Date of next PCSC meeting ................................................................................................. 13 Minutes of 94th Meeting of PCSC held on 29th January, 2021 Southern Regional Power Committee Bengaluru Minutes of the 94th Meeting of Protection Coordination Sub-Committee (PCSC – 94) of SRPC held on 29th January 2021 1. Introduction The 94th meeting of Protection Coordination Sub-Committee (PCSC-94) of SRPC was held in online mode through Webex on 29th January 2021. The list of participants is at Annexure-A. Shri A. Balan, Member Secretary & Chairperson of Protection Sub-Committee, SRPC welcomed Members and Participants to the meeting, and briefed them on the following: Apprised the forum regarding islanding meeting convened by Min. of Power (MoP), Govt. of India. MoP desired to have islanding scheme for all major cities. In SR region, islanding scheme has to be formulated for Bangalore city as well. Informed that PMS project is nearing completion and requested all members to actively participate in PMS meetings to resolve deficiencies, if any, so that the software could be utilized effectively. Pointed out that majority of the trippings listed out in agenda for discussion are due to Busbar protection operation. He emphasized on the necessity of effective substation maintenance to be practiced and requested utilities to religiously take up necessary preventive measures to avoid occurrence of similar faults. Member secretary also requested constituents to analyse the tripping incidences thoroughly and to present respective Grid Disturbance cases from the forthcoming PCSC meeting. Executive Director, SRLDC, expressed concern regarding the load loss occurring due to trippings in SR region and urged SR constituents to make efforts to minimize trippings. He also pointed out that majority of GDs to be discussed in the meeting occurred at 220kV level and urged state utilities to address the issues at lower voltage level, and maintain proper grid discipline. He also raised the issue of improper submission of data and details of tripping by utilities as per IEGC and requested the attention of all concerned in this regard. He also lauded the steps taken by the Monitoring Committee of PMS project focusing expeditious Go-Live of the project. Superintending Engineer (Protection) and Convener of Protection Committee of SRPC took up the agenda for deliberation. He informed the forum that the apparently large agenda was due to covering of all tripping events involving non-operated/ mal-operated protection systems that occurred in October – December 2020. He also highlighted that tripping reports furnished by constituents in Tripping portal of SRLDC were mostly incomplete with majority of fields being left blank or ‘NIL’ entry, and urged all SR-Constituents to furnish full details. In this connection, SRLDC was also requested to provide latest PSSE Basecase including the elements to be commissioned in the coming two months so that comprehensive exercize of reviewing OVR grading of 400 kV & 765 kV lines of SR can be undertaken. Confirmation of Minutes of last PCSC meeting The minutes of the 93rd meeting of PCSC were circulated vide No: SRPC/SE-III/PCSC- 93/2020/ 50-87 dated 18th January 2021. No comments were received from the utilities. Minutes of PCSC-93 were confirmed. 3. Grid Occurrences 3.1 Grid Disturbances (GD) Agenda: Grid Disturbances (GD) and Grid Incidences (GI) occurred during the period October - December, 2020, given at Annexure-I, would be discussed in the meeting. a) Constituents are requested to furnish the following information in respect of the above grid occurrences to have fruitful discussions: (i) Detailed analysis of the events (ii) SLD or equivalent pictorial representation clearly showing: a. Location of fault with distance b. Fault details with type &relay indications c. CT/PT/CVT rating details with location d. Bus-bar arrangement/ Configuration of feeders e. CB positions (OPEN/ CLOSE) at the time of fault f. Isolator & Earth-switch positions (OPEN/CLOSE) g. Voltage, frequency & power flows with direction at the time of fault (iii) Output of Event logger & Disturbance recorder (iv) Remedial Action(s) taken (v) Relay setting details b) Constituents are requested to furnish full particulars of the tripping events pertaining to their system, preferably in the form of power point presentation, well in advance (latest by 26-01-2021) to the scheduled meeting date, to take up for discussion in the meeting. c) Constituents are requested to present the fault analysis with clear diagrams and remedial actions taken for the trip events, in the meeting. Deliberations: 3.1.1 The trippings due to GDs, GIs, A/R failure/ non-operation, and PLCC mal- operation that had occurred during October - December, 2020 were discussed in the Meeting. The deliberations and recommendations of the PCSC forum are at Annexure–B for needful action. The details of the tripping events including relevant PMU plots presented by SRLDC in the meeting are at Annexure-F for kind reference. 