Separatists and Russian nationalist-extremist allies of the Party of Regions call for union with Russia Today at 17:38 | Taras Kuzio The signing of an accord to prolong the Black Sea Fleet in the Crimea by 25 years not only infringes the Constitution again, but also threatens Ukraine’s territorial integrity. If a president is willing to ignore the Constitution on two big questions in less than two months in office, what will he have done to the Constitution after 60 months in office? As somebody wrote on my Facebook profile yesterday, the Constitution is now “toilet paper.” The threat to Ukraine’s territorial integrity is deeper. Since President Viktor Yanukovych’s election, Russian nationalist-extremist allies of the Party of Regions have begun to radicalize their activities. Their mix of Russophile and Sovietophile ideological views are given encouragement by cabinet ministers such as Minister of Education Dmytro Tabachnyk and First Deputy Prime Minister Volodymyr Semynozhenko. Calls, which look increasingly orchestrated, are made to change Ukraine’s national anthem, adopt Russian as a state language, transform Ukraine into a federal state and coordinate the writing of educational textbooks with Russia. On Monday, Russian nationalist-extremist allies of the Party of Regions in the Crimea organized a meeting on the anniversary of the Crimea’s annexation by the Russian empire that demanded a full military, political and economic union with Russia. Russian nationalist-extremists in the Crimea were marginalized by ex-President Leonid Kuchma after he abolished the Crimean presidential institution in 1995. Then Deputy Prime Minister Yevhen Marchuk undertook measures to subvert and undermine the Russian nationalist-extremists who came to power in the peninsula in 1994. -

Ukraine Sliding From Oligarchy to Cronyism Publication: Eurasia Daily Monitor Volume: 10 Issue: 8 January 16, 2013 04:41 PM Age: 2 hrs By: Taras Kuzio President Viktor Yanukovych (Source: president.gov.ua) The recent appointment of a second government led by Prime Minister Nikolai Azarov confirms Ukraine’s evolution from an oligarchy to a cronyist state whereby positions of power are increasingly being accorded to “the Family,” composed of President Viktor Yanukovych’s close relatives and loyal associates from his home town of Yenakiyeve in Donetsk oblast (see EDM, December 2, 2011). “The Family” is orchestrated by the president’s eldest son, Oleksandr (http://www.pravda.com.ua/articles/2012/12/25/6980434/). Azarov is not a “Family” member and heads a caretaker government. However, twelve positions have been allocated to “The Family,” facilitating the privatization of the state budget and security forces. Illustratively, former National Bank of Ukraine (NBU) Chairman Serhiy Arbuzov was made first deputy prime minister, a position from which he is likely to rise to prime minister. The new NBU Chairman Ihor Sorkin was born in Donetsk and in 2002–2010 headed the Donetsk branch of NBU. Sorkin’s wife, Angela, is the deputy head of UkrBiznesBank, now owned by Oleksandr Yanukovych but headed by Arbuzov until 2010. Both Angela Arbuzov and Oleksandr Yanukovych are (bizarrely) dentists by profession, and Oleksandr entered Ukraine’s top 100 wealthiest people in 2011, a year after his father came to power. Ihor Sorkin’s parents live in Moscow and his father is employed by a Gazprom entity whose affiliate in Donetsk employs Ihor’s sister (http://www.pravda.com.ua/articles/2013/01/11/6981269/). -

From Viktor to Viktor: Democracy and Authoritarianism in Ukraine OLEXIY HARAN Abstract: The Orange Revolution has not led to the creation of an effective government or of democratic checks and balances. Therefore, contrary to many hopes, after the 2010 presidential election Ukraine is backsliding into “soft” authoritarianism. However, the failures of the regime to deliver socioeconomic promises have united the electorate in different regions of the country in their growing criticism of the authorities. Keywords: authoritarianism, Orange Revolution, Ukrainian–Russian relations, Viktor Yanukovych or political scientists, Ukraine is an extremely interesting case study. The country F balances between the West and Russia—while maintaining an official aim to join the European Union—its political culture has both pro-European and post-Soviet components, and it appears to be the CIS state that is closest to Europe politically. Ukraine stands in contrast to many other former Soviet republics in that it gained its independence peacefully and without interethnic conflicts. Despite the turmoil, since 1991 political developments in Ukraine have evolved so that until recently the country’s most important decisions were reached by compromise. Ukraine became the first country of the CIS in which democratic elections, held in l994, altered both the composition of the parliament and the presidency. Ukraine’s 1996 Constitution was the result of a compromise between the president and the parliament, as opposed to Boris Yeltsin’s “revolutionary” approach, which involved an armed assault on the Russian parliament in 1993.
