KCWX-DT Channel 8 DTS Petition for Rulemaking Amendment SMITH AND FISHER EXHIBIT A LOSS AREA ANALYSIS The engineering data contained herein have been prepared on behalf of CORRIDOR TELEVISION, L.L.P., licensee of full-power digital television station KCWX-DT, Channel 5 in Fredericksburg, Texas, in support of this amendment to its pending Petition for Rulemaking to substitute digital Channel 8 for Channel 5 for operation by KCWX-DT (LMS-0000139110). It is now proposed to utilize a Distributed Transmission System (DTS) comprised of six single frequency network (SFN) nodes in the following locations: Fredericksburg, Texas; Austin, Texas; San Antonio, Texas; D’Hanis, Texas; Mountain Home, Texas; and, San Saba, Texas. The combination of these facilities will cover the vast majority of the KCWX-DT Channel 5 repack allotment service contour, and minimize “loss” area, especially “underserved” loss area due to the channel change. The engineering specifications for the individual DTS nodes are contained in the engineering exhibit entitled, “KCWX-DT Channel 8 DTS Petition for Rulemaking Amendment Engineering”. Exhibit B is a map upon which we have plotted the 36 dBu service contours of the proposed Channel 8 DTS nodes in relation to the 28 dBu service contour of the KCWX-DT repack allotment facility on Channel 5. As shown, there are three portions of the Channel 5 service contour that will not be covered by the Channel 8 DTS proposal. They are labeled as Loss Area 1, Loss Area 2 and Loss Area 3. Loss Area 1 is located north of Austin, Texas, as shown in Exhibit C. It contains a population of 83,833 people, according to the 2018 U.S. Census data. That entire area is located within the predicted service contours of at least five other television stations in the area: KCEN-TV, KWTX-TV, KNCT(TV), KXXV(TV), and KAKW(TV). Therefore, Loss Area 1 can be SMITH AND FISHER EXHIBIT A considered adequately served by other stations, thus minimizing the impact of KCWX-DT loss of service to the area by the proposed move from Channel 5 to Channel 8. Loss Area 2 is located east of San Antonio, Texas, as shown in Exhibit D. It contains a population of 6,897 people, according to the 2018 U.S. Census data. That entire area is located within the predicted service contours of at least eight other television stations in the area: KHCE-TV, KLRN(TV), KENS(TV), KWEX-TV, KABB(TV), KVDA(TV), KSAT-TV and WOAI-TV. Therefore, like Loss Area 1, Loss Area 2 can also be considered adequately served by other stations, thus minimizing the impact of KCWX-DT loss of service to the area by the proposed move from Channel 5 to Channel 8. Loss Area 3 is located south of Junction, Texas, as shown in Exhibit E. It is an extremely small area and contains a population of only 14 people, according to the 2018 U.S. Census data. The majority of the area (and all of the population) is located within the service contour of KPXL-TV, so no “white” (underserved) area will be created by the proposed move of KCWX-DT from Channel 5 to Channel 8. In any event, this loss area population is so small that it can be considered de minimis. I declare under penalty of perjury that the foregoing statements and the attached exhibits are true and correct to the best of my knowledge and belief. KEVIN T. • List of Directv Channels (United States)
List of DirecTV channels (United States) Below is a numerical representation of the current DirecTV national channel lineup in the United States. Some channels have both east and west feeds, airing the same programming with a three-hour delay on the latter feed, creating a backup for those who missed their shows. The three-hour delay also represents the time zone difference between Eastern (UTC -5/-4) and Pacific (UTC -8/-7). All channels are the East Coast feed if not specified. High definition Most high-definition (HDTV) and foreign-language channels may require a certain satellite dish or set-top box. Additionally, the same channel number is listed for both the standard-definition (SD) channel and the high-definition (HD) channel, such as 202 for both CNN and CNN HD. DirecTV HD receivers can tune to each channel separately. This is required since programming may be different on the SD and HD versions of the channels; while at times the programming may be simulcast with the same programming on both SD and HD channels. Part time regional sports networks and out of market sports packages will be listed as ###-1. Older MPEG-2 HD receivers will no longer receive the HD programming. Special channels In addition to the channels listed below, DirecTV occasionally uses temporary channels for various purposes, such as emergency updates (e.g. Hurricane Gustav and Hurricane Ike information in September 2008, and Hurricane Irene in August 2011), and news of legislation that could affect subscribers. The News Mix channels (102 and 352) have special versions during special events such as the 2008 United States Presidential Election night coverage and during the Inauguration of Barack Obama.
