Executive Summary 2.1 This report sets out a proposed strategic statement for investment in town centres and local centres in Edinburgh. The report proposes the preparation of a schedule of key projects setting out the priority for investment in each town and local centre. Finally, the report provides an update on funds for investment in town centres. 3. Background 3.1 The Edinburgh Local Development Plan (LDP) identifies eight town centres in Edinburgh (listed in Appendix 1 and mapped in Appendix 2). The role of the town centres as set out in the LDP is to “serve as a focal point for their local communities providing a diverse mix of shopping facilities and other commercial and community services.” 3.2 The LDP also identifies 61 existing (and four proposed) local centres in Edinburgh (listed in Appendix 1 and mapped in Appendix 2).

Matters Arising: Landscaping in front of Pavilion Following on from a complaint about the state of the landscaped area in front of the Pavilion building, Cllr Lewis was going to discuss alternate options with relevant manager to seek a viable solution to the maintenance problems at this location. In the absence of Cllr Lewis this matter is deferred Action: Secretary to write to Cllr Lewis for an update. Complaint regarding a dangerous dog The Chair gave a verbal report on the meeting that took place in the Pentland Community Centre on the 29th September, which she described as being an eye-opener as to the extent of the problem. The meeting had been arranged by local councillors to enable residents affected by the aggressive actions of their neighbour to raise their complaint to the appropriate authorities and seek a solution.

Firrhill News Produced by the Parent Council January 2017 Fashion Gallery and Dovecot Studios The S3 fashion class accompanied by Mrs Graham and Ms Kirkwood visited the new Fashion Gallery at the National Museum of Scotland and the Dovecot Gallery. The students really enjoyed seeing the historical fashion items alongside cutting edge haute couture garments, and had the chance to create their own catwalk designs using the interactive display facilities. The new Fashion and Style Gallery tells the story of fashion from 18th century court dresses to contemporary catwalk creations At the Dovecot Gallery, they were able to observe the weavers at work and had a fascinating Q & A session with the rug tufters. Matters Arising Item 2.1 NP Review & Appendix 2 Edinburgh Partnership Review Report Oct 2018 SW questioned why the Report failed to mention of the Neighbourhood Partnerships and asked if this meant the were being discontinued. Cllr Doggart indicated that the value of NPs was still under discussion as there was a recognition that the Localities set up did not lend itself to informal public engagement. HL indicated that she had sent in the CC’s comments but has not received an acknowledgement. SW noted in recent correspondence CC’s could claim additional funds for community engagement and hire of halls, etc. Cllr Doggart indicated there were circumstances where additional funds could be applied for and the forthcoming Review may see this included in the Community Council Scheme. SW queried what the EACC position was in regard to this. Noted there is a meeting on the 25th but we have no-one able to attended.

For more information, contact the Parent Council [email protected] Sports Day Follow on Twitter @FirrhillPE Sport s Day was organised in three zones: the “Tough Mudder”; the “Energy Zone”, which comprised various “potted” sports events, face painting, sponge throwing and sumo wrestling suits; and the “Athletics and Fun Races”, which included all of our traditional competitive events plus some fun events – such as the egg and spoon race and the three-legged race. This was the school’s first opportunity to run a competition including all four houses and Caerketton ended up as Firrhill’s first ever Sports Day House Champions. Thanks to Miss Carmichael CL Health and well-being, and S2 Netball to all the Firrhill staff who arranged and ran sports day. On Monday 27 February, the S2 netball team, coached by Mrs Harkness and Miss McCaig, played Lathallen, Dundee in an exciting quarter-final match. The teams were well matched and both played very well throughout, but Firrhill had the upper hand and finally won 31-26 this fast-paced, exciting silver cup match. The S2 team played in the Scottish Schools Cup Finals at Ravenscraig, but lost the Silver Final 23-18 to Balwearie High. Well done to all who took part – great team work! Fanfare Concert Many Firrhill musicians took part in the annual Fanfare Concert at Central Hall Tollcross on 25 November (and also in the December Childline Concert).

Acting Director-General Finance Gordon Wales T: 0131-244 7428 E: [email protected] Convener Public Audit and Post-legislative Scrutiny Committee The Scottish Parliament Edinburgh EH99 1SP ___ 31 March 2017 Dear Convener Infrastructure Investment – Major Capital Projects Progress Update I am pleased to provide the Public Audit and Post-legislative Scrutiny Committee with the latest report on Major Capital Projects for the six months ending March 2017. This fulfils the Scottish Government’s commitment to report every six months to the Committee on this topic. This report follows the format agreed in 2013 between the previous Committee, Audit Scotland and the Scottish Government. Progress Update This report provides updated information on major capital projects with a value of more than £20 million where the Scottish Government has a lead role in procurement or funding (Annex A). It also includes school projects of lesser value which are being delivered through Scotland’s Schools for the Future Programme, for which local authorities are responsible, and those health projects being taken forward through the Scotland-wide 'hub' initiative which form part of the current NPD/hub investment programme. The Annex provides links to information on unitary charge payments that will flow from revenue funded NPD/hub projects which are in construction and where costs have been finalised. Unitary charge payments are the means whereby commissioning authorities such as NHS Boards, local authorities or the Scottish Government meet the costs of revenue-funded projects over their lifetime. They are fixed (subject to inflationary uplifts) for periods of up to 30 years. In addition, the report provides information on the progress of projects within the Infrastructure Investment Plan which have a value of more than £20 million and are at Outline Business Case approved stage or beyond (Annex B).
