(Question No.129/2020) IMPLEMENTATION OF THE HOUSEHOLD IRRIGATION WATER STORAGE PROGRAMME Hon. Kanini Kega (Kieni, JP): Hon. Speaker, I rise to ask Question No.129/2020 directed to the Cabinet Secretary for Water, Sanitation and Irrigation: (i) Could the Cabinet Secretary provide a status report regarding the programme of implementation of the Household Irrigation Water Storage Programme by The National Irrigation Authority, indicating the constituencies where the initiative has been rolled out and total number of Households that have benefited under the initiative in each Constituency? (ii) Could the Cabinet Secretary explain why households in Kieni Constituency which is regarded as semi-arid area have not benefitted from the programme? I thank you, Hon. Speaker. Hon. (iii) When will the livelihood projects commonly referred as Project Affected Persons for the community commence, where will they be located and what type of projects has been planned as identified by the World Bank officials and representatives of the Mwache dam supervisors and when will the community be engaged in terms of meetings and other fora. Speaker, I beg to ask the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works the following Question: (i) Is the Cabinet Secretary aware that Iraru Bridge connecting Abogeta, Westand, Igoji West Wards in South Imenti Constituency along Meru-Githingiri-Marimba-Chogoria Road(C363) was swept away by heavy rains and landslides of March to May 2020 thus paralysing transport and communication between the two wards? (ii) (ii)What steps is the Cabinet Secretary taking to expedite the construction of the said bridge, when will it commence and when it would be completed? Hon. I beg to ask the Cabinet Secretary for Energy the following Question: (i) What is the status of electricity connection and stalled projects to all public institutions in Mwingi West Constituency under the Last Mile and Rural Electrification and Renewable Corporation? (ii) Could the Cabinet Secretary explain why Kenya power, Mwingi Region has taken long to carry out repairs and maintenance including replacement of faulty transformers which has resulted to frequent occurrences of blackouts in the Mwingi West Constituency? (iii) What measures has the Ministry put in place to address the low voltages for some areas in Mwingi West Constituency that persisted since March 2020 to date? (ii) Could the Cabinet Secretary further explain when the electricity connectivity from Lomatto Anet centres will be constructed and be operational? Hon. Speaker I beg to ask the Cabinet Secretary for Petroleum and Mining the following Question: (i) Could the Cabinet Secretary state and provide details on the areas covered by the Lirhanda Corridor Gold Exploration in Western and parts of Nyanza regions, name the companies prospecting in these areas, their ownership and the process that was used to identify and award rights to prospect gold in the stated areas? (ii) (ii)What are the estimated amounts in value and quantity of the Gold deposits in the Lirhanda Corridor and how much royalties or payments to the Government are the companies paying? (iii) (iii) Could the Cabinet Secretary explain the mining methods recommended and being used in the mining of the Gold in this particular region and provide the environmental impact assessment that was done? (iv) (iv) Could the Cabinet Secretary describe the revenue sharing structure among the National Government, County Governments and the local citizens affected and whether there were any compensations to the residents affected? Speaker: I will make the communication a little later when we have more Members. PETITION IRREGULAR ACQUISITION OF VIPINGO COMMUNITY LAND Hon. Speaker: Order Members! Hon. Members, this is Petition No.01 of 2017. Standing Order No.225 (2)(b) requires that the Speaker reports to the House any petition other than those presented through a Member. I, therefore, wish to convey to the House that my office has received a Petition signed by one Messrs. David Munga Mwadende of ID No.8463168 and James Kalenga Muganga of ID No.5012765, on behalf of the indigenous people of Vipingo Lands Community in Kilifi County. The Petitioners aver that during the colonial era in 1913, the Government took over their ancestral land for public use with the assurance of resettling and compensating them, but this never happened. Further, upon expiry of the leases, the land was transferred to private owners under unclear circumstances instead of reverting back to the Kilifi residents. This state of affairs has rendered them as squatters to date. The Petitioners further contend that even with successive Governments coming into power, efforts to reclaim their ancestral lands through the National Land Commission (NLC) and State Department of Lands have been futile. This, according to them, is a contravention of Article 60(1)(b) of the Constitution which recognises and upholds the principle of security of land rights.

Justin Muturi) in the Chair] PRAYERS PETITION HARMONISATION OF HARDSHIP ALLOWANCES FOR PUBLIC SERVANTS Hon. Speaker: Hon. Members, Standing Order No. 225(2)(b) requires that the Hon. Speaker reports to the House any petition other than those presented through a Member. I therefore wish to convey to the House that my office has received a Petition from Messrs Jerry Saoli Olekina and Justus K. Mugo, on behalf of members of the Union of Kenya Civil Servants, regarding non-payment and harmonisation of hardship allowances for all public servants. The Petitioners contend that the Public Service Policy stipulates that public servants working in hardship areas are entitled to hardship allowances and that the Government has been discriminative in paying the said hardship allowances. The Petitioners contend the following, that: (i) The Judicial Service Commission (JSC) and the Teachers Service Commission (TSC), together with other State organs, receive hardship allowances in more areas than other offices under the Public Service Commission; and (ii) There is urgent need to appreciate and recognise the marginal differences of hardship in arid and semi-arid areas in terms of award of proportionate hardship allowances. The Petitioners therefore pray that the National Assembly: (1) Conducts investigations into the circumstances under which there are disparities and/or discrimination in payment of hardship allowances for public servants; (2) Causes the Government to gazette the classification of current arid and semi- arid areas and cause the Public Service Commission to honour the 2012 gazetted list of hardship areas; (3) Recommends that Salaries and Remuneration Commission should harmonise and standardise the rate of allowances for arid and semi-arid areas; and (4) Recommends that the Salaries and Remuneration Commission should harmonise payment of hardship allowances for all public servants.

    2000 2003 The Kenya Forests Working Group, KFWG, is a gathering of individuals and organizations (government and non-government, local, national and international) concerned with forests, their conservation and management. KFWG was formed in 1995 to provide a forum for exchanging and sharing information and experiences among members. It is a sub-committee of the East African Wild Life Society. KFWG’s goal is to improve the status of Kenya’s forests and increase the benefits from them through sound management and conservation practices. The Department of Resource Surveys and Remote Sensing, DRSRS, is one of the departments in the Ministry of Environment and Natural Resources. It was established in 1975. It is mandated with the collection, storage, analysis and dissemination of data on natural resources with the major aim of alleviating poverty. The department’s programmes and activities are executed in four major themes: Aerial Surveys, Ground Surveys, Remote Sensing and Data Management. The Royal Netherlands Embassy is one of Kenya’s development partners. The Netherlands Development Programme for Kenya started just after independence in 1963. Poverty alleviation within a framework of sustainable development has always been the cornerstone of the Netherlands developmental policy in Kenya. Since the start of the developmental programme a number of projects have been supported including those in environmental conservation.
