To understand the complex nature of these changes is of utmost importance to the international community in seeking China’s engagement and cooperation. Although much about China’s foreign policy decision making remains obscure, this Policy Paper make clear that it is possible to identify the interest groups vying for a voice in policy formulation and to explore their policy preferences. Uniquely informed by the authors’ access to individuals across the full range of Chinese foreign policy actors, this Policy Paper reveals a number of emergent trends, chief among them the changing face of China’s official decision-making apparatus and the direction that actors on the margins would like to see Chinese foreign policy take. linda Jakobson (Finland) is Director of the SIPRI China and Global Security Programme. She has lived and worked in China for over 15 years and is fluent in Chinese. She has written six books about China and has published extensively on China’s foreign policy, the Taiwan Strait, China’s energy security, and China’s policies on climate change and science and technology. Prior to joining SIPRI in 2009, Jakobson worked for 10 years for the Finnish Institute of International Affairs (FIIA), most recently as director of its China Programme. -
Lull in Intense SEA Diplomacy, Probably Due As Much to Formal
China – Southeast Asia Relations: Focus is Elsewhere, but Bonds Continue to Grow by Lyall Breckon∗ Senior Analyst, CNA Center for Strategic Studies The quarter saw a relative lull in China’s intense Southeast Asian diplomacy. This was understandable in light of Beijing’s preoccupation with crises in Iraq and North Korea, and the formal transfer of power in March to a new generation of Chinese leaders. It signaled no decline in China’s keen interest in expanding ties with its southern neighbors. Leaders of the two Southeast Asian countries closest to Beijing, Thailand and Burma, visited China before the leadership transition for talks with Hu Jintao and members of his team as well as Jiang Zemin, Zhu Rongji, and other leaders relinquishing senior party and state positions. Chinese commentary directed toward Southeast Asia strongly backed the anti-Iraq war stance of most ASEAN nations. China’s observer at the Kuala Lumpur Nonaligned Movement (NAM) summit in February called for opposition to “unipolarity” and unilateralism, i.e., U.S. leadership, in international affairs. Trade and investment, and the benefits to be gained by China’s neighbors from China’s growing economic power, continued to be major themes in China’s dialogue throughout the region, encountering broad agreement and occasional flashes of dissent and concern. Reaction to the War in Iraq and Terrorism in Southeast Asia China’s state media gave prominent play to negative Southeast Asian reactions to U.S. diplomacy on, and preparations for, war in Iraq, but little mention of support for the United States from the Philippines and Singapore. -

Wall, Ph.D. ABSTRACT China, with its long history of using education to serve the nation, has committed significant financial and human resources to building world-class universities in order to strengthen the nation’s development, steer the economy towards innovation, and gain the prestige that comes with highly ranked academic institutions. The key economic shift from “Made in China” to “Created by China” hinges on having world-class universities and prompts China’s latest intentional and pragmatic step in using higher education to serve its economic interests. This thesis analyzes China’s potential for reaching its goal of establishing world-class universities by 2020. It addresses the specific challenges presented by lack of autonomy and academic freedom, pressures on faculty, the systemic problems of plagiarism, favoritism, and corruption as well as the cultural contradictions caused by importing ideas and techniques from the West. The foundation of the paper is a narrative about the traditional intertwining role of government and academia in China’s history, the major educational transitions and reforms of the 20th century, and the essential ingredients of a world-class institution. -

DIRECTORATE-GENERAL FOR EXTERNALPOLICIES POLICY DEPARTMENT STUDY China’s foreign policy and external relations ABSTRACT This study provides an overview of China’s current approach to foreign policy and external relations. It focuses more particularly on the role and actions of China in global governance, its territorial claims and relations with countries in Asia, and its emergence as an important actor in Central and Eastern Europe as well as in the EU’s Eastern Neighbourhood. It assesses the implications for the EU and makes recommendations on how the EU should deepen its strategic partnership with China. The study argues that China has not made a unilateral and exclusive turn towards assertiveness in its foreign policy. China’s foreign policy assertiveness represents a policy choice that should be understood in the broader context of its external relations, which is one of uncertainty. Both the impact of China’s emergence in international affairs and the use China intends to make of its power and influence remain uncertain. This uncertainty is explained by the interdependence between a number of international and domestic factors as well as by the absence of a grand strategy. The uncertainty in China’s foreign policy opens avenues for the EU to influence China and further deepen the scope of the EU-China Strategic Partnership. Is China Colonizing North Korea? More specifically, it investigates the development of territorial linkages between North Korea and northeast China, scrutinizing the political-economic conditions that underlie these bilateral relations. My central thesis is that the recent changes in political-economic relations between these two countries have resulted not from a unilateral economic movement on the part of China – a ‘colonization’ – but instead through the mutual articulation of two processes: on one hand, North Korea’s deployment of territorial strategies to leverage its regional capacities and, on the other, China’s geo-economic approach to enhancing security in the border region. I contend that the discourse of China’s colonization of North Korea that has been constructed and disseminated by South Koreans reveals that both liberals and conservatives in South Korea desire North Korea as a sort of colony, albeit in different forms. This argument unfolds in three parts. First, in Chapter 2, I begin with a theoretical elaboration of geopolitical economy in the production of territory. Here I examine two different dialectical interactions which are deeply entangled with the production of state territory—the dialectics between geopolitical and geoeconomic logics of power and between territorial practices and representations of territory. -

Its steadily growing economic and political involve- ment in Asia, Africa and Latin America is associated with its rise as a new world power with the potential to challenge the global leadership role of the remaining superpower, the United States. The People’s Republic is also continually expanding its influence in the South Pacific region. Although it has diplomatic relations with only seven of the 13 inde- pendent South Pacific island states, after 200 years of Western domination there is now already talk of an unfolding paradigm shift within the region. In less than 10 years China’s trade with the South Pacific States has increased tenfold to US$ 1.4 billion (2007). Whereas Western states have reduced or even completely closed down their embassies, staff and developmental cooperation in the region since the end of the Cold War, Peking has constantly expanded its diplomatic presence and development cooperation. Security experts are warning about the long-term strategic intentions of the People’s Republic in the region.