3.1.2 The matter of timely uploading of tripping files, which helps in analyzing the events for corrective actions/solutions required was once again brought to the notice of all Constituents. The need to upload the files within the time frame stipulated in the IEGC was reiterated. Minutes of 94th Meeting of PCSC held on 29th January, 2021 Page 2 of 13 3.2 Compliance of Regulations 5.2 (r) of IEGC Agenda: In compliance of Regulations 5.2 (r) of IEGC, which is given below: “5.2 System Security Aspects (r) All the Users, STU/SLDC and CTU shall send information/data including disturbance recorder/sequential event recorder output to RLDC within [24 hours]20 for purpose of analysis of any grid disturbance/event. No User, SLDC/STU or CTU shall block any data/information required by the RLDC and RPC for maintaining reliability and security of the grid and for analysis of an event.” a) Constituents are required to furnish the following information in respect of Grid Occurrences(GD/GI) within 24 hours of occurrence of the same to SRLDC/ SRPC: i. First Information Report (FIR) ii. Event Logger (EL) output iii. Disturbance Recorder (DR) output iv. Trip event analysis report-TR (with pre and post fault system conditions) b) Non-furnishing of tripping details (FIR/DR/EL/TR) for the period 16.10.2020 – 31.12.2020 had been brought to Constituents’ notice vide the following SRPC letters: (i) No. SRPC/ SE-III/ PCSC/ 2020/ 3035-54 dated 13.11.2020, (ii) No. SRPC/ SE-III/ PCSC/ 2020/ 3067-80 dated 23.11.2020, (iii) No. SRPC/ SE-III/ PCSC/ 2020/ 3154- 171 dated 09.12.2020, (iv) No. SRPC/ SE-III/ PCSC/ 2020/ dated 01.01.2020 c) Non-compliance in this regard would be discussed in the meeting. Deliberations: 3.2.1 Non-furnishing of tripping details (FIR/DR/EL/TR) for the 16.10.2020 – 31.12.2020 had been brought to Constituents’ notice vide letters: (i) No. SRPC/ SE-III/ PCSC/ 2020/ 3035-54 dated 13.11.2020, (ii) No. SRPC/ SE-III/ PCSC/ 2020/ 3067-80 dated 23.11.2020, (iii) No. SRPC/ SE-III/ PCSC/ 2020/ 3154- 171 dated 09.12.2020, (iv) No. SRPC/ SE-III/ PCSC/ 2020/ dated 01.01.2020 Constituents were requested to upload all tripping files in timely manner as mandated by IEGC. 4. Compliance by Constituents (Submitting status/ remedial measures/ certificate) 4.1. Status of implementation of Recommendations of Protection Coordination Sub-Committee (PCSC)-93 Agenda: Status of implementation of recommendations of PCSC-93 shall be presented by constituents in the forthcoming PCSC. Minutes of 94th Meeting of PCSC held on 29th January, 2021 Page 3 of 13 Deliberations: 4.1.1. The status of implementations of recommendations of PCSC-93 was discussed in the meeting. KPCL, TANTRANSCO, NPCIL(MAPS), PGCIL(SR-1) and KPTCL had furnished the updated status of recommendations. All other constituents were requested to furnish the updates at the earliest. 4.1.2.     Cyclone Nivar - Important Facts Cyclone Nivar is a ‘severe cyclonic storm’ that is expected to hit the southeastern coast of India on midnight of 25th November 2020. Cyclones and other natural disasters that affect India and the world are important topics for the UPSC exam. Cyclone Nivar The India Meteorological Department (IMD) has stated that the severe cyclone Nivar will intensify into a ‘very severe cyclonic storm’ and make landfall between Mamallapuram (in Tamil Nadu, around 56 km from Chennai) and Karaikal in Puducherry, on 25th November at midnight or early hours of the 26th of November. • The Tamil Nadu and Puducherry coasts are experiencing heavy rains and strong winds due to the impending cyclone. The North Indian Ocean has the largest number of tropical cyclones in this basin, and the frequency is almost five times greater than in the Arabian Sea (AS). The semi-enclosed structure of this basin, in combination with its funnel form, steers the cyclone path that hits the ground. The four maritime states located on the east coast of India are highly vulnerable to tropical cyclones. One of them, Andhra Pradesh has been exposed to frequent hydrological and meteorological hazards due to variations in the geographical and bathymetric characteristics like tropical cyclones generated by the Bay of Bengal. To reduce risk in coastal areas, understanding of hazard factors and threat risk levels is important. Five out of nine districts along the coastal Andhra Pradesh were slightly damaged and three districts (Chittoor, Kadapa and Kurnool) severely damaged due to cyclone Nivar. The state government has deployed eight NDRF and six SDRF teams in 4 districts and has been able to prevent much of the disaster by providing relief measures. Based on a preliminary assessment, 1.12 lakh people, more than 1,400 km of roads, 2,706 animals and crops on about 5 lakh acres were affected.

The Nivar storm originated in the Bay of Bengal and whipped up windspeeds close to 125-145 kmph, blowing away roofs and felling standing crop. However, relatively fewer lives were lost compared to the havoc wreaked by Amphan in West Bengal in May. What aided relief operations in the anticipation of Nivar was that it largely conformed to forecasts issued by the India Meteorological Department (IMD). Cyclone Nivar | In pictures Over the years, India’s ability to track the formation of cyclones has improved significantly. There is a network of 12 doppler weather radars (DWR) along India’s coast if one were to begin counting from Kolkata and trawl up to Mumbai — there are 27 in all in the country. Depending on where a storm is forming, these radars send pulses of radio waves to gauge the size as well as the speed at which water droplets are moving. The earlier generation of radars was unable to track such progress in real time, but with DWRs, now the base standard of weather radars, it is usually possible to detect a potential storm at least four-five days in advance.
