AND THAT Sections 2 and 3 of the Constitution Act Amendment Act, 1966, have not yet come into operation and Section 8 of the Interpretation Act permits powers con- ferred in an Act that has not yet come into operation to be performed so far as is necessary or expedient for the purpose of making the Act effective at the date of the commencement thereof;

AND THAT it is considered necessary for the purpose of making the Constitution Act Amendment Act, 1966, effective at the date of the commencement thereof to make the following appointments and regulation:

AND TO RECOMMEND THAT pursuant to the provisions of the Provincial Elections Act, a; Registrar of Voters and Deputy Registrar of Voters be appointed for each of the new slectoral districts of the province in accordance with the attached Schedules nA" and flIFI:

AND FURTHER TO RECOMMEND THAT pursuant to the provisions of the Constitution Act, the Interpretation Act, the Provincial Elections Act, and all other powers thereunto enabling, the following regulation be made;

'The Chief Electoral Officer and the Registrar—General of Voters, the Registrars of Voters, and all other persons appointed to perform functions, procedures and other duties under the Provincial Elections Act are hereby empowered to perform such of those functions, procedures and duties as are necessary to prepare the list of voters for each of the electoral districts constituted under the Constitution Act Amendment Act, 1966, and without limiting the generality of the regoing, the appropriate Registrars of Voters are hereby authorized: /7 (1) To perform the functions set out in SeLeti .f the Provincial Elections Act. (2) To place the names of voters applying! r tr tion on the list of voters for each electoral district constitute on Act Amend- ment Act, 1966."
