor John Fahey be nominated as a representative of Tipperary County Council to South Tipperary Arts Centre”. 4 The Management Report had been circulated to the members for consideration and the Item7.1 Management following items were highlighted. Presentations were made by Matt Shortt, Director of Report Services on the Southern Draft Regional Waste Management Plan 2015-2021 and by Ms.

He was parish priest of Loughmore and Castleiny Co Tipperary 1960 – 1971 and a keen family historian. He is buried in Loughmore Cemetery.”Kathleen Fanning C. 1786, Walter Skehan (a), of Coolbawn married firstly Mary O’Dea (w-a). Issue:- 3 Children:- (1). John (aa), born 1787 = Mary Ryan? 1824. Said to have been implicated in a faction fight in which a man was murdered: given Coolbawn to his step-brother, Darby, and fled to U.S.A. He is believed to have been married and that his eldest child was named Walter. John Skehan (aa) was baptised on 3rd May 1787. But it must be noted that there is a John Skehan who died 18th May, 1804, aged 77, and is buried at St. Johnstown with other members of the family: but he however would be too old to be same person as above John, and is perhaps the father of Walter (a).     The O'keeffes of Glenough by Robert O'keeffe Nora O'keeffe Was Born In

    The O’Keeffes of Glenough by Robert O’Keeffe Nora O’Keeffe was born in Glenough, Rossmore Co. Tipperary in 1885, and was one of 12 children. The family were steeped in the nationalist tradition and her father, Dan, was a Nationalist Justice of Peace and a respected nationalist figure locally. There are uncorroborated stories of involvement in the Fenian outbreak of 1867 (Fr Denis Matthew O’Keeffe’s history). Nora emigrated to the US in 1909 and worked as a typist/stenographer. She appears to have returned to Ireland in 1918/9 along with her brother Patrick. During her time in the US she appears to have met Margaret Skinnider with whom it is thought she had a life long same sex relationship. (McAuliffe) She became active with Cumann na mBan and was among those listed in Bureau of Military History statements as having dispersed the gelignite from the Sologheadbeg ambush across the Brigade area. The younger members of the family seem to have immersed themselves in the national struggle at this time. This was probably due in no small part to the presence in the locality of staunch Republicans such as Fr Matt Ryan of Knockavilla, Eamonn O’Duibhir of Ballagh and the Irish teacher, Padraig Breathnach. The house at Glenough was used as a safe house and also played host to brigade meetings. The “Big Four” of Robinson, Breen, Treacy and Hogan were regular visitors as was Ernie O’Malley. O’Malley mentions the family in his autobiography “On another man’s wound” and also in his book “Raids and Rallies”.

The final should be a thrilling one, with Boherlahan-Dualla after a few great years, back in contention after last year's defeat, while Loughmore-Castleiney is one of the great dual clubs in Tipperary and will have their eyes set tonight on regaining hurling glory.

    Upperchurch Cemetery Ryan Connections Revised: February 27, 2018 This paper combines and expands on two papers that were published on this site in 2006. It all began when another Central New Yorker with Ryan and Upperchurch connections made a trip to Ireland. “On January 3, 2006, I (Beverly Jean Muncy Bouthiller) visited the cemetery in Upperchurch village, Co. Tipperary, Ireland. While there, I photographed and made notes of several headstone inscriptions, focusing mainly on those for Ryan that had old dates. Although these may or may not be pertinent to my ancestors, I thought it would help other Ryan researchers too. I tried to be as accurate as possible. That expansion is the purpose of this paper and to make it more comprehensive the pictures, transcribed inscriptions and the family trees based on those inscriptions are gathered together in one place. These early family trees are expanded with the new information from the parish registers and sometimes with additional information. Except where noted the pictures and all the inscriptions in this paper were taken or transcribed by Beverly Jean Muncy Bouthiller.

    CLONOULTY OLD CEMETERY GRAVESTONE INSCRIPTIONS The former Protestant Church, now used as a funeral home, was built in the 1850s. It replaced a much older church that was located further down the graveyard. This older church was completely demolished. A few cut stones, which must have come from this building, can be found towards the lower end of the graveyard. To the right inside the gate are three slabs with Tau cross carvings. These stones were found, several years ago, on the Horan farm in Torah and placed near the Horan family plot in Clonoulty. Superscript abbrevations are common on the older headstones. For instance, departed is normally written depd, February is written Febry and names, such as, Thomas is written Thos. In this transcription superscript fonts are written as normal fonts. The numbering starts from the gate and takes each row in turn including those on the left of the path. 1 1. Since that time more families have been found and more connections established. Although Ryan is the most numerous surname the organizing theme has been broadened to cover the Upperchurch area of Co. Tipperary because all of the families on this list come from the Upperchurch area, with one exception. They arrived over an extended period of time but they all settled in the tri- county area in New York where the counties of Onondaga, Cortland and Madison come together. In the sections below families are grouped together with their children’s families indented under their parents. The primary names are: BURKE, CAREY. DUGGAN, DWYER, GLEASON, HAYES, HEFFERNAN, KENNEDY, LEE, LONERGAN, LONG, MALONEY, McAULIFFE, McGRATH, PHELAN, SHANAHAN, SHEAHAN and RYAN. There are twenty-seven (27) families, represented by 62 individuals arriving in the central New York area, who had connections back to the Upperchurch area of Co. Tipperary, Ireland. They are assigned to family groups, however the entire family didn’t always arrive together in America. Sometimes individuals came alone and sent for their immediate families after establishing themselves. Over subsequent years, brothers and sisters and their families would join the original relatives to settle in the same area. Eventually even the parents would sometimes be brought over to America. The order of the family group listings, in this document, is based on the earliest arrival of a member of the family group.
