The purpose of this conference is to bring together leaders of our respective countries in all areas related to ensuring the supply of inexpensive, reliable energy to drive our two economies while improving the environment on a world-wide basis. Our countries each face major energy and environmental concerns, while between us we have the talent and resources to make major progress in these areas. The immediate goal of the conference is to make introductions between colleagues from both countries in specific areas and to exchange information on what each of us is doing to ad- dress the problems. More importantly, the long-term goal of the conference is to initiate cooperative efforts between teams from both coun- tries in technology, academia, business, investment, and government policy. To this end the organizer of the conference, the U.S.-China Green Energy Council, will continue its efforts after the conference to stimulate the formation of cooperative efforts from both sides to work together for the greater good of the world. We look forward to two exciting days of conference sessions, meetings, and person-to-person introductions, but most importantly to future collaborative efforts on the part of all of us. Sincerely, Acaemician Zhongxian Zhao Dr. Robert E. Larson Professor Robert Shih Chiu Wu Co-Chairmen of the Conference 6 About the US-China Green Energy Conference As the world’s No. 1 and No. 2 nations in primary energy consumption, petroleum demand, and greenhouse gas emissions, the U.S. and China have in recent years embarked on a remarkable path toward developing a sustainable energy infrastructure, aggressively pushing for improved energy efficiencies, developing renewable energy sources, and investing heavily in other green technologies, in both the public and private sectors. These developments are having profound and positive impacts on our quest for long-term economic growth as well as solv- ing the pressing global environmental problems. The US-China Green Energy Conference is designed to explore ways to form partnerships and alliances among private parties, non-govern- mental organizations and public sector organizations in the two countries. We encourage all stakeholders to learn to understand the barriers and to identify how each can contribute to overcoming them and create shared benefits. We are convinced that when governments, educa- tors, and investors join together with innovative businesses, they will find ways to maximize positive results for themselves, the planet and each other. Therefore, this conference brings together Chinese and US leaders in four fields: business, technology, academia, and policymaking, to ex- change experiences and explore ways to collaborate concretely on real projects that address the critical issues of energy self-sufficiency and environmental sustainability. It follows a companion event, the US China Green Tech Summit in Shanghai November 12-14 that focused on business opportunities in Green Tech (more on this below). More than 100 experts from the U.S. and China will participate in Beijing as pan- elists and speakers, and more than 500 attendees will join them to learn from each other and to find allies. Attendees include central and provincial level officials responsible for energy and environmental policies in the US and China. Scholars, technologists, opinion leaders, edu- cators will join with business executives and global investors who are looking for green energy investments. The conference and its follow- on activities are designed to facilitate global efforts to develop and adopt better energy technologies, more sustainable economics and more fulfilling lives for citizens of the world. The US-China Green Energy Council (UCGEC) partnered with the Chinese Association for Science and Technology (CAST) to host this confer- ence. Professor Han Qide, Vice Chariman of the Standing Committee of the National People’s Congress and President of CAST, and US Sena- tor Diane Feinstein are Honorary Co-Chairs with Chairmen Zhao Zhongxian, Academician, Chinese Academy of Science and Vice President of CAST, Professor Robert Wu and Dr. Robert E. Larson. • China Energy Report Brief
ENERGY FUTURES AND URBAN AIR POLLUTION Challenges for China and the United States (2007) The United States and China are the number one and two energy consumers in the world, with China being the largest emitter of sulfur dioxide (SO2) and both countries leading the world in carbon dioxide emissions (CO2) due to their extensive use of fossil fuels (Figure 1). To examine the energy use and urban air pollution challenges faced by these two countries, the U.S. National Academies, in cooperation with the Chinese Academy of Engineering (CAE) and the Chinese Academy of Sciences (CAS), developed Energy Futures and Urban Air Pollution: Challenges for China and the United States. This comparative study identifies lessons learned from case studies of four cities (Pittsburgh and Los Angeles in the U.S. and Huainan and Dalian in China), addresses key technological and institutional challenges and opportunities, and highlights areas for continued cooperation between the U.S. and China on energy and air quality issues. The report is geared towards policy- and decision-makers at all levels of government as they seek to balance urban energy consumption with air quality management. It is the hope that the report is of value to policy and decision makers not only in China but also in the U.S. and other countries worldwide.
