The Hizbullah-Israeli War: an American Perspective Aaron David Miller It was unusual for an Israeli Prime Minster to break open a bottle of champagne in front of American negotiators at a formal meeting. But that’s exactly what Shimon Peres did. It was late April 1996, and Peres was marking the end of a bloody three week border confrontation with Hizbullah diffused only by an intense ten day shuttle orchestrated by Secretary of State Warren Christopher. Those understandings negotiated between the governments of Israel and Syria (the latter standing in for Hizbullah) would create an Israeli-Lebanese monitoring group, co-chaired by the United States and France. These arrangements were far from perfect, but contributed, along with on-again-off-again Israeli-Syrian negotiations, to an extended period of relative calm along the Israeli- Lebanese border. The April understandings would last until Israel’s withdrawal. The recent summer war between Hizbullah and Israel, triggered by the Shia militia’s attack on an Israeli patrol on July 12, masked a number of other factors which would set the stage for the confrontation as well as the Bush administration’s response. Six years of relative quiet had witnessed Israel’s unilateral withdrawal from Lebanon in June of 2000, a steady supply of Katushya rockets—both short and long range—from Iran to Hizbullah, the collapse of Israel’s negotiations with Syria and the Palestinians, and the onset of the worst Israeli-Palestinian war in half a century. A perfect storm was brewing, spawned by the empowerment of both Hizbullah and Hamas, Iranian reach into the Arab-Israeli zone, Syria’s forced withdrawal from Lebanon, a determination by Israel to restore its strategic deterrence in the wake of unilateral withdrawals from Lebanon and Gaza, and an inexperienced Israeli prime minister and defense minister uncertain of how that should be done. -

The US President Donald Trump’s reported decision abruptly to call off military strike against Iran which he’d previously ordered, highlights the growing complexity of the US-Iranian entanglement. Indeed, it takes political courage to rationalise amidst such a dangerous situation that discretion is the better part of valour. Trump has been smart enough. But, having said that, there’s going to be downstream consequences. The Trump administration appears paralysed. And Tehran has seized the diplomatic initiative. What prompted Trump’s rethink? Surely, the rethink somewhatlegitimises the Iranian assertion that it shot down the American drone which intruded into its air space. (In fact, Iran has since claimed that it recovered the debris of the downed US drone in the country’s southern waters.) The US has a history of lying in such situations. Remember the downing of a scheduled Iranian passenger Airbus A300 flight in 1988 by an SM-2MR surface-to-air missile fired from USS Vincennes killing all 290 people including 66 children on board? The US, at the level of Vice-President George HW Bush lied over US culpability, saying, “I will never apologise for the United States — I don’t care what the facts are… I’m not an apologise-for-America kind of guy.” Only years later in 1996 Washington agreed to pay Iran US$131.8 million in settlement to discontinue a case brought by Iran in the International Court of Justice relating to this incident. -

Regardless of their party affiliation or preferred diplomatic priorities, presidents have invariably come to appreciate that they can- not afford to make foreign policy decisions in the same manner as they did when they were a candidate. The requirements of managing an enormous and complex national security bureau- cracy reward careful deliberation and strategic consistency, while sharply punishing the kind of policy shifts that are more common on the campaign trail. Statements by the president are taken far more seriously abroad than are promises by a candidate, by both allies and adversaries alike. And while policy mistakes made before entering office can damage a candidate’s personal political prospects, a serious misstep made once in office can put the country itself at risk. -

Does the U.S. government have a coherent policy toward fundamentalist Islam? Fundamentalists themselves are convinced not only that Washington has a policy but that it is a consistent and aggressive one. Iran's former ambassador to the United Nations, Said Raja'i Khourasani, asserts that the American position "has not changed" over the years: "The language is always the same -- it is threatened or it is threatening."1 On the other side, scholars and diplomats tend to see incoherence in policy toward fundamentalists as they do about foreign policy in general. Richard Haass speaks for many when he holds that "public statements by administration officials about the purposes of U.S. foreign policy have been inconsistent or simply ambiguous.2 In fact, neither side is entirely correct. While there has been a coherent policy, it has changed over time. Since 1979, when Iranian fundamentalist Muslims overthrew Shah Mohammed Reza Pahlavi and stormed the U.S. embassy in Tehran, Washington has undergone a series of subtle shifts in its policy toward fundamentalist Islam. They come as Washington looks to change its Middle East policy. "Good progress has been achieved in these talks ... In some cases, disputes may have complexities that take time to resolve," Iranian government spokesperson AN Rabei told reporters at a Tuesday press conference in Tehran. The talks have so far mostly focused on Yemen, in which Saudi Arabia and its allies, including the Yemeni government-in-exile, have been waging war against the Zaidi Shiite movement Ansarallah, also known as the Houthis, since 2015. Tehran has given its political support to the Houthis, but the extent to which it might have materially supported the movement has never been adequately demonstrated. Nearly half a million people have died in the war, mostly due to a Saudi blockade and the destruction of infrastructure. “We still believe that dialogue, especially among the societies of the Muslim Ummah, is the only decent solution in resolving their differences,” Rabei said, using the Arabic word for the worldwide Muslim community. -

While Libi is accused of engaging in scouting activities during the planning of the 1998 bombings at the U.S. embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya, his current role in Al Qaeda remains unclear. Libi’s family members and former associates deny he was ever a member of Al Qaeda and say he has not been engaged in militant activities since returning to Libya in 2011. The raid was described here. On October 5th, 15 Libyan soldiers were killed and five others wounded in an attack on a military checkpoint near Bani Walid, a former stronghold of Muammar Gaddafi. The attack was carried out by a group of unidentified gunmen and is the largest incident targeting Libyan military personnel since the 2011 civil war. More information can be seen here. On October 6th, the Libyan Government accused the U.S. of kidnapping one of its citizens after. Special Operations Forces captured Abu Anas al-Libi in Tripoli. In addition, members of the Islamic group Ansar al-Sharia protested in Benghazi against Libi’s adduction and criticized the Libyan Government for not doing more to ensure his protection.
